The MAC IDIQ is for repair services of National Stock Numbers (NSNs) managed by the 415th Supply Chain Management Squadron at Hill Air Force Base. The scope includes Test, Teardown and Evaluation (TT&E), Minor Repairs, Major Repairs, Total Rebuilds, and ancillary support services such as Engineering Change Proposals (ECPs), verification, testing, and Other Direct Costs (ODCs). The basic contract ordering period runs from June 1, 2026, through May 31, 2031, with an optional ordering period from June 1, 2031, through May 31, 2036. The solicitation encompasses 124 NSNs across multiple Contract Line Items (CLINs 1001-1015), with budget information detailed on Page 2 of the solicitation.

The formal solicitation closed on April 2, 2026, with an anticipated June 2026 award date. Vendors must submit a Letter of Intent to Participate and comply with Sections L and M of the solicitation, including Source Approval Request (SAR) packages for NSN qualification per Attachment 1 (RQR). No pricing is required at the initial contract award stage; pricing will be requested at the task order level when repair requirements are generated. The Government will issue Fair Opportunity Proposal Requests (FOPRs) to qualified vendors for individual NSN repair requirements, with vendor selection based on evaluation criteria specified in each FOPR. Vendors not qualified by April 2, 2026, may continue pursuing qualification during on-boarding opportunities scheduled for December 2026 and annually each June thereafter. Technical data packages will be provided upon request after vendors submit their NSN qualification requests, DD 2345, and JCP printout to the Contracting Officer. Small business set-asides will be determined at the task order level in accordance with FAR Part 19.

Questions and Answers

415 SCMS Strategic MAC IDIQ

Solicitation: FA8250-26-R-0001

Updated: 25 February 2026

Q: As stated in section C, requires us to have the most current “ESA Approved Technical Data Packages provided by the Government.” Is this something that you will be providing? If so, when can we expect that?

- A: If you wish to request technical data, please provide the NSN(s) you wish to qualify for to the Contracting Officer as soon as possible. Additionally, please provide a current copy of your company’s DD 2345 and JCP printout. Once verified, technical data will be compiled and provided via email or DoD SAFE.

Q: What is the MAC IDIQ budget size over the life of this opportunity?

- A: Page 2 of the Solicitation FA8250-26-R-0001 states the minimum and estimated maximum amount(s).

Q: Is this MAC for refurbishments or new builds?

- A: The Performance Work Statement (PWS) (Attachment 4) states that this MAC IDIQ will provide for repairs of NSNs managed by the 415th. Additionally, Section 1.3 Scope of Work states the following: “The scope of this MAC IDIQ includes, but is not limited to, Test, Teardown and Evaluation (TT&E), Minor Repair(s), Major Repair(s), Total Rebuild(s), as well as other ancillary requirements in direct support of a repair contract, such as Other Direct Costs (ODCs), Engineering Change Proposals (ECPs), verification, testing, etc.”

Q: Can you clarify that you are not asking for pricing at this time, and only asking for the letter of intent to be submitted with NSNs we plan to bid on / are qualified to repair?

- A: Correct. Pricing will be requested at the order level when a repair requirement is generated. At this time, we are asking vendors to review all attachments, the solicitation FA8250-26-R-0001 and its terms and conditions and comply with Section L & M of the solicitation. This includes filling out the applicable information the solicitation and submitting the letter of intent to participate (Attachment 6).

Q: Can you please advise what the “OPTION” set of CDRL’s represents?

- A: Page 2 of FA8250-26-R-001 states the basic contract ordering period is 01 June 2026 through 31 May 2031. The optional ordering period is 01 June 2031 through 31 May 2036. The option CDRLs correspond with CLINs 1001 – 1015.

Q: When you refer to Task Orders is that the same as “Delivery Order” nomenclature under prior IDIQ contracts?

- A: IAW FAR part 2, a delivery order means an order for supplies placed against an established contract or with Government sources. A task order means an order for services placed against an established contract or with Government sources. The Government will issue a Fair Opportunity Proposal Request (FOPR) when a repair requirement is generated (service). Qualified repair sources will be asked to provide pricing at that time. This differs from a pre-priced IDIQ with delivery orders.

Q: Is the AF requesting FFP for 5 years to be submitted with the bids or is the pricing be submitted with each new Task Order requirement?

- A: No pricing needs to be submitted for the initial Basic MAC IDIQ contract. Please only submit what is required by Section L and M. Pricing will only be required, and requested, at the task order level, for the single repair requirement.

Q: CDRL F001 – Test/Inspection Report: Can you please clarify? At what point is this test report to be completed? Is this for submission for approval of the format document used to do final testing before shipment?

- A: The individual task order will denote if CDRL F001 is applicable. After the item is repaired it will need a report to show it has been tested and inspected to meet all the specs of the drawings/requirements. This is further detailed in the Performance Work Statement (PWS) (Attachment 4) in sections 5.5.1, 5.5.3, 10.4.2, and 12.6.

Q: When is the Notice of Intent to Participate due?

- A: The response date is published on SAM.GOV. The Notice of Intent to Participate and all SAR packages are due 02 April 2026.

Q: I want to verify that repair quotes would be provided from vendors to the Government as task orders are released to qualified vendors, and that no repair quotes are to be provided on 02 April 2026.

Q: Will Hill AFB be providing NSN specific solicitations in the future?

- A: Yes, when a repair requirement is generated, a Fair Opportunity Proposal Request (FOPR) will be sent to qualified vendors. The FOPR will specify any additional terms associated with the task order requirement and request repair pricing. Please review Attachment 5 (Ordering Procedures) for additional details.

Q: How can I tell what NSNs are involved with solicitation FA825026R0001?

- A: Please see Attachment_01_RQR. This is an all-encompassing list of NSNs that will be repaired on this MAC IDIQ.

Q: Are we able to request drawings at this time?

- A: All SAR packages for qualification need to be submitted by 02 April 2026. If you wish to qualify, please request this information as soon as possible. Please provide the NSN(s) you wish to qualify for, and a current copy of your company’s DD 2345 and JCP printout.

Once verified, technical data will be compiled and provided via email or DoD SAFE.

Q: Question regarding the Excel Forecast File (April 2025). How will we know quantities to bid for a particular NSN? Will that be determined when the FOPR is issued? Will quantities be provided at FOPR dates and will those be driven by annual forecasts as have been provided in the past?

- A: Fair Opportunity Proposal Requests (FOPRs) will be released as a repair requirement is generated. The NSN(s) and quantities will be listed on the FOPR for that singular requirement. Quantities will be driven by annual forecasts and other Government requirement systems. FOPRs will not be released until a requirement is generated. Pricing will not need to be submitted until a FOPR is released to qualified vendors.

Q: What would be the qualification process for an NSN where we are currently not qualified?

Who would be the best technical point of contact for NSNs on the list?

- A: If you are interested in qualification and need access to technical data, please request that through the contracting officer ASAP. Then, prepare a SAR package or waiver IAW Attachment 1 RQR. Once complete, submit the SAR package to the contracting officer.

Technical points of contact vary. If you have specific questions, please email them directly to the contracting officer and they will forward them to the appropriate engineers.

As this is an on-going source selection, all communication needs to flow through the contracting office.

Q: Must we be deemed “qualified” before release of your formal solicitation? Or by a particular FOPR issue date? Or will a FOPR not be issued until you have a qualified source of supply?

- A: If you wish to qualify, we encourage you to do that now IAW Attachment 1 RQR. The process for SAR submission is noted in the answer above. The formal solicitation was released back on 13 January 2026; the solicitation closes 02 April 2026. All SAR packages need to be submitted by 02 April 2026. If you are not able to submit a qualification package by that date, you can continue to work on qualification and will be

“on-boarded” when on-boarding opportunities are available. The first on-boarding opportunity will be December 2026, and then every year in June following. A notice will be made public on SAM.gov with dates for SAR package submissions to qualify during on-boarding opportunities. FOPRs will only be sent to sources who are qualified to repair an NSN. For additional information, please see section 14.0 of the Performance Work Statement (PWS), or section 12.0 of the Ordering Procedures.

Q: How many suppliers do you have for NSN(s):

- A: At this time, we will not be releasing how many qualified sources we have for specific NSNs.

Q: You estimated a formal solicitation in FY26 Q2, and awards in June 2026. Is this still an accurate timeline?

- A: The formal solicitation was released on 13 January 2026 and closes 02 April 2026.

The Government is still estimating a June 2026 award.

Q: What will be the anticipated turnaround time regarding the decision of the award once qualified contractors submit pricing and lead-time for each FOPR?

- A: Fair Opportunity Proposal Requests (FOPRs) will be issued to qualified vendors when a repair requirement is generated by the 415 SCMS. The FOPR will include a response due date to submit pricing and delivery schedules. After the FOPR response date, the contracting office will review all offers IAW the specific evaluation criteria noted in the FOPR and begin drafting the award. The goal with this MAC IDIQ is to decrease cycle times and generate awards faster, but that timetable is unknown at this time. Please review Attachment 5 (Ordering Procedures) for more information.

Q: Will new unit procurement and repairs be handled through this same process (FOPR)? If repairs only, what is the estimated asset arrival date once an award is granted?

- A: This MAC IDIQ will only facilitate repairs of the NSNs listed on Attachment 1 RQR.

Once a task order is awarded, the 415 SCMS will direct the shipment of assets. Arrival time for specific requirements is unknown at this time.

Q: Now that many IDIQs have expired…If the 415th has a critical requirement for repair or procurement prior to any FOPR award, who / how will that be handled?

- A: In between the lapse of many previous IDIQ contracts and the award of the MAC IDIQ Strategic contract, if a requirement is generated by the 415 SCMS, it will flow through the contracting office and be treated as a single requirement. A solicitation (RFP/RFQ) will be sent to qualified vendors, according to the normal procurement process. Submissions will be evaluated and awarded based on the evaluation criteria set forth in the solicitation.

Q: Will the initial MAC solicitation be only for FOPR requirements? And if so, and in the event we are not yet qualified on a particular NSN we pursue, would we be able to participate in follow-on FOPRs for that NSN?

- A: The initial MAC IDIQ contract has very specific submission requirements for 02 April 2026. Please review the posting on SAM.GOV for details. This includes submitting a Letter of Intent to participate and comply with the requirements detailed in Section L & M of the solicitation FA8250-26-R-0001. Once the basic contract is awarded, vendors will receive a first order task order, which will be a Counterfeit Prevention Plan. More details about this can be found in the Performance Work Statement (PWS) in section

10.7. If you do not submit a qualification package by 02 April 2026, you can continue to submit qualification packages, however, you won’t be able to participate in FOPRs for those NSNs until those NSNs are added to your basic contract during on-boarding opportunities. The first on-boarding will take place in December 2026, and then June every year after. For additional information, please see section 14.0 of the Performance Work Statement (PWS), or section 12.0 of the Ordering Procedures.

Q: How many FOPRs do you anticipate annually? Will all 124 NSNs be contained in each FOPR? Or will they be segregated based on seeing only those we are qualified on?

- A: The estimated amount of FOPRs is unknown at this time. Once a repair requirement is generated by the 415 SCMS, the contracting office will issue a FOPR for that specific NSN(s) and its quantities. All 124 NSNs will NOT be on a single FOPR, as FOPRs will only be issued to those who are qualified on individual NSNs as repair requirements are generated throughout the life of the contract.

Q: What are your expectations for the response date of 02 April 2026 @ 12:00 PM MST? Is there any formal submission we are required to make by that date?

- A: Please review Section L & M of the solicitation FA8250-26-R-0001. This section provides guidance for submission. Offerors need to submit SAR packages if attempting to qualify, a Notice of Intent to Participate and complete the clauses on the solicitation.

Q: Would a WOSB be considered for NSN(s)?

- A: Small business set-asides will be determined at the task order level IAW FAR part 19.

Please see section 7.3 of Attachment 5 (Ordering Procedures).

Q: Is there a breakdown for category designations for minor repair(s), major repair(s), and total rebuild(s) / repair service(s)?

- A: These designations, if required, will be detailed in the Task Order Performance Work Statement (PWS).

Q: If there is a minimum order quantity (MOQ) for critical sub-components, how will this be addressed?

- A: Unfortunately, it is too early to address this concern. More information regarding this topic can be addressed once the contracting office releases a Fair Opportunity Proposal Request (FOPR) for repair of an NSN(s) that requires sub-component MOQs. Specific notes about MOQs have been provided to the engineers and will be addressed as FOPRs are released.

Q: Will contract financing be allowed?

- A: Contract financing will be determined on a case-by-case basis as noted in Attachment 5 (Ordering Procedures) section 8.7.

Q: Will prompt payment discounts be considered as part of best value in the pricing analysis?

- A: Please review FAR clause 52.232-8 Discount for Prompt Payment incorporated into the solicitation.

Q: Would additional warranty be weighted as value?

- A: Please see Attachment 4 (Performance Work Statement) section 9.6 Warranty.

Q: Page 78 of FA8250-26-R-0001 lists Evaluation Criteria for Award as Technical 01 – Is that for the initial award or full all task orders as well?

- A: All contractors will need to be qualified IAW Attachment 1 (RQR) to participate. Fair Opportunity Proposal Requests (FOPRs) will only be sent to qualified sources for individual NSN(s) as repair requirements are generated and issued. If you are not able to qualify prior to the estimated June 2026 award date, you may continue to pursue qualification for on-boarding opportunities. Please see section 14.0 of the Performance Work Statement (PWS), or section 12.0 of the Ordering Procedures.

Q: Sources must be qualified prior to being considered for award. Interested vendors that have not been previously approved for this acquisition must submit a Source Approval Request (SAR) package to the Source Development Small Business Office or the Contracting Officer. Is there a qualification package we can fill out?

- A: Qualification packages are detailed in Attachment 1 RQR; there is no set template.

Vendors must submit their SAR package IAW Section C of the document and address the necessary criteria. If you have additional questions regarding SAR preparation, you can contact the Small Business Office or the contracting officer.
