About this file

This is a Questions and Answers document for an overhead door installation contract opportunity. All questions were due by February 25, 2026 at 1200. The contract is a Total Small Business Set-Aside requiring prime contractors to perform at least 50% of the cost of contract performance incurred for personnel.

The door specifications require 3-phase voltage (to be verified from plate), 24-26 gauge steel construction in bronze color, insulation to match existing doors, and no high-cycle spring. The door must withstand a 20 PSF wind load (approximately 88.5 MPH winds) and will be installed on a block wall with a motor. Installation work hours are 7:30 AM to 3:30 PM. Burn permits must be issued the day of work but can extend through job completion. On-site training is not required beyond standard safety practices and fire extinguisher requirements for welding. For door supply, prime contractors must identify a U.S. small business manufacturer and verify size status in SAM.gov or confirm an SBA waiver exists. Subcontracting of installation services to similarly situated small businesses is permitted, though compliance with FAR Clause 52.219-14 (Limitations on Subcontracting) and FAR 52.219-33 (Nonmanufacturer Rule) applies; contractors should identify any inapplicable clauses when submitting quotes.

8. Would it be permissible to submit a bid using an alternative to the 26-24 gauge steel specified?

Need to stay with 24-26 gauge steel due to all other doors are on base.

9. FAR Clause 52.219-14, Limitations on Subcontracting (Oct 2022) (15 U.S.C. 657s).

Could you please confirm how this clause applies to this requirement? Specifically, as a prime contractor under a Total Small Business Set-Aside, we would like to understand whether subcontracting to a similarly situated entity is permitted. If so, would the work performed by the similarly situated entity count toward our required performance percentage, or is there a minimum percentage of work that the prime contractor must perform directly to ensure compliance with this clause? If a small business acting as the prime contractor intends to hire another similarly sized entity (also a small business) to provide door installation services, and the prime contractor does not have direct contact with the manufacturer of the doors, how would FAR 52.219-33, the Nonmanufacturer Rule, apply in this situation?

If a clause may not apply to your company or needs to be removed please send in what clause and reasoning for it when you submit your quote.

10. What steps should the prime contractor take to ensure compliance with this clause when subcontracting the installation services and supplying the doors?

Supply: 1. Identify a U.S. small business manufacturer for the doors. 2. Verify their size status in SAM.gov. 3. Alternatively, confirm an SBA waiver exists for this product type.
