Avionics Intermediate Shop Product Support Integration

(AIS/PSI)

Statement of Objectives for:

USAF SAMPLE TASK

Prepared By:

416 SCMS/GUMAA

6070 Gum Lane Bldg. 1213 Hill AFB, UT 84056-5825

1.0 Background

The Avionics Intermediate Shop (AIS) Systems Sustainment Program, located in the 416 Supply Chain Management Squadron (SCMS), utilizes a Product Support Integrator (PSI) to ensure operational capability of IAIS / VXI-IAIS / R-IAIS Systems worldwide by providing system-level support for systems engineering, integration, problem resolution, sustainment, and purchasing activities. IAIS Series Systems are used by the United States Air Force (USAF), European Participating Air Forces (EPAF), Foreign Military Sales (FMS), and Depot end-users to perform fault diagnostic testing/repair of F-16 Line Replaceable Units (LRUs). Diminishing Manufacturing Sources and Material Shortage (DMSMS) issues negatively impact IAIS / VXI-IAIS / R-IAIS availability rates, resulting in reduced aircraft availability. Therefore, in order to sustain operational capabilities and maintain mission readiness in support of F-16 avionics testing requirements, a comprehensive obsolescence mitigation and update program is necessary to ensure continued availability of components required to sustain and produce IAIS series Automated Test Systems (ATS).

2.0 Purpose

The purpose of this Statement of Objectives (SOO) is to solicit a proposal for the 416 SCMS/GUMAA that will result in a Firm Fixed Price (FFP) Performance Based Task Order for resolving two DMSMS issues currently impacting IAIS series production and sustainment activities.

3.0 Scope

The Scope of this effort is to obtain AIS/PSI services to provide for the identification, resolution, and implementation of solutions for obsolete component items in IAIS series (IAIS, VXI-IAIS, R-IAIS as appropriate) Automatic Test Equipment (ATE) and their associated instrumentation. The scope of this effort shall:

· Obtain AIS/PSI technical services.

· Provide for the procurement of materials, integration, and testing of all required deliverables.

· Provide all necessary supplies, spares, tools, test equipment, consumables, hardware, software, automatic data processing equipment, data/documentation, and other applicable properties.

· Provide Program Management (CDRL A001, DI-MGMT-80227/T).

· Obtain sufficient rights in technical data, both software and hardware, such that the Government can maintain and modify the equipment using government personnel and third-party contractors as required now, and in the future, as applicable.

4.0 Period and Place of Performance

· The POP for this effort is 19 months.

· Work will be performed at both contractor and end-user facilities.

5.0 Performance Objectives/Description of Work:

· Identification of compatible Form-Fit-Function items to replace the existing items if it is more cost-effective than re-engineering the obsolescence out of the existing items. The contractor shall identify and define the tasks associated with this obsolescence mitigation effort. Tasks may include querying industry sources for potential candidates, evaluating form-fit-function-interface replacement components and/or design alternatives to ensure identical or improved functionality; developing, integrating, and delivering modified software to enable the developed hardware to function appropriately with the ATS; obtaining sufficient quantities of potential replacement components for testing of the government-approved component design; performing all testing necessary to qualify the government-approved component design; and providing all necessary documentation required to test, stock-list, and use the final approved component solutions.

Tasks shall constitute a comprehensive plan to ensure the Government has replacement items that are fully functional, enhance system performance, and are fully sustainable for the foreseeable future. A final report shall be delivered to the Government (CDRL A009, DI-MISC-80508B/T) that includes prospective replacement candidates, the process of selection, integration testing results, hardware prototype production, and other key elements.

· ATE Component Hardware: The contractor shall provide for the investigation, design, and development (as appropriate), testing, and qualification of replacement IAIS Series ATE components and ancillary SE for the items identified in Table 1 (CDRL A002, DI-SESS-81000F/T; CDRL A003, DI-SESS-81874/T):
