About this file
This document is a Questions and Answers (Q&A) file for an Access Control System (ACS) and Intrusion Detection System (IDS) project. The Q&A provides detailed technical specifications and requirements for a security system installation in Building 2039, including key details about door locks, cable types, access procedures, and contractor requirements. Contractors must have a minimum secret clearance and will work during normal duty hours, with weekend access restricted and requiring government escort. The project involves replacing existing security equipment, with no reuse of current Micro Key, ACS equipment, hardware, field devices, PIR sensors, magnetic switches, or card readers.
Specific technical requirements include installing magnetic locks on double doors, maintaining existing electric strikes, routing cables through rigid pipe or PVC conduit, and using specific cable types such as CAT6, 16 and 18 gauge wires, and various specialized cables. The system will use a rack-mounted head-end server system in a standard 19' server rack with tamper detection. Alarm reporting will be handled locally by ACS and through BDOC for IDS. The installation involves a complex entry procedure for specific areas like Room 152's mantrap, which requires user code input and scan card access within allotted time frames.

A: Mag. locks on top of double doors must be changed
2. Q: Electric strike on a single leaf of a double door.
A: Electric strikes inside the doors will remain unless damaged or no longer operational
3. Q: Electric Strike on a single door.
A: Electric strikes inside the doors will remain unless damaged or no longer operational.
4. Q: It was pointed out that IDS alarms locally and the Security office. What is alarm notification locally and deactivating?
A: ACS will report locally, IDS must report to BDOC.
5. Q: North Stairwell door – function – which side protected.?
A: Just inside the double glass door before you go in the elevator/stairwell is the protected side.
6. Q: Explain entry procedure for Room 152 mantrap.
A: After personnel go through the X10 door they’ll need to input the user code to the bypass alarms within the allotted time. Then they’ll need to go the next-door scan card to go into the next area.
7. Q: For double doors requiring new locks, is the same set up as existing double doors of one magnetic lock being installed on one leaf only the desired design?
A: It depends on if the other door is going to be remained locked at all times, if not then Magnetic locks must be placed on both doors.
8. Q: Please specify what cannot be re-used (anything additional to what is stated below: including wiring or existing equipment) A: All existing Micro Key and local ACS equipment, hardware, and field devices.
Will need to be decommissioned and DRMO. No current Passive Infrared (PIR), Balanced Magnetic Switches (BMS), and card readers can be reutilized in Bldg.
2039.
9. Q: Please provide any available information on the length of cable runs for the access control system and cameras?
A: This falls on the contractor to determine during the site visit.
10. Q: Is there existing cabling in place and will we use it?
A: No existing cabling isn’t in place and can’t reuse the old cabling.
11. Q: What type of cable or wiring is needed
A:
CAT 6, 16 and 18 gauge wires CABLE - 18 AWG 2 Stranded Cond, PVC CABLE - CAT6 Plenum CABLE - 22/6 STR JKT CL2P Plenum CABLE - Belden 9842 CABLE - RS485 24/2 Twisted Pair
CABLE - 18/8 STR OAS CL2P
CABLE - 16/2 STR JKT
RJ45 Connectors
12. Q: Shelving was mentioned or racks how many?
A: Para 1.3 ACS/IDS SOW: “Rack mounted head end server system” will fit into standard 19’ server rack.
13. Q: A specific type of metal of said shelving was mentioned what type? (part or product number or description) A: Para 1.3 ACS/IDS SOW: “Rack mounted head end server system” will fit into standard 19’ server rack. Rack must include a tamper detection system. Can reuse existing Racks.
14. Q: What type of access will contractors have to complete tasks?
A: Contractors must have a minimum secret clearance, and work will be conducted during the normal duty hours. Unless weekends have been approved by unit leadership.
SOW Para 2.1: contractors will only be allowed in area “J” on the weekend with government escort. Area “G” will remain accessible during normal working days and hours until classified information begins being processed. Once classified information begins being processed, contractors will only be allowed access on the weekend with government escorts.
15. Q: What do I advise is the type of ceiling?
A: Suspended ceilings
16. Q: Do we have attic access?
A: No attic.
17. Q: Is there a conduit needed?
A: Yes, all cables must be routed in rigid pipe, PVC, flexible semi rigid conduit, or equivalent raceways. These materials must comply with national electric code standards.
