About this file

This document contains the final questions and answers for Broad Agency Announcement CALL 0001 released by the Department of the Air Force Materiel Command Lifecycle Management Center Joint Base San Antonio. The CALL seeks proposals for a Universal User Interface to further integrate an existing cyber operations application with additional tasking, data integration and reporting capabilities. Offerors are asked to describe relevant past performance and propose an initial concept for how they would solve the problem within 12 months, including a rough order of magnitude cost estimate and top-level schedule. While a Commercial and Government Entity code is not required for the white paper submission, one will be needed for any proposal or award. The white paper submission deadline is not specified.

BROAD AGENCY ANNOUNCEMENT (BAA)

AF CYBER WARFARE MISSION SYSTEMS BAA HNC-23-0001

BAA CALL 0001 (CALL)

Universal User Interface (UUI)

Final Industry Questions and Answers

Q1. To help us bette understand where we fit in with regards to Image 2: UUI OV-1, please confirm which part of this will be solved with this CALL?

A. The PBED UUI Block highlighted in the yellow section is where we currently see the vendor solving this problem.

Q2. Exmple of a ROM or technical approach?

A. The Offeror should present a Rough Order of Magnitude (ROM) based upon the Offeror’s initial proposed concept or technical approach to how they plan to solve the problem in this CALL within the timeframe stipulated. As we are looking for novel solutions to this problem, we do not have any examples to provide.

Q3. Where do we list the nonprofit and the 1/3 funder?

A. The title page of the White Paper can be used for this purpose.

Q4. What is and example of a Cyber Operator project?

A. The Operators receive taskings from an external organization for multiple, distinct systems/ Graphical User Interfaces, (GUIs). Upon receipt, they further break these taskings into campaigns (one tasking equates to multiple campaigns). Each campaign requires careful planning to ensure the inputs are correct and the execution times do not conflict. Once planned, the campaigns are validated and executed by another operator. Finally, the tasking is closed out and reported on to the tasking organization.

Q5. What are their gretest painpoints, i.e., “While the current application will obtain initial CtF around July 2023 and be deployed to its production environment, it still lacks the requisite functionality for operational users to successfully carry out their PBED activities”?

A. The application still needs to be fully integrated with the tasking system to receive tasking orders and to return results. It also requires to be fully integrated with the Cross Domain Solution (CDS) and able to provide the appropriate data for seven (7) additional systems.

Q6. Should the Offeror present a description of relevant work performed only or also include the proposed concept?

A. The Offeror should present, where applicable, any previous relevant work where they provided a solution to solve the problem presented in this CALL as well as an initial proposed concept of how they plan to solve the problem.

Q7. Section 4.1.1.1 under Step One White Paper Submission and Evaluation states, “Offerors will submit White Papers using the format provided in BAA HNC-23-0001, page 10, Section ‘V’…paragraph ‘a’ …and page 11, paragraph “b”…omitting subparagraph 5…).” Section V.b subparagraph 4 requires Offeror’s to “Provide a Rough Order of Magnitude (ROM) of the cost of the effort proposed in the white paper” and to “Provide a top-level time schedule that shows project completion within 24 months.” However, the details required to develop the ROM cost and schedule are not provided until the Government Demonstrations during Step Two as defined in Section 4.2 of the Call. Further, in Round 2 Question 1 – included with Amendment 1 –referenced the statement from V.b subparagraph 4 regarding the top-level schedule. In the response, the Government confirmed that a ROM and top-level time schedule for project completion should reflect the 12-month period requested in BAA Call 001.

A. The Rough Order of Magnitude (ROM) and top-level schedules should be based on the

Offeror’s initial proposed concept and how they plan to solve the problem within the timeframe stipulated in the CALL. Offerors should not rely on the information provided during demonstrations until Step Two. At that time, additional information will be provided to hone final proposals that will be evaluated for award.

Q8. The last bullet in Section 4.1.1.3 indicates that the Government will be evaluating “Technical merit of the proposed concept…” as our understanding is that our proposed concept will be presented during Step Two.

A. The Government anticipates an initial proposed concept in addition to any previous relevant work. A final proposed concept will be developed during Step Two.

Q9. Will the Government accept images and graphics that have no less than 8pt Times New Roman font within the white paper submission?

A. Use of diagrams or pictures to depict the essence of the proposed solution is highly encouraged. A font of no less than 8-point Times New Roman is allowed in pictures and diagrams only. All other areas shall adhere to the 12-point font Times New Roman requirements.

Q10. Can the Govrnment please confirm the actual name/ title of this opportunity?

A. Universal User Interface (UUI) – BAA CALL 0001.

Q11. If our company currently does not have a CAGE code, will that prevent us from responding?

A. For the White Paper submission, the BAA stipulates the requirement for a Commercial and

Government Entity (CAGE) Number/ Unique Entity Identifier (UEI) “as applicable”. For the purposes of this CALL, the Government is making the determination that a UEI and CAGE code is not required for the White Paper submission of this CALL. However, a UEI and CAGE code will be required for submission of a proposal in Step Two, and prior to any Other Transaction (OT) award, as the expected means of payment of an OT award would be made through the Wide Area Workflow.
