Base Flooring IDIQ Questions 19 Jun 2015

1. QUESTION: Item # 0046 12 x 12 Conductive Solid Vinyl Tile, 1/8/ inch…Luxury……there is no such product available as per our VCT flooring rep. Most people use the product listed above 0045 as their “luxury” product. Is that what I am to do with this line?
ANSWER: Item 0046 will be removed from the list.
2. QUESTION: Page 6 of 11 in the Statement of Work to Purchase/Install/Repair/Replace Basewide Flooring Covering IDIQ has a paragraph at the end of page 6 which reads "Future Air Force requirements are expected to be implemented requiring carpet material to be provided through the Air Force and installed by the contractor(schedule is unknown at this time). All material for the installation of the carpet will be provided under the installation line for the carpet type. No additional overhead or profit will be allowed on Air Force provided carpet. Individual Dos will specify whether the contractor or the Air Force will provide the carpet."
With that wording being in the Statement of Work how is a contractor to bid this IDIQ and remain competitive? This seems to indicate that a contractor is to anticipate that the Air Force will start providing the carpet but when no one knows. Therefore, their profit needs to be in the labor as well as in the carpet since we do not know if and when the Air Force will start providing the carpet.
ANSWER: This statement will be removed from the SOW. All work will include the materials to be installed as a part of the Task Order (no labor-only Task Orders will be issued).
However, material only Task Orders may be issued.
3. QUESTION: SOW 2.01 says “specialty flooring will be incorporated using Means Cost Data line items from Division 9.” You have requirements that drive direct overhead above what is in RS Means. For example in the RS Means document “RS Means Online Tips” it states “All projects will require some degree of Quality Control. This cost is not included in the unit cost of construction listed in each division. Depending upon the terms of the contract, the various costs of inspection and testing can be the responsibility of either the owner or the contractor. Be sure to include the required costs in your estimate.” Other examples would be the requirement to store carpet in a controlled environment for 2 days prior to installation, and the most obvious is waste disposal requirement to avoid landfills. It would appear that you need a CLIN to cover specialty flooring requirements not in RS Means.
ANSWER: Line items for specialty flooring using Means will be deleted. These will be non-prepriced line items which will be requested on an individual Task Order basis.
4. QUESTION: Can a Waste-to-Energy facility be utilized and credited as recycle?
ANSWER: No. The requirement is for recycle, not conversion.
5. QUESTION: The Carpet-to-Recycle Center in East Point, Georgia has recently stopped accepting
Nylon 6,6 and Nylon 6 carpets due to government regulation. Does this impact the requirements of the contract?
ANSWER: Per the Unified Facilities Guide Specifications, Section 02 42 51, Paragraph 1.4.4.1, we are required to have carpet recycled. References for recycling centers can be found at the Carpet America Recovery Efforts website. Other sites may be acceptable provided they are recognized by the EPA Carpet Reclamation Program. A separate line item has been added to capture the cost of recycling the carpet to include transportation, recycling fees, etc.. The recycling cost within this line item should reflect only the additional cost for recycling that is above and beyond the cost for disposal in a land fill (cost for disposal in a landfill is included within the appropriate demolition line items).
6. QUESTION: CLINs 67 & 68 are for renting a dumpster and taking materials to a landfill. This does not seem consistent with a green contract. Should there not be CLINs for green disposal processes?
ANSWER: CLINs 67 and 68 will be removed. Line items which involve the demolition of materials will contain all costs associated with their removal, hauling and disposal/recycling.
Carpet is required to be recycled. Recycling requirements for other materials will be contained within the appropriate UFGS specification section.
7. QUESTION: Do Davis Bacon wages apply?
ANSWER: No.
8. QUESTION: Will job trailers and material storage trailers be allowed on base?
ANSWER: No, materials will be required to be stored either within the work area or brought in on a daily basis from off-base.
9. QUESTION: Is there a requirement for CAD As-Built drawings for this contract? The SOW references Appendix A, Section 01310 as a description of requirements, but this section does not exist in the SOW.
ANSWER: There will not be any CAD requirements – requirement will be removed from the
SOW.
