About this file
This document provides answers to industry questions regarding Broad Agency Announcement FA8307CWMSBAACALL0001 for the development of a Universal User Interface. The BAA calls for completion of the project within 12 months, including all options. Diagrams and figures may use a 10-point font size. The existing Certificate to Field for the Locutus application will transfer to the new LevelUP software factory environment, and future certificates will be obtained through LevelUP rather than Platform One. The Government expects to deploy Locutus to the Unified Platform high side production environment. The Cross-Domain Solution supports low-to-high and high-to-low data movement, generally sending CSV and tar file types as well as other file types up to 2GB in size. The Government's Cross Domain Shared Services Framework will connect to the Joint Worldwide Intelligence Communication System in July 2023 and receive an authority to operate for data transfers to the low side by October 2023.

AF CYBER WARFARE MISSION SYSTEMS BAA HNC-23-0001
BAA CALL 0001
Universal User Interface (UUI)
Notice ID: FA8307CWMSBAACALL0001 Round 2 - Industry Questions and Answers
1. BAA HNC-23-0001 requires a top-level time schedule that shows project completion within 24 months. The schedule for BAA Call 001 is for 12 months (including all options). Will the Government please confirm they want a ROM and top-level time schedule that shows project completion in 12 months for this call?
A. A Rough Order Magnitude (ROM) and top-level time schedule for project completion should reflect the 12-month period requested in BAA Call 001.
2. BAA HNC-23-0001 specifies that diagrams and figures are encouraged. To ensure these are clear and legible within the page margin requirements, will the Government please allow diagrams and figures with font size 10?
A. The Government will allow a font size of ten (10) for diagrams and figures only.
3. Can the Government please confirm if LOCUTUS is still seeking a CtF through P1 Party
Bus?
A. The current Locutus development will obtain its Certificate to Field (CtF) through Platform One (P1) Party Bus. The Government is looking to migrate the application's development to the LevelUP software factory for the Other Transaction for Prototype (OTP) effort. If this direction is pursued, then the existing CtF from Party Bus will be transferred and any future CtFs will be obtained via LevelUP.
4. Will the Government have a target high side platform to deploy LOCUTUS?
A. The Government expects to deploy Locutus to Unified Platform's high side production environment.
5. Will the Government please confirm that the CDS supports both low-to-high and high-to-low data movement?
A. The Cross-Domain Solution (CDS) will support low-to-high and high-to-low data movement.
6. Can the Government please confirm what types of data can go through the CDS? (Code, microservice images, data feeds, etc.)
A. The UUI will generally send .csv and .tar file types. It is possible to interfaces with the Cross Domain Shared Services Framework Representational State Transfer Application
Programming Interface (CDSSF REST API) via JavaScript Object Notation (JSON) calls but it is not anticpated that will be used during the prototype phase. The CDSSF is capable of sending the following file types: .3g2, .3gp, .asf, .avi, .bmp, .csv, .doc, .docx, .gif, .grb, .grb2, .htm, .html, .jpeg, .jpg, .kml, .kmz, .mov, .mpeg, .mpg, .pdf, .png, .ppt, .pptx, .pubs, .tar, .tiff, .tiff, .txt, .xfdl, .xls, .xlsx, .xml, and .zip. It is not anticipated that code will be passed through for the protype project nor will data feeds be incorporated.
7. Can the Government please provide clarification on the current cross domain solution?
What is the Government's expectation for integrating and managing the flow of the data between low side and JWICS?
A. The Government is currently using the Cross Domain Shared Services Framework
(CDSSF). The CDSSF will be connected to Joint Worldwide Intelligence Communication System (JWICS) in July 2023 and will have an Authority to Operate (ATO) for data flow transfer to the low side around October 2023.
