F-16 A/B HUD Pilot Display Unit

4.1. Mission Capability (MICAPs). MICAPs will be identified to the contractor and work priorities will be set by direction of the Government to ensure “repair to demand” versus “batch repairing”. To meet this, the contractor will be allowed to move components among reparable end items to expedite repairs.

Question: How is this relevant to the current requirement of 4 HUDs? Will the government reconsider removing this requirement in the PWS considering the cost impact to the government?

ANSWER – The purpose of this contract is to fill MICAPs as the organic shop has limited repair, this will not be removed.

4.4. Acceptance Test (AT). GFP that passes AT and deemed to be serviceable will not be repaired and instead will be considered to meet CND/RTOK conditions. The contractor shall immediately return the

GFP to the Government.

Question: In the event that the unit fails on return to the government, if the unit is found to be intermittent in nature, how will this be resolved/funded for further investigations?

ANSWER – If an (A condition) item is returned to the government and is found to be faulty, it will be considered a QDR, the government will close out the QDR, the GFP will be placed back into supply (F condition).

4.6.1. Replacement parts and materials shall also be IAW Section 11. In the event that a deviation from the technical data is required and the contractor desires the use of a substitute part, an approval request in letterform shall be submitted to the CO, who will obtain the appropriate engineering office determination and respond accordingly.

Question: How can any other agency other than the Equipment Design Authority, determine that it is fit for purpose and meets all design and qualification requirements including the counterfeit policy?

ANSWER -Government engineers can review substitute parts requests against technical data and do a risk assessment. Ultimately the government engineer is responsible for the OSS&E of the aircraft and all of its subsystems.

4.9 Shipping

Question: Is the DD Form 2169 (Special Packaging Instruction) included for reference to determine if a reusable container is received in damaged condition? If damaged, will the USAF send another container, or is the repair of the container to be authorized and negotiated under CLIN 0001?

ANSWER – It is not stated in the DD2169 therefore the USAF will not send another container if it is damaged. This may fall under CLIN 0001 on a case by case basis.

9.5 DATA ITEM B002, CLIN 0004, IUID MARKING PLAN:

Question: Will this requirement and associated CDRL be removed considering all items associated with this effort are already marked in accordance with MIL-STD-130? Repairs to both LRUs and SRUs will not require any new part marking. This requirement will not add value, but will only increase the cost to the Government.

ANSWER – No this will not be removed this requirements is for the contractors IUID Plan only, no marking required.

Solicitation Attachment Wage Determination No 2015-4616

Question: The Wage Determination is for Alabama Counties of Cherokee, Clay, Cleburne, De Kalb, and

Talladega. Will the Wage Determination be adjusted to the place of performance of the selected offeror?

ANSWER – This was just an example. The WD will be updated upon award.

Solicitation Attachment Repair Qualification Requirements (RQR)

Question: The RQR appears to be the credentials of the Design Authority and Original Equipment

Manufacturer, can we assume the RQR is applicable to offerors other than the Design Authority?

ANSWER - The RQR is applicable to any one that would like to become a qualified source of repair for the given Part.
