Industry Days for AIS Recompete 5-Mar-24

Question Answer Are the Contractors expected to go out to OEMs for proposals and pricing? The offeror is expected to go to the OEM for proposals and pricing. The OEMs have received the requirements documents and are prepared to offer the same proposal and pricing as long as the requests from the prime offeror are interpreted correctly and communicated correctly to the OEM.

Will hardware be provided by the Government? It is expected that the offeror will propose any required hardware identified in the respresentative awardable tasks.

Will the OEMs provide the same pricing to everyone? The OEMs have received the requirements documents and are prepared to offer the same proposal and pricing as long as the requests from the prime offeror are interpreted correctly and communicated correctly to the OEM.

When we go to the OEM and if there is a delay getting that quote, will there be an extension?

The OEMs should have the information ready, and there should not be a delay.

Will there be another draft solicitation? We don't expect another draft of the solicitation. However, if the evaluation isn't working out in the allotted timeframe, extensions will be discussed.

When will these slides be available? The slides will be available on SAM.gov and will be posted shortly (today if possible).

Will any one-on-ones be available to those that want to meet with the Government that are not an OEM?

No.

How long are the proposals/quotes for the representative awardable tasks expected to be valid?

180 Days.

What are the OEM's role in the source selection? The OEMs do not have a role in the source selection process. They are only providing proposals.

In the SCMS SOO, it has the requirement for CMMI Level 3. Will this be a requirement for the prime to have? Can it be substituted for AS9100/ISO9001?

The Contractor needs to demonstrate they have certified standards and practices in place to meet the requirements of the PWS. CMMI Level 3 can be substituted for other certifications as appropriate.

Are there estimated page counts for proposals? It is estimated that 20 pages will be allowed for the basic PWS response and 20 pages for each representative awardable task. 80 pages total for the technical proposals.

LM OEM MEETING

If there is an obsolete card or part, who takes care of that? The integrator/prime contractor will work with LM to resolve the obsolesence. LM will also work with their vendors to provide new parts. The OEM will typically work with the integrator/prime contractor when issues arise.

How will the prime offeror initiate NDAs and proposal requests from the OEMs? The prime offeror will need to get NDAs if no prior relationship exists. LM recommended starting the process because it could take a month or two to obtain.

How long does it typically take to get a quote/proposal from LM? LM is working with their program team on consistency and timeliness. A typical proposal is 30-60 days, but LM will be working to reduce the time required to meet proposal deadlines.

If the requirements identified in the representative awardable tasks need to be valid for 180 days how will the OEMs guarantee their price?

The Governemnt is asking for the proposals/quotes to be valid for 180 days. The tasks are not just sample tasks, but actual requirements. The Government may award the tasks within 180 days (if still required by the customers.)

Are offerors able to leverage other Gov't activities outside of the OEMs for the proposals?

With regard to proposals, no. All quotes must be through the OEMs so that all contractors have the same availability. After the contract is awarded, the Contractor may work with the program team for alternatives.

Is there going to be a bidder's library for the components and requirements? The bidders library is still in process. A DD2345 will be required to view some of the information.

When it comes to circuit cards for obsolete parts, are contractors able to use "grey" markets?

We have a requirement to provide components that are "blessed" by the Government.

Representatives from the government are sent to ensure that the parts are supplied by "certified" markets. And all current OEMs have worked with LM for a long time and have been certified in the past.

Small business subcontracting plan, will there be one? There will be one required as a part of the proposal for large businesses. Right now, there is no preference on percentages. This requirement will flow down to the subcontractors.

How can a contractor become qualified through LM? Contact LM Point of Contact that was present during the meeting.

Can the prime contractor work with the OEM as a partner? Typically not.

BAE OEM MEETING

What is the expectation for quote turn-around for this proposal? A ROM quote will take approximately a month. A firm fixed quote will take about 45-60 days.

Will you require any NDAs or other documentation? Yes, it can take a month or two for this to work through the process. BAE has an NDA and

Terms and Conditions template that could make the process take less time than normal.

How do you deal with obsolete parts and components? BAE has an active sustainment contract in place with the Government that includes obsolescence resolution.

Are you aware that Gov't is asking for an awardable task? BAE has held discussions with the Government on pricing. BAE is planning for this proposal to be a quote which can later be adjusted to a FFP when awarded.

It sounds like more than a ROM will be needed. BAE asserts that a ROM is sufficient.

We are all going to be at the Mercy of BAE and their subs to receive quotes in a timely manner?

We are evaluating the offerors knowledge and ability to understand the representative tasks. The OEMs have received the requirements documents and are prepared to offer the same proposal and pricing as long as the requests from the prime offeror are interpreted correctly and communicated correctly to the OEM.

What will be the basis for the total evaluated price? The pricing workbook for the Total Evaluated Price will have instructions on how the price will be totaled and how to complete each worksheet. The offerors will have to input their costs in conjunction with the prices received by the OEMs.

Will BAE provide the same pricing to each contractor? The OEMs have received the requirements documents and are prepared to offer the same proposal and pricing as long as the requests from the prime offeror are interpreted correctly and communicated correctly to the OEM.
