POSITION DESCRIPTIONS

Acquisition Security Analyst The Acquisition Security Analyst will assist the Government Program Manager with the development and implementation of comprehensive program protection methodologies to protect advanced technology programs throughout the system’s life cycle.

Performance shall include:

• In-depth lifecycle program analysis to identify critical program information (CPI), Critical System

Resources (CSR), and their associated vulnerabilities

• Assist with the identification and implementation of countermeasures

• Develop and implement a risk managed based program protection plan and strategy

• Provide technical advice and security support to collateral and SAP programs and emerging mission areas

• Provide security guidance to the GSSO and PM, as it relates to the Air Force acquisition and sustainment process

• Provide specific guidance pertaining to the contract security requirements in reference to cost, feasibility and appropriateness of requirement

• Maintain a working relationship with the Program Manager, Contracting Officer and contractor security officers to ensure a standardized and correct format/process is utilized for all DD Form 254 efforts throughout the acquisition and sustainment lifecycle

• Directly support customer program protection/security officers in the development, execution and implementation of Program Protection Planning (PPP)

• Assess threat and risk, develop risk management actions and implements long term courses of actions

• Assist in the development and writing of operations security (OPSEC) plans, transition plans, emergency action plans, transportation plans and any other security documents as needed for the customer

• Review program documentation for public release, to include ensuring Controlled Unclassified Information (CUI) has proper markings, classifications and distribution statements per Air Force doctrine

• Conduct analysis of foreign intelligence threats against programs involving customer's critical research, sensitive technologies or CPI

• Prepare and produce analytical products from numerous resources, to include various databases, to ensure a real-time, tailored product is provided

• Provide classification guidance and assistance for all security programs to include collateral and SAP programs

• Analyze Counterintelligence reports and prepare written summaries of activities with potential impact to customer resources

• Write, review, and/or edit Security Classification Guides (SCG), Exposure Contingency Plans (ECP), Managed Access Plans (MAP), Security Operating Procedures (SOPs), System Test Plans (STP)

• Assist government system security engineers performing close out actions for SAPs as needed

• Develop and implement quarterly and annual security education and training for personnel

• Provide technical analysis and OPSEC support to SAF/AAZ and SAF/AQ Special programs and other associated operations, missions, and organizational elements involved in developing system requirements to associated systems RDT&E

Experience:

• 10 - 12 years related experience, minimum two (2) years of direct SAP experience

• Security Fundamentals Professional Certification (SFPC) counts towards 3 years of experience

• Special Program Security Certification (SPSC) counts towards 5 years of experience

• Maximum equivalent experience for SPED Certifications is no more than 5 years

Education:

• Bachelor’s degree in a related area or equivalent experience (4 years)

Security Clearance:

• Current Top Secret Clearance with SCI Eligibility

• Eligibility for access to Special Access Program Information

• Willingness to submit to a Counterintelligence polygraph

Other Requirements:

• Must have extensive knowledge of the DD Form 254 and how it is incorporated in the Air Force acquisition process

Activity Security Representative I The Activity Security Representative’s primary function is to provide multi-disciplined security support to a customer’s facility and organization. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

• Classification reviews of inbound and outbound correspondence

• Assist in the maintenance of a document accountability database and associated correspondence

• Processing inbound and outbound classified mail and receipt records

• Perform destruction of classified materials

• Process magnetic media for accountability

• Reproduction support for classified materials

• Maintain various daily logs for a variety of administrative functions associated with document control

• Assist in the processing of inbound data and outbound data transfer files

• Transfer electronic data files to internal customers

• Maintain an extensive customer database point of contact listing

• Assist with researching, processing, filing, and maintaining inbound and outbound visit notices

• Escort facility visitors and maintains associated logs

• Assist in the preparation of facility access control badges

• Conduct entry and exit inspections

• Assist in the maintenance of facility access control entry systems, to include visitor control

• Perform data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota information

• Assist in maintaining personnel security files for all personnel of the supported element

• Follow and enforce the customer’s Standard Operating Procedures

• Provide support for the security awareness and education programs

• Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Senior Security Representative Experience:

COMSEC Logistics Manager Position is responsible for leading a team and providing COMSEC Logistics Support within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. Position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include: (may be modified with concurrence of the Contracting Officer and contractor Program Manager)

• Utilize the COMSEC Accounting Reporting Database System (CARDS) to distribute COMSEC equipment for validated needs of users

• Consolidate and analyze COMSEC equipment requirements utilizing both user input and historical data to create a justifiable overall COMSEC requirement

• Through failure trend analysis recommend adequate stockpile of COMSEC equipment ancillaries including but not limited to; batteries, cables, software, and power supplies

• Participate in technical interchanges and vendor briefs to understand future developments of COMSEC equipment and translate that into an equipment management and technology strategy

• Provide suggestions for equipment testing and evaluation to prove suitability prior to widespread procurement

• Provide recommendations for COMSEC equipment solutions for new requirements and technological refresh

• Identify equipment that requires technology upgrade or replacement and present options

• Act as COMSEC maintenance technician for COMSEC Manger

• Obtain and sustain technical expertise on troubleshooting and organic level repair of common

COMSEC equipment including but not limited to; SKL, STE, Viper, OMNI, KG 175B, KG 175D, KG 250 and KG 250X

• Act as COMSEC Responsible Officer for Local Element (LE)

• Process all inbound and outbound COMSEC key and equipment using CARDS

• Store, protect, operate, and maintain all equipment for LE

• Maintain all required paperwork, training and reporting for LE

• Periodically instruct up to 7 individuals in a classroom environment on the proper use of COMSEC equipment including but not limited to; SKL, STE, and VIPER

• Periodically field trouble calls from remote customers to assist the operation of their COMSEC equipment

• Provide leadership, mentoring, and quality assurance for Team Members

• 5 - 7 years related experience

The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

• Conduct secure equipment (e.g., secure telephone and encryption devices) and classified keying material inventories, inspections and other COMSEC related support and oversight functions

• Perform installation of secure telephone equipment (STE) and coordinate to deliver encryption device(s) and keying material to select Information Technology (IT) specialists maintaining classified networks

• Administer a Top Secret inventory and document control program to account for COMSEC equipment and materials

• Conduct inventories per agency policy and reports any discrepancy to government customer

• Courier classified information and author receipts for classified materials

• Ensure Automated Information Systems Security requirements, related to COMSEC duties, are complied with

• Ensure proper physical security accreditation has been issued by designated Program Security

Officers for supported facilities

• Train personnel in COMSEC procedures and the use of related equipment

Experience:

• 5 years related experience

Education:

• Bachelor’s degree or equivalent experience (4 years)

COMSEC Manager II The COMSEC Security Managers’ primary function is working within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities. The COMSEC Security Managers must be familiar with COMSEC requirements and procedures to include the acquisition, maintenance, operations and disposition of COMSEC equipment.

Performance shall include:

• Conduct secure equipment (e.g., secure telephone and encryption devices) and classified keying material inventories, inspections and other COMSEC related support and oversight functions

• Perform installation of secure telephone equipment (STE) and coordinate to deliver encryption device(s) and keying material to select Information Technology (IT) specialist maintaining classified networks

COMSEC Records Manager This position supports the customer by ensuring accountability is maintained for COMSEC items fielded worldwide used in Government secure networks and ensuring COMSEC Responsible Officers are properly trained and following all security requirements.

Performance shall include:

• Utilize the COMSEC Accounting Reporting Database System (CARDS) to track all COMSEC equipment and key material at each facility. This includes ensuring proper procedures are being used to transfer, release or dispose of all COMSEC

• Communicate with COMSEC Responsible Officers (CRO) of facilities to ensure they are following all applicable rules and regulations

• Conduct and track COMSEC training for CROs in a classroom and/or conference environment

• Conduct facility audits to ensure all COMSEC policies are being followed

• Backup Electronic Key Management System (EKMS) operator

• Develop and execute proper procedures for handling security incidents related to COMSEC

• Identify and correct COMSEC, OPSEC, and local security policy deficiencies

Experience:

• 5 - 7 years related experience

Education:

• Bachelor’s degree or equivalent experience (4 years)

Security Clearance:

• Current Top Secret Clearance with SCI Eligibility

• Eligibility for access to Special Access Program Information

• Willingness to submit to a Counterintelligence polygraph

Other Requirements:

• Must have working knowledge and current relevant experienced with CARDS, COMSEC Policy and regulatory guidance, and LMD/KP

Counterintelligence (CI) Analyst Position will provide “day-to-day” multi-discipline analysis, CI Analyst responsibilities will cover Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include: (may be modified with concurrence of the Contracting Officer and contractor Program Manager)

• Plan, organize, and evaluate Air Force (AF) security and viability/effectiveness of highly sensitive and often highly classified programs and plans supporting sensitive activities and special access programs (SAPs) within the AF and DoD

• Provide prompt review and coordination of unique and highly classified proposals requiring a vast knowledge of AF, DoD, Federal and non-federal organizations, tactics, policies, and processes. This includes, but is not limited to, dealing with sensitive intelligence collection programs and other sensitive activities primarily supporting the AF, but also DoD in general

• Research, analyze, review, and provide meaningful recommendation, including written products, when appropriate, to senior leadership regarding security, counterintelligence, and signature reduction issues.

• Identify, assess, and provide recommendations for potential security vulnerabilities; review all pertinent security directives, regulations and instructions to ensure compliance; prepare future threat analysis assessments.

• Provide prompt and responsive customer support and subject matter expertise as required to ensure the accomplishment of the mission/task

• Ensure that detailed coordination for sensitive activities and SAPs does not disclose National Security intent, capabilities, or vulnerabilities, and be prepared to brief selected portions to Senior AF and DoD officials, both verbally or in writing

Experience:

• 4 years intelligence/CI experience in any DoD component

Education:

• Bachelor’s degree or equivalent experience (4 years)

Security Clearance:

• Current Top Secret Clearance with SCI Eligibility

• Eligibility for access to Special Access Program Information

• Willingness to submit to a Counterintelligence polygraph

Counterintelligence Security Polygrapher The Counterintelligence Security Polygrapher’s primary function is working within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

• Complete polygraph examinations on personnel assigned to or working on programs identified by the

USAF Polygraph Program Management Office as requiring screening examinations

• Conduct examinations in accordance with DoD directives and policies governing the use of polygraph examinations

• Document appropriate information in accordance with standard acceptable format to AFOSI

Experience:

• 4 - 5 years related polygrapher experience

Education:

• Bachelor’s degree or equivalent experience (4 years)

• Graduate of the DOD Polygraph training academy

Certifications:

• Previously certified as a DOD polygraph examiner

Security Clearance:

• Current Top Secret Clearance with SCI Eligibility

• Eligibility for access to Special Access Program Information

• Willingness to submit to a Counterintelligence polygraph

Other Requirements:

• Must be familiar with DoD, National and applicable service and agency security policy, manuals and standards

Counterintelligence (CI) Trainer Position will provide “quarterly, part time” multi-discipline training, evaluation, and subject matter expertise (SME) support for the Information Operations Division of HAF A3O-QI, Pentagon, Washington, DC.

Responsibilities of this position cover Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities training and evaluation of programs and efforts.

Performance shall include:

• Plan, organize, conduct, and evaluate Air Force (AF) security and viability/effectiveness of highly sensitive and often highly classified programs and plans supporting sensitive activities and special access programs (SAPs) within the AF and DoD

• Provide quarterly review of unique and highly classified proposals requiring a vast knowledge of AF, DoD, Federal and non-federal organizations, tactics, policies, and processes. Database Manager The primary function is working within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

• Maintain all current Microsoft Access databases and develop new databases as needed

• Performs visual basic coding to support Microsoft Access database development

• Coordinate with subject matter experts to obtain and verify data for new and existing databases

• Develop and perform structured queries as needed; design, develop, modify and generate specific reports upon request; create tables, queries, and forms; and provide hard copies as requested

• Ensure the quality, accuracy, and consistency of all database entries

• Create and maintain documentation or users’ guides for each database and train designated personnel on use of databases, as needed

• Assist in the integration/connectivity of multiple Oracle based databases operating at multiple independent levels of security

• Provide technical guidance

Director IT Support The primary function is working within Special Access Programs (SAPs) supporting Department of Defense (DoD) agencies, such as HQ Air Force, Office of the Secretary of Defense (OSD) and Military Compartments efforts. The position will provide “day-to-day” support for Collateral, Sensitive Compartmented Information (SCI) and Special Access Program (SAP) activities.

Performance shall include:

• Performs as the highest-level technical expert, providing both internal and external consulting services

• Establish complex operational software configuration controls and system interfaces for computer system(s) assigned

• Provides expertise and direction in the development or modification of complex software programs to enhance an operating system

• Management of installation, maintenance, auditing and support of a secure MS Windows network environment and limited web/data application service

• Knowledge of Linux and Unix OSs such RHEL 6 and 7, SUSE, and ESXi 6.5 and above.

Information Assurance (IA) System Security Engineer I The Information System Security Engineer (ISSE) is primarily responsible for conducting information system security engineering activities with a focus on lifecycle of current systems and future requirement scoping. The position will collect and process the captured information security requirements and ensures that the requirements are effectively integrated into information systems through purposeful security architecting, design, development, and configuration. The position is an integral part of the development team designing and developing organizational information systems or upgrading legacy systems. The ISSE employs best practices when implementing security requirements within an information system including software engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques.
