CALL 0001 Questions & Answers

Question 1 - On Page 4, it says. “CALL Competition Type: Open and Full Competition.” On Page

6, it says, “All significant participants are small businesses under the assigned NAICS.” Can you please clarify if this is a F&O or SB solicitation?

Government Response to Question 1 – This CALL pursues an effort under the Other

Transaction Authority. As such, the FAR-based interpretations of “Full and Open Competition” do not apply to this CALL. Instead, the interpretation of “Full and Open Competition” applies to the context of all those eligible to receive an OT pursuant to the criteria in paragraph 4.1.1, meaning that it is full and open competition to all those who are eligible.

Question 2 - Please confirm that only small businesses can prime this effort.

Government Response to Question 2 – Large businesses are eligible to prime if any of the following occur:

1. The large business qualifies as a nontraditional defense contractor pursuant to the definition at 10 U.S. Code § 3014.

2. At least one nontraditional defense contractor or nonprofit research institution is a significant participant.

3. An exceptional circumstance is provided (note: any approval for an exceptional circumstance requires upward elevation through the chain of command).

See the criteria listed in paragraph 4.1.1.

Question 3 - What is the definition of ‘significant participant’?

Government Response to Question 3 – There is no blanket rule or threshold for the determination of the term significant. For every situation, the Agreements Officer may consider whether the non-defense contractor/nonprofit research institution will supply a new key technology, product or process; supply a novel application or approach to an existing technology, product or process; provide a material increase in the performance, efficiency, quality or versatility of a key technology, product or process; accomplish a significant amount of the prototype project; cause a material reduction in the cost or schedule of the prototype project; or, provide for a material increase in performance of the prototype project.

It is not just the amount of work to be performed or the dollar value of that work to consider.

The AO may also consider the importance or criticality of the work as it relates to the overall success of the project. Ultimately, the judgement for the definition of “significant” will be at the discretion of the AO based on the information provided by the Offeror. The burden of proof to demonstrate “significant” rests with that of the Offeror.

Question 4 - We suggest key personnel have existing TS/SCI clearances.

Government Response to Question 4 – Existing TS/SCI clearances are not required; however, IAW section 4.2.1.2.3, offerors must demonstrate the ability to effectively engage stakeholders at multiple classification levels.

Question 5 - Given the three (3) month timeline for delivery, we recommend existing SAP access to the program for any KPP.

Government Response to Question 5 – SAP access is not a requirement if the offeror meets the requirements and is able to engage stakeholders effectively.
