GENERAL INSTRUCTIONS
The general instructions apply to all SSS CDRLs.
1. DATA REQUIREMENTS
The DD Form 1423, Contract Data Requirements List (CDRL) provides guidance to the Contractor in the preparation and delivery of data and deliverables to meet specific approval and acceptance criteria. CDRL items directly relate to the work to be performed, and, as such, are called out in the Performance Work Statement (PWS). With the exception of data specifically required by FAR 52.2 all deliverable data must be listed in a format consistent with guidance on the DD Form 1423. Each DD form 1423 Contains boxes, or “blocks”, that will contain detailed information, instruction the Contractor about the specifics of a given requirement.
Each DD form 1423 provides a full-page explanation of data required within the blocks. For a more robust explanation of the form and a step-by-step instructions, visit DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data, Chapter 3 Acquisition of Data.
The Data Item Descriptions (DID, DD Form 1664) specified are located in the Acquisition Streamlining and Standardization System (ASSIST) database or may be found on the Internet.
The following additional instructions shall be followed when preparing and submitting CDRLs in accordance with DD Form 1423 for the subject contract effort.
1. CDRL Block A, Contract Line Item No., Block B, Exhibit and Block 1, Data Item No. Asterisks in these blocks indicate that the mnemonic for these blocks shall be changed based on the contract years as follows:

2. All CDRL submittals shall be reviewed for both classification and OPSEC considerations. CDRLs classified other than Unclassified shall be marked and delivered via the appropriate channels.
3. All Freedom of Information Act (FOIA) requests relating to these CDRLs shall be submitted to the AFTC/PZSB Contracting Officer.
4. Electronic submittals are preferred and appropriate email addresses will be provided by the Contracting Officer. In lieu of electronic submittals physical address data is as follows:

2. TAILORED DATA ITEM DESCRIPTIONS
Tailored DID instructions are identified in block 4 of the DD Form 1423-1 by a /T following the DID number. Tailoring instructions are as listed in Block 16 of each affected CDRL. If the data preparation instructions contained in Block 16 are different from the instructions contained in Block 10 of the DID, the CDRL instructions shall govern. If a DID element has been removed by the CDRL the appropriate section(s) shall still be included, but shall indicate that they are not required.
3. DATA APPROVAL
The following definitions apply to Block 8 of the CDRL:
a. An “A” designator in Block 8 indicates the Government will formally reply to each submittal with an approval, approval with comments, or disapproval within 45 days unless otherwise specified on the CDRL. If no response if received approving or disapproving the data item(s) within this time period the contractor shall formally notify the Government of this delinquency.
b. Unless otherwise specified, the contractor shall incorporate recommended changes/revisions and resubmit identified document within 30 calendar days after receipt of such recommendations.
c. For those data items with an “A” in Block 8, compliance with data item format and content requirements specified in the DID is mandatory. The Government shall have the right to disapprove any data submittals not in compliance with contract requirements.
4. DOCUMENTATION MARKING (DISTRIBUTION STATEMENTS)
The contractor shall review and comply with DoD Directives 5230.24 and 5230.25 to use as guidance in preparing/generating all newly created, revised, or updated technical documents.
The following statements, as applicable, shall be placed on the cover page of all delivered documents were required by Block 9 of the CDRL:
Distribution Statement B. “Distribution authorized to U.S. Government Agencies only; Proprietary (Limited Rights) documentation (date of determination). Other requests for this document shall be referred to AFTC/SMOC, 6082 Fir Avenue, Hill AFB, UT 84056-5820.”
Distribution Statement D. “Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only; Critical Technology; (date of determination). Other requests for this document shall be referred to AFTC/SMOC, 6082 Fir Avenue, Hill AFB, UT 84056-5820.”
Distribution Statement F. (For Classified Only) “Further dissemination only as directed by AFTC/SMOC, 6082 Fir Avenue, Hill AFB, UT 84056-5820.”
4.1 Additional Notices.
In addition to the distribution statement, the following notices shall be used when appropriate:
a. All technical documents determined to contain export-controlled technical data will be marked:

This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., §2751, et seq.) or the Export Administration Act of 1979, as amended Title 50, U.S.C. App 2401, et seq.
Violations of these export laws are subject to severe criminal penalties.
Disseminate in accordance with provisions of DoD Directive 5230.25.
b. As applicable, all technical documents marked with distribution statement D or B shall also be marked:
DESTRUCTION NOTICE
For Unclassified documents: All Unclassified documents marked with distribution statements B and D may be handled and destroyed as “For Official Use Only (FOUO) documents as described on DoD 5400.7-R (reference (p)).
For Classified or Limited Documents: Follow the procedures in DoD 5220.22M, National Industrial Security Program Operating Manual, Section 5- 705, or DoD 5200.1-R, Information Security Program Regulation, Chapter IX.
c. All attached CDRL references to “days” is understood to be calendar days.
5. TRANSMITTAL OF DATA
a. All transmittals shall include a cover sheet, letter of transmittal (LOT). The original LOT shall be sent to the System Program Office (SPO) point of contact. As a minimum LOTs shall contain:

Each document itself shall be identified with the following information:
Document Control Number Document Revision Level Document Date on each page Additional information may be included that aids in the identifying/processing of the document(s).
b. If resubmittal of data is required, data shall be resubmitted 30 calendar days after government notification, unless otherwise specified. Should the contractor disagree with the resubmittal requirements they shall have their comments to the CO within 30 calendar days of the notification date. Each revised page of the document shall have changes indicated by change bars down the outer right margin designating those areas that have been revised. The document revision shall be annotated on the title page, each revised page, and documented in a summary section at the beginning of the document.
d. For each data item in the delivery order the contractor shall clearly state in the LOT when it is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled. The words, “FINAL DELIVERY OF CDRL AXXX” shall be noted on the LOT.
5.1 Delivery and Access of Data
All data shall be transmitted electronically. The contractor shall use secured channels for data transmittal. A signed LOT shall also be posted with each data submittal.
a. It shall be the responsibility of the contractor to electronically notify a designated representative (listed in Block 14 of the DD Form 1423) from each office of the updated and/or newly created CDRL documentation as it becomes available for review. In the event no changes have occurred since the last submittal, a letter so stating is required and resubmission of the data is not required.
b. The contractor shall use software compatible with current versions of Microsoft Office which shall be agreed to by the Government upon contract award. As the versions of this software change over time the Government reserves the right to require version updates at no additional cost. The CO shall cite this paragraph as authority for the change.
c. E-mail addresses for distribution will be provided to the contractor upon contract award.
5.2 DD Form 250 Requirements.
Block 7 of the CDRL directs when individual DD Form 250 is required. All other data submittals shall be via a LOT.
6.0 MODIFICATION TO DATA REQUIREMENTS
During the performance of this contract the program office may unilaterally increase or decrease the number of addressees and/or number of copies ordered or may make other administrative or clarification changes to the CDRL.
7.0 APPLICABLE DOCUMENTS
All applicable DIDs (DD Form 1664) and backup documentation.
