5.4. CALIBRATION: Calibration standards for test equipment must be traceable to the National Institute of Standards and Technology in accordance with ISO/IEC 17025:2017. All test and measurement equipment shall be verified to have a current calibration prior to use, at such intervals and in that manner described under contractor’s established calibration procedures.
5.5. DELIVERY SCHEDULE: Turn Around Time (TAT) and delivery schedules are per NSN and can be found on the pricing exhibit. The contractor is authorized to exceed the delivery rate, or to complete performance of this orders prior to the time set forth in the schedule; provided, however, that nothing contained herein shall obligate the Government to perform any of its obligations, including payment of increased pricing as a result of exceeding the delivery rate, to the contractor at an earlier date than set forth in the contract in order to assist the contractor to make deliveries on an accelerated basis.

In these situations, the contractor shall employ a best effort to expedite the repair process to meet Government MICAP and SURGE requirements. For MICAP and SURGE requirements, the contractor shall propose via email a delivery schedule to the 416 SCMS within 5 business days of notification. For end items yet to be shipped to the Contractor or not

The delivery schedule shall include constraints (such as carcass availability, capacity, supply chain or funding), and any negative impact to the delivery schedule. The Contractor shall provide a weekly report with status changes of all MICAPs or SURGE assets in the repair process. CDRL A001, MICAP Status Report, DI--MGMT-82263.
For repairs identified as MICAP or SURGE, the contractor shall induct these end items into the repair process within 10 business days of receipt at the contractor’s facility. For items at the contractor’s facility, but not in the repair process, these end items shall be inducted into the repair process within 5 business days.
Performance threshold is to meet the delivery schedule established for MICAP and SURGE requirements are: Greater than 75% on time (Exceeded Metric), 65% to 75% (Met Metric) and 65% or less (Failed to Meet Metric)
5.7. ROUTINE REPAIR INDUCTIONS: The contractor shall induct a repairable end item into the repair process no later than 60 days of receipt at the Contractor’s facility for routine repairs.

In most cases, rob-back shall not be construed as a cause for an end items condemnation. The expectation is that an asset that has assemblies or parts removed for rob-back will be eventually repaired and returned to serviceable condition unless condemnation is requested and approved by the Government. Cases where condemnation of an rob-backed asset is warranted may include but is not limited to DMSMS and obsolescence.
5.10. PRODUCT QUALITY DEFICIENCY REPORT (PQDR) PROCESS: The Government will use the PQDR process to return a repairable end item that was repaired by the contractor for which a quality problem is suspected.
