About this file

This document is a Justification for an Exception to Fair Opportunity or to Use Brand-Name Restriction for the Air Force Space Command (AFSC/PZIOB). The justification approves the use of other than full and open competition for the acquisition and installation of a Vindicator Access Control System (ACS) and Closed-Circuit Television (CCTV) system and associated components at Robins Air Force Base building 2039. The system will connect building 2039 to building 988 via building 288 (data center) and must integrate with existing Vindicator security infrastructure already in place on the base. The requirement includes professional installation, integration, configuration testing, and commissioning by certified personnel including a certified engineer, network engineer, Vindicator Installer, and Cisco Network Technician.

The brand-name restriction is justified under FAR 6.302-1(c) because Robins AFB currently operates a mission-essential security system using proprietary Vindicator technology from Honeywell, and the new system must seamlessly integrate with this existing platform. Integration with a different brand would require extensive, costly modifications to the proprietary Vindicator SMS platform. The anticipated cost will be determined through competition among multiple authorized GSA Schedule contract holders under SIN 334290, with quotes solicited via GSA eBuy. Prices will be compared against GSA Schedule contract prices, historical pricing, and market research to ensure fairness and reasonableness. The document is dated November 2018 with an approval signature date of June 26, 2025.

(1) Contracting Activity:

Contracting Office: AFSC/PZIOB Organizational Activity: Kingpin Access Control System (ACS) and Closed-CircuitTelevision (CCTV)

Purchase Request Numbers: TBD

(2) Nature and/or description of the action being approved:

This justification approves the use of other than full an open competition for the acquisition and installation of a Vindicator Access Control System (ACS) and Closed-Circuit Television (CCTV) and associated components. The resultant action will be a task order under a GSA Multiple Award schedule.

The estimated dollar value is -

(3) Description of the supplies/services required to meet the agency's needs:

The requirement is for the procurement and professional installation of a Vindicator system designed to use Radio Frequency Identification (RFID) badges and Closed Caption Television (CCTV) System to meet the physical security compliance requirements of the Air Force Instruction (AFI) 31-101, DoDM 5200.01 Vol 3 Encl 3, Robins AFB specifications, and ESE-SIT-000, including associated components to enhance/ maintain security at Robins Air Force Base for building 2039. The system will connect building 2039 to building 988 via building 288 (data center). The contractor will provide the customer with a hardware and software list. All Vindicator Panels require tamper alarms to be embedded in them in accordance with DAFI 31-101 DAFGM2022-01 GENADMIN. The contractor will provide a certified engineer, necessary supporting network engineer as well as a certified Vindicator Installer and Cisco Network Technician to complete the engineering and installation of all system components. The contractor will be responsible for full installation, Integration, configuration testing and commissioning of the Vindicator system ensuring

November 2018 FOR OFFICIAL USE ONLY Page 2 of 3 seamless operation with existing infrastructure. This requirement is specifically restricted to the Vindicator Brand. Vindicator is a brand of Honeywell whom is the manufacturer.

(4) Justification for restricting consideration to a brand-name item:

FAR 6.302-1(c) advises that Brand Name applies When only one responsible source and no other supplies or services will satisfy agency requirements. Also when competition is limited to a specific brand name ( or product from a specific manufacturer). To further elaborate, FAR 6.302-1(c)(1)(i)states that acquisition using a brand-name description, " does not provide for full and open competition, regardless of the number of sources solicited."

Robins Air force base currently operates a critical, mission -essential security system which currently utilizes Vindicator Security technology system which is currently already in place on the base. This existing system utilizes proprietary hardware, software and communication protocols unique to the Vindicator ecosystem.

The addition of a new Access Control System (ACS) and Closed-Circuit Television (CCTV) and associated components and system MUST seamlessly integrate with this existing Vindicator SMS platform to ensure unified command and control, centralized alarm monitoring and streamlined operator response.

Integration with a different brand would require extensive, costly and potentially impossible modifications to the proprietary Vindicator SMS.

Replacing the existing Vindicator infrastructure of attempting to integrate non-Vindicator products would result in quantifiable and significant costs. All current security personnel and system administrators and sustainment are trained and certified on the Vindicator Platform. This justification focuses on the inherent qualities, compatibility, and necessity of the Vindicator brand itself, irrespective of its current corporate parent. The Underlying technology and compatibility are unique to the specific brand and is not available from other Manufacturers. That being said this brand can be provided by multiple GSA resellers and integrators of the Vindicator products.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

The anticipated cost for the Access Control System (ACS) and Closed-Circuit Television (CCTV) Vindicator system including installation will be determined to be fair and reasonable through competition among multiple authorized resellers holding a GSA Multiple Award Schedule contract under SIN 334290. Quotes will be solicitation via GSA ebuy from such resellers. The prices offered will be compared against the awarded GSA Schedule contract prices, historical pricing, and market research to ensure fairness and reasonableness prior to award.

(6) Other facts supporting the justification:

The agency's current security operations and maintenance personnel including sustainment, administrators, and It support posses extensive and specialized training and certifications specifically for the Vindicator platform. Requiring a different brand would necessitate comprehensive and costly retraining programs for personnel, impacting operational readiness and response times for critical security incidents. Maintaining a standard system such as the Vindicator system across the base will assist in alignment with broader efforts of security and standardization. This insure interoperability , simplified maintenance, streamlined operations , and enhanced reliability for security functions.

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

Actions the agency must take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition the supplies or services include; conducting market surveys and technology assessments, develop performance- based specifications, investigate open architecture solutions, promote interoperability requirements in the future procurements, and conduct lifecycle analysis for system Modernization.

(8) Program Manager's certification that supporting data is accurate and complete:

As evidenced by my signature below, I certify that any supporting data contained herein, which is my responsibility, is both accurate and complete.

(9) Contracting Officer's certification that the justification is accurate and complete:

As evidenced by my signature below, I certify that the justification is accurate and complete to the best of my knowledge and belief.

(10) Approving Official's determination that FAR16.S0S(a)(4)(i) applies to the order:

As evidenced by my signature below, I hereby determine that the use of brand-name restriction applies.
