About this file
This Broad Agency Announcement (BAA) from the Air Force Life Cycle Management Center solicits proposals for a Universal User Interface (UUI) application. Up to three awards of $350,000 to $2.6 million each are available for a three-month base period and three three-month option periods. Responses are due by July 13, 2023 and will undergo a two-step evaluation process, with up to three proposals selected to deliver prototypes. The UUI aims to streamline cyber operators' mission planning and management of daily tasks by consolidating interfaces and automating repetitive functions. Successful proposals will integrate relevant commercial technology to refine an existing government-developed UUI deployed on Platform One and transition it to a production environment meeting security and operational requirements.

AF CYBER WARFARE MISSION SYSTEMS BAA HNC-23-0001
BAA CALL 0001 (CALL)
Universal User Interface (UUI)
(U) SECTION 1 – INTRODUCTION
(U) 1.1. The purpose of this CALL is to solicit leading-edge responses to provide a Universal User Interface (UUI) that enables cyber operators to execute and manage their daily Planning, Briefing, Execution, and Debriefing (PBED) requirements. Offerors should propose a novel approach to expeditiously accomplish this task and may include incorporating the existing Government Off The Shelf (GOTS) application as well as any commercial or proprietary technology as deemed necessary.
(U) 1.2. AFLCMC/HNC intends to award up to three (3) short-term, multi-phase prototype projects to determine the best approach, if any, for a possible follow-on production award contract or other transaction instrument if the final prototype is deemed viable. This CALL will follow a Two-Step evaluation process as discussed in Section 4.
(U) 1.3. All requirements of the HNC-23-0001 (Attachment 1) apply, unless specifically amended and addressed in this CALL announcement and the proposal instructions. The overarching BAA contains information applicable to all CALLS issued under HNC-23-0001 and provides information on the overall program. This CALL will be governed by the process described in Section 5 under the general scope of the Two-Step BAA HNC-23-0001 process. If there are any conflicts between the BAA and this CALL, the instructions in this CALL take precedent. You may also direct any questions to the agency contacts in Section 10.

(U) SECTION 2 – BACKGROUND
(U) 2.1. Currently, operators are looking to streamline their mission planning process to consolidate and automate numerous user interfaces and repetitive tasks. To remedy this, the US Government (the Government or USG) previously began development of a fully integrated UUI application from which Operators can execute and manage PBED requirements to perform Command and Control (C2) of multiple applications from a single workstation.
(U) 2.2. As of today, a GOTS solution is being developed in an unclassified environment aboard Platform One’s Party Bus space and will be deployed to a USG Controlled Kubernetes cloud production environment. While the current application will obtain initial CtF around July 2023 and be deployed to its production environment, it still lacks the requisite functionality for operational users to successfully carry out their daily PBED activities. The development work underway will continue through 30 September 2023 and shift under this CALL to expedite timelines for an operationally viable solution.
Image 1: Notional Schedule
(U) SECTION 3 – PROBLEM STATEMENT
(U) 3.1. The Government seeks partnerships with industry to accelerate development of the UUI application to enable operators to mitigate operational risk and decrease total time to execute mission requirements as outlined in paragraph 2.1, by consolidating interfaces and automating repetitive tasks. This application must ingest taskings from a task authority system/application on a USG Controlled environment via an Application Programming Interface (API), interrogate and decompose the task into mission plans, present plans for user validation, export mission data through an API into a Cross Domain Solution (CDS), provide user views to monitor task execution, log event
