About this file

This document is a Repair Qualification Requirements (RQR) for 124 National Stock Numbers (NSNs) grouped into 32 categories of electronic, mechanical, and electrical components. The document outlines the qualification process for potential repair sources, allowing offerors to apply for qualification for entire categories or individual NSNs across categories such as speed gear assemblies, radar sets, power supplies, motors, and electronic components.

Key requirements include submitting a Source Approval Request (SAR) package, demonstrating facilities and testing capabilities, verifying technical data packages, and developing qualification test plans. Offerors must repair items to conform to Government requirements, provide quality and performance data, and comply with unique identification standards. The qualification process costs approximately $10,000 per category, takes an estimated 60 days, and does not guarantee a contract award. Importantly, all qualification expenses are borne by the offeror, and the Government reserves the right to selectively qualify items within a category based on the offeror's demonstrated capabilities.

MAC IDIQ RQR QUALIFICATION INSTRUCTIONS:

This MAC IDIQ RQR contains 124 NSNs that have been grouped into numbered categories. Offerors wishing to apply for qualification for the NSNs listed in this RQR can decide from the following options:

1. Qualify for a category/categories of NSNs: For example, if an offeror believes they are qualified for all the NSNs in Category 30, they can state they wish to qualify for all of the NSNs in that category. The Government reserves the right to selectively qualify the offeror for each NSN in that category. For example, if a category has 10 NSNs but 1 of them is outside their capability, the Government reserves the right to say the offeror only successfully qualified for 9. After review, the Government will provide the offeror with the list of all the NSNs they are qualified to repair in that category and provide any rational if the offeror was not qualified for specific NSNs.

2. Qualify for Individual NSNs: If an offeror believes they are qualified for single NSNs in different categories, they can choose any from the full list of NSNs.

3. Perform combination of 1 & 2: For example, they can apply for qualification for Category 30 and they can qualify for individual NSNs that are outside of that category.

Offerors can apply for qualification for as many or as few NSNs as they choose.

As stated in the RQR, applying for qualification neither guarantees being successfully qualified nor guarantees a contract with the Government. All qualification is done at the expense of the offeror and the Government shall NOT reimburse offerors for qualification expense, regardless of if they are successful or unsuccessful.

SECTION C:

1. QUALIFICATION REQUIREMENTS THAT MUST BE SATISFIED TO BECOME A QUALIFIED SOURCE

a. Prequalification Notice: The offeror shall notify the appropriate Government Small Business Office (AFSC.OL.SB@us.af.mil) or, if responding to a solicitation, the Contracting Officer of their intent to qualify as a source for the item(s) [See Appendix A, Column D]. Offerers shall submit the Source Approval Request (SAR) package IAW AFMCI 23-113 and FAR 9.2 Qualification Requirements.

b. Facilities, Testing, and Inspection Capabilities: The offeror must certify to the Government that they have or have access to, the required facilities and equipment to repair, inspect, test, package, and store the item. The offeror shall make their facilities, equipment, tooling, and personnel available for evaluation and inspection by the Government.

c. Data Verification: The offeror must verify that they posses the complete and most current ESA approved Technical Data Package provided by the Government procuring office. This verification must include a complete list of all procedures, drawings, and specifications, including change notices, in the offeror’s possession including, at a minimum the drawings listed in Appendix A (Column F) with the associated cage code (Appendix A, Column G) for the NSN(s) the offeror wishes to apply for qualification to repair. The offeror may also be required to produce copies of all applicable procedures, drawings, or specifications.

d. Repair Process Verification: The offeror must repair this item to conform to the Government requirements as prescribed within the ESA-approved engineering/technical data package. The offeror must show compliance with Unique Identification (UID) requirements in accordance with DFARS 211.274 as prescribed within the ESA-approved engineering/technical data package. The offeror must provide, at their own expense, data showing the results of all quality, performance, and environmental evaluations conducted by the offeror to show compliance with the Government requirements as prescribed by 415 SCMS. The offeror shall also identify its sources for materials and its standards for internally used processes.

e. Test and Evaluation and/or Verification: The offeror, at their own expense, shall prepare and submit to 415 SCMS for their prior approval, a qualification test plan/procedure detailing how they intend to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the test drawings provided in Appendix A (Column H). If no test drawings are available, the offeror must create their own test plan(s)/procedures(s) that verify their capability to meet the requirements in the NSN drawings listed in Appendix A (Column F). A single test plan covering multiple NSN’s must be able to address how the offeror intends to verify compliance with all performance, environmental, mechanical, and quality assurance requirements identified by the test drawings covered by the test plan for those

P/N: [See Appendix A, Column C]

20 Aug 2025 Section C 3/4 multiple NSN’s. If a single test plan is unable to be adapted to cover multiple NSN’s, than separate test plans must be provided.

f. Qualification Requirement Cost Estimate: Estimated likely costs for testing and evaluation, which will be incurred by the potential offering party to become qualified are $10,000.00 per category.

g. Qualification Time Completion Estimate: It is the estimate of the engineering support activity that completion of this qualification effort should require 60 days per request. This is based on complexity of the [See Appendix A, Column D] and other factors.

h. Qualification Time Limitation: An offeror may not be denied the opportunity to submit and have considered an offer for a contract if the offeror can demonstrate to the satisfaction of the contracting officer that the offeror (or its product) meets these standards for qualification or can meet them before the closing date specified on the solicitation.

i. Evaluation of Proposals Not Previously Qualified: The offeror must be fully qualified in order to be eligible for a contract award. Therefore, the offeror must fulfill all of the requirements stated, or have a plan to fulfill all of the requirements, in writing, in the qualification requirement by the close of the solicitation. Once an offeror has demonstrated to the satisfaction of the contraction officer that the offeror (or its product) meets the standards for qualificaiton, the offeror will be listed as an approved repair source for the item(s). Approval, however, does not guarantee subsequent contract award.

P/N: [See Appendix A, Column C]

20 Aug 2025 Section C 4/4

2. SOURCE QUALIFICATION WAIVER REQUIREMENTS

Sources who meet any of the following Source Qualification Waiver Criteria (QWC) may apply for a waiver of all or part of the qualification requirements. If an offeror is able to show in a waiver request, that they are capable of repairing the whole category or multiple NSN’s in a category, a waiver for the entire categeory, or list of selected NSN’s may be waived. Offerors requesting multiple waivers must specify the NSNs for which they are requesting the waivers. If a waiver is granted and the offeror is awarded a contract, then the Government reserves the right to require the offeror to provide a post-contract award first article/articles exhibit to verify production capability:

a. QWC1: The potential source submits written certification that the articles have been supplied to the Government or original equipment manufacturer (e.g., DD Form 250, Material Inspection and Receiving Report, Purchase Order invoice, etc).

b. QWC2: The potential source is qualified on the right-hand article and requests to be qualified on the left-hand article. If the right-and left-hand articles are mirror images of each other, then approval may be given.

c. QWC3: A source qualified to provide an assembly is usually qualified to provide subassemblies, major components, and items of that assembly.

d. QWC4: A source qualified to provide earlier dash numbers of a basic P/N may be qualified to provide other dash numbers of that same basic P/N, provided there is no increase in complexity, criticality, or other relevant requirements.

e. QWC5: A source qualified to provide a similar or like item can be qualified to provide the required item. However, for approval, the engineering authority must verify that there is no increase in complexity, criticality, or other requirements over that of the similar item. At a minimum, the source shall provide a complete set of drawings for the similar item and written proof, such as purchase orders, shipping documents, etc., to show that the similar item was provided to the original equipment manufacturer or DoD. This waiver can be applied to multiple items or an entire category.

f. QWC6: A source previously qualified to provide an item, but which has been purchased, sold, merged, absorbed, reformed, split, etc., may qualify if it can be established that the qualification is currently with the requester and that the requester has the same or equivalent facilities, tooling, equipment, personnel, and utilizes the original forging, castings, etc., in the repair process.
