PROGRAM STRUCTURE AND OBJECTIVES
This acquisition will utilize the Lowest Price Technically Acceptable (LPTA) source selection procedure conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures dated 31 March 2016, and Air Force Mandatory Procedure 5315.3, 2019 Edition. These regulations are available electronically at www.acquisition.gov.
The Government intends to select one (1) offeror whose proposal represents the lowest total evaluated price that meets the acceptability standards for non-price factors. Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability requirements.
This contract will be awarded to the offeror who is deemed responsible IAW FAR Part 9.1, as supplemented, whose proposal conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and is evaluated, based on the evaluation factors and subfactors, to represent the lowest price technically acceptable proposal. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the process.
The Government intends to award to one (1) contractor in fiscal year (FY) 2021 for the ALR- 69A Diplexer Program. The Contractor will be required to provide First Article Production Representative Diplexer - Line Replaceable Units (LRUs) to be used for the ALR-69A Group A system, leading to kit-proof and full rate production kits to be used on all blocks of the F-16 C/D aircraft.

The offer shall be compliant with the requirements as stated in the Statement of Work (SOW), Contract Data Requirements Lists (CDRLs), Diplexer Specifications and model contract/solicitation. Non-conformance with the instructions provided in this ITO may result in a proposal being unawardable.
• The proposal shall be clear, concise, and shall include sufficient detail for an effective evaluation and for substantiating the validity of stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but shall provide convincing rationale to address how the offeror intends to meet those requirements. Offerors shall assume that the Government has no prior knowledge of their certifications, facilities, and capabilities and will base its evaluation on the information presented in each offeror’s proposal.
• Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
• Classified Information: Do not provide classified material.

3.4.3 SECTION II—Pricing Data: Data other than certified cost or pricing data, to include estimating methodology; include a completed copy of the Total Evaluated Price (TEP) Pricing Matrix (Solicitation Attachment 6).
3.4.4 SECTION III – List the Cost/Price assumptions of the Offeror’s proposal, if any. Provide complete rationale for assumptions.
3.4.5 Cost/Price Reasonableness, Balance, and Total Evaluated Price (TEP)
The purpose of this volume is to provide the Government contracting office and pricing team evaluators with data other than certified cost or pricing data that is required to evaluate the reasonableness, balance, and TEP of the offeror’s proposed cost/price. The price evaluation criteria as defined in Section M of the RFP will be assessed from the information provided by the offeror in the Cost/Price Volume. Note that proposals which reflect unbalanced and/or unreasonable pricing may be eliminated from competition if the PCO determines that unbalanced and/or unreasonable pricing poses an unacceptable risk to the Government. The burden of proof for credibility of proposed costs/prices rests with the offeror.
Source Selection Information – See FAR 2.101 and 3.104
Offerors shall provide proposed prices by completing the TEP Pricing Matrix (Solicitation Attachment 6). For CLIN 0002 the Government will generate a set notional quantity per contract year for calculation purposes of the TEP only. The Government will fill in CLIN 0002 based on the established notional quantity, using the offeror’s proposed quantity discount rate for the range associated with that quantity. These notional quantities will not be released to offerors as part of the solicitation. Additionally, the notional quantities will not be contractually binding and will only be used in calculation of the TEP; however, the proposed prices will be contractually binding.
Data beyond that required by this instruction shall not be submitted unless you consider it essential to document or support your cost/price position. All data relating to the proposed price, including all required supporting documentation, must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this data and documentation be included elsewhere in the proposal.
3.4.6 Pricing Assumptions

Proposed prices shall be valid for the period specified in Section A of the Solicitation/Model Contract in Block 12.
3.4.7 Estimating Techniques and Methods
When responding to the Cost/Price Volume requirements of the solicitation, the offeror and critical subcontractors are encouraged to provide any data/information deemed necessary to assist the Government evaluators in understanding the proposal. Any generally accepted estimating technique, including contemporary estimating methods (such as cost-to-cost and cost-to-non-cost estimating relationships (CERs), commercially available parametric cost models, in-house developed parametric cost models, etc.), may be used to develop estimates.
3.4.7.1 Cost or Pricing Data Requirements
IAW FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data will be required to support a determination of price reasonableness. Data shall be provided IAW FAR 15.403-5. If, after proposal receipt, the PCO determines that there is insufficient data available to make this determination and none of the exceptions in FAR 15.403-1 apply, the offeror shall be required to submit additional cost or pricing data. If only one offer is received, the Government will follow the procedures found in DFARS 215.371-3.
3.4.7.2 Cost/Price Proposal
Completion of the TEP Pricing Matrix will represent the cost/price proposal. The awarded offeror’s TEP Pricing Matrix shall be incorporated into the contract as an attachment upon award.
