Role of 416 SCMS (cont.)

There are 199 Tester Replaceable Units (TRUs) contained within AIS test stations Each TRU is composed of Shop Replaceable Units (SRUs) or Circuit Card Assemblies (CCAs) There are 950 different CCAs contained within AIS test stations The 416 SCMS is responsible for managing 883 NSNs which include TRUs, CCAs, Power Supplies, etc.

The 416 SCMS also facilitates support to the field for AIS “consumable” NSNs managed by DLA

The AIS PSI is a non-manufacturing systems integrator who provides a single-point solution for AIS ATE and TPS system hardware and software requirements in support of weapon system maintenance operations through sub-contracts to the respective Original Equipment Manufacturers (OEMs):

ATE OEM: BAE Systems

TPS OEM: LM RMS

Ancillary SE OEM: Various Sources Role of AIS PSI

AIS PSI Role:

Provides unbiased oversight for system hardware and software development, sustainment, and production requirements Performs integration activities to identify and resolve program management, data management, engineering, and logistics issues impacting both operational users as well as potential new customers When issues arise, the PSI evaluates possible solution sets for system and sub-system deficiencies, selects the most cost-effective solution set, and directs the appropriate OEM to correct the deficiencies

Role of AIS PSI (cont.)

AIS PSI Role (continued):

Provides on-site technical support (as directed by the Government) for sustainment and acquisition activities at USAF, EPAF, and FMS locations Works with OEMs to provide resolutions to obsolescence and DMSMS issues impacting ATE, TPSs, and ancillary Support Equipment Provides stable and consistent Configuration Management compliance for AIS Systems being purchased, as well as AIS Systems currently fielded at USAF, EPAF, and FMS locations Role of AIS PSI (cont.)

Acquisition Strategy Lowest Price Technically Acceptable (LPTA) source selection procedures will be utilized Past performance will not be evaluated as it was waived in accordance with FAR 15.304(c)(3)(iii) The Government intends to select one contractor for the AIS PSI program The Government reserves the right to award no contract if the SSA determines it is in the Government’s best interest The requirement will be solicited on a full and open basis Evaluation factors include Price and Technical Acceptability

Evaluation Factors The following evaluation factors and sub-factors will be utilized to evaluate each proposal:

Factor One: Price

Factor Two: Technical Sub-factor One: Representative Awardable Task One (USAF) Sub-factor Two: Representative Awardable Task Two (FMS) Subfactor Three: Representative Awardable Task Three (416 SCMS) Subfactor Four: Program Management Plan

Price Evaluation Price criteria to be utilized for evaluation:

1. Price Reasonableness

- For a price to be considered reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market and its affordability

2. Balance

- Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly over or understated as indicated by the application of cost or price analysis techniques.

3. Total Evaluated Price

- The total evaluated price will consist of all pricing spreadsheets.

4. Evaluation of Compensation for Professional Employees

-IAW FAR 52.222-46

TEP will be calculated for award purposes only Fully Burdened Labor Rates (both Government Site and Contractor Site) and Material Burdened Rates will be contractually binding for ALL future orders

Technical Evaluation Technical criteria to be utilized for evaluation:

1. Representative Awardable Task One (USAF)

2. Representative Awardable Task Two (FMS)

3. Representative Awardable Task Three (416 SCMS)

4. Program Management

The Government technical evaluation team shall evaluate technical proposals on an Acceptable/Unacceptable basis, assigning one of the following ratings:

Acceptable: Proposal meets the requirements of solicitation Unacceptable: Does not meet the requirements of solicitation

The Government intends to award this effort based on the initial proposal, as received, without discussions. However, the Government may hold discussions if necessary

Representative Awardable Task One - USAF Scope: Obtain AIS/PSI services to provide for the identification, resolution, and implementation of solutions for the identified obsolete component items located in the IAIS series of ATE
