PERFORMANCE WORK STATEMENT
for
2019 Robins AFB Open House
Bus Transportation
1. DESCRIPTION OF SERVICES / GENERAL INFORMATION
1.1 SCOPE: The contractor shall provide round-trip transportation for an estimated 180,000 spectators on and around Robins Air Force Base (AFB), hereafter referred to as Robins.
Transportation support will be used from 28 - 29 September 2019 in support of the Robins Open House. Spectators may be handicapped or disabled. Transportation must comply with the Americans with Disabilities Act 1990 (ADA).
1.2 SERVICE DESCRIPTION
1.2.1 The Contractor shall provide 110 buses, 110 drivers and fuel on 28 September 2019 and 100 buses, 100 drivers, and fuel on 29 September 2019 continuously for the 2019 Robins Open House. Contractor may propose school buses that meet the following criteria. Transport buses utilized for this contract shall be 2010 models or newer and shall be air conditioned/climate controlled. A minimum of 10 buses utilized must be handicap accessible. All buses shall be clean, free of trash, no holes in seats, and be equipped with an operational air conditioning system. Buses shall be able to accommodate a minimum of 44 passengers. All buses shall meet the State of Georgia, the United States Department of Transportation, Interstate Commerce Commission Regulations, and the Federal Motor Vehicle Safety standards.
1.2.2 The contractor shall ensure all busses are fueled at the stations the contractor normally utilizes to conduct its daily operations. The contractor shall provide all fuel necessary to operate the buses for continuous transportation support for the duration of the air show. The contractor shall ensure all busses are pre‐checked for any maintenance, to include but not limited to, air pressure, lights, fluid levels, etc. prior to arrival for the air show to mitigate any delays. The contractor shall provide maintenance to ensure fully operational busses throughout the duration of the air show. The contractor shall provide their own dispatchers and appropriate communications equipment to maintain continuous contact with its drivers during hours of operation. The contractor shall maintain liability insurance on all contracted busses and proof shall be provided to the Government upon request.
1.3 DATE AND TIME SERVICE IS REQUIRED
1.3.1 The contractor shall ensure all buses and bus operators are in position as directed by the Government. Staging of buses shall begin at 0800 in the parking lot of the OSS BLDG 2336, Robins AFB, GA for accountability and inspection. The contractor shall perform continuous transportation duties between the hours of 0800 – 1900 or until all spectators have been transported from Robins on 28 and 29 September 2019.
1.3.2 On Thursday, 26 September 2019, a driver’s route training session will be held from 1000‐ 1100 at the Operations Support Squadron (OSS) BLDG 2336 on Robins AFB, GA. The training will consist of a 30-minute logistics briefing and a 30-minute route dry‐run of all six transportation routes. The contractor shall ensure a minimum of 10 percent of its drivers are present for this Government provided training session. The contractor shall ensure the remaining drivers are trained on the routes, logistics, and other procedures prior to the start of the Robins Open House.
1.4 MANAGEMENT AND STAFF PERSONNEL
1.4.1 The contractor shall be responsible for compliance with military direction/supervision at all locations. The contractor shall be responsible for ensuring all bus operations and staff personnel comply with all instructions.
1.4.2 The contractor shall ensure bus operators comply with all state and local laws.
1.4.3 For safety reasons, the contractor shall make sure the bus operators are scheduled with adequate work/rest time equally. The contractor shall document and track the hours for each bus operator from the beginning of the shift to the ending of the shift. The contractor shall ensure all bus operators report to the staging area on time in order to take full accountability. Drivers shall be prepared to bring lunch/snacks (as needed).
1.5 ROBINS PERSONNEL SECURITY REQUIREMENTS
1.5.1 The contractor shall ensure compliance and adherence to AFI 31-101, AFI 31-501, SFOI 31-1, and RAFB IDP 31-101. The contractor shall not employ any person for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor employ any person under this contract who has an outstanding criminal warrant as identified by the National Crime Information Center (NCIC). NCIC checks will verify if a person is wanted by local, state, and federal agencies. All contractor personnel must consent to NCIC background checks. Contractor personnel who do not consent to an NCIC check will be denied access to the installation. Information required to conduct an NCIC check includes: full name, driver’s license number/state issues/expiration date, social security number, and date of birth of the person entering the installation and shall be submitted in conjunction with the contractor’s request for vehicle passes. Completion of a successful NCIC check does not invalidate the requirement for an escort when contractor personnel are working within controlled or restricted areas.
1.5.2 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.
1.5.3 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the security requirements. Furthermore, non-compliance shall not excuse the contractor from proceeding with the contract as required. The contractor shall flow these requirements down to all subcontracts.
1.5.4 Additionally, the contractor shall refer to Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352.242-9000 titled Contractor Access to Air Force Installations for specific information required to submit a written request to the Contracting Officer for approval not later than 10 September 2019. Please ensure written request is in accordance with the instructions provided in AFFARS clause 5352.242-9000. When reporting to the registration office, the contractor shall ensure the following documentation is provided when requesting vehicle passes: Full Legal Name (as shown on SSN Card), a Current Driver’s License (with name as shown on SSN Card), Proof of Registration (Paper Copy), Proof of Insurance (Paper or digital), and SSN Card (Authentic, not laminated).
1.5.5 Robins AFB will provide event passes to allow access to Robins AFB for the purpose of operating the busses.
1.6 SAFETY REQUIREMENTS
1.6.1 In performing work under this contract, the contractor shall establish and maintain a safety and health program in accordance with the elements listed in the Appendix C (Safety Requirements). The contractor shall submit a Safety and Health Plan 10 days after award for review and acceptance by the 78 ABW/SEG (Safety Office). The contractor shall ensure their Safety and Health Plan addresses, in detail, the items listed in the Appendix C. If task specific procedures are incorporated into a company local document, ensure those procedures are included/attached to the company’s Safety and Health Plan. Referencing the company’s local procedure/ document in the safety plan is not adequate. If the company’s local procedure/document is not attached; Safety Plan will be returned “Not acceptable”. 1.6.2 The contractor’s Safety Plan shall address in detail the items listed in the Contract Appendix C, Part II through Part III as applicable. For task specific procedures identified in the Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan. If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED. The contractor will have 5 working days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non‐acceptance. The WR‐ ALC Safety Office will provide acceptance or non‐acceptance of the resubmission within 5 workings days of receipt to the Government POC who will notify the CO.
Mishap/Incident Reporting. The contractor shall report all mishaps/incidents in accordance with the contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (78 ABW/SEG). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident.
