Robins AFB Rental Chillers BPA Solicitation FA850124Q0008 Questions and Answers

Q1. Will BPA Contractors be given a timeframe of more than 7 days to get the chiller on-site? This is due to potential shipping, installation, etc.

A1. Each BPA call/order will specify the timeframe in which the rental chiller is needed and BPA Contractors shall respond to calls/orders with pricing and delivery information via email within three (3) business days of each BPA request for quote.

Q2. Is there an annual renewal period for the firm fixed period of time (to adjust costs accordingly) and total BPA expected duration?

A2. The BPA is expected to be effective for a total of five (5) years with beginning and end dates determined upon BPA award. BPA Contractors will provide price quotes in response to each call/order throughout the five-year duration of the BPA. This will be the Contractors’ opportunity to adjust pricing based on the current marketplace at that time.

Q3. Will a site visit be scheduled for the locations where the chillers will be installed so interested vendors can view how much hose, cable, and labor will be needed to accurately quote the solicitation?

A3. No. Every building may not have easy access to power or the chilled water system in the same area. The length/distance to services varies per building requirement, therefore there is no standard measurement for required hose, cable, and/or labor. There will be an opportunity for BPA Contractors to visit the specified facility for each BPA call/order.

Q4. Can interested vendors use 100ft as an estimated/standard length to determine pricing for materials such as chiller lines and labor?

A4. Interested vendors may use their own standardized lengths for this purpose. Please specify the chosen standardized measurement when submitting price quotes.

Q6. Can interested vendors offer a breakdown of pricing per month for each tonnage of rental chiller?

A6. Interested vendors should offer their “bottom line” price for each tonnage of rental chiller, based on weekly and monthly rental periods. Prices should include the cost of all labor, materials, equipment, transportation, and supervision for supplying and connecting requested chiller systems in designated Robins AFB facilities, as well as removal of the systems from Robins AFB property.

Q7. Can interested vendors submit more than one quote to illustrate pricing at their lowest and highest price estimates?

A7. Yes, interested vendors may submit more than one quote if necessary. Each quote will be evaluated individually.

Q8. Is this a brand new contract or is there an incumbent performing these services?

A8. There is no current contract for rental chillers active on Robins AFB. This solicitation is for the anticipated need for rental chillers at an undetermined time in the future, likely beginning in the hotter summer months of the year.

Q9. What kind of systems would the rental chillers be tying in to?

A9. Chilled water system

Q10. Would any of the rental chillers be for buildings with piping that goes higher than 5 stories?

A10. No, three (3) stories is the tallest building

Q11. Are the chillers water only, or would glycol or other brine mixtures be used for the chillers?

A11. Water only

Q12. Will the rental chillers operate at nominal (>40°F outlet) temperatures, or will low temperature (<40°F outlet) units be needed?

A12. No rental chillers are needed to operate below 40°F

Q13. For the larger chiller requests, is it acceptable to parallel smaller chillers together to meet the capacity requested?

A13. Paralleling systems poses the problem with the amount of taps that would be available and the amount of available power. There are a limited number of spare breakers in certain areas.
