Contractor QuestionsGovernment Responses
Regarding harness assembly H16DW7154-500, there seems to be no correlation between the item numbers provided in the associated parts list and the top level drawing for this harness. Without further clarification it is impossible to know what connector PN or associated parts go where. (For example, item 25 refers to PN MS27497T20B35P but there is no mention of item numbers on the drawing that correlate to this part nor notes in the remarks column of the PL to show where this connector is used).H16DW1754-500 drawing connector call outs are in the "Blk 42 AIFF C-Model Harness H16DW1754-500 2014 12 23" excel file (this file should be the delivered package but is attached here as well). In particular, for PN MS27497T20B35P, the connector reference designator is 3454J1/86.

There are 2 connector PN’s in the PL for H16DW1754-500 assembly (16VE049004-58 & 16VE049004-57) and 1 connector in the Master BOM (16VE049002-57) for which data was not included in latest release package from USG . Neither of these parts have solid NSN numbers assigned to them and finding a vendor source for these items has been unsuccessful. Both connectors 16VE049004-57 and -58 are called out in the H16DW1754-500 PL and Master as well as the "Blk 42 AIFF C-Model Harness H16DW1754-500 2014 12 23" excel file. Attached is the 16VE049004 spec, but NSNs are not called out. Both 16VE049004-57 and -58 are ordered by NSN 5935-01-057-5014, which corresponds to 16VE049004-5X with X being the keying configuration which is accomplished during assy.

On subject RFP we find that source controlled drawings require discussions/quotes from Lockheed Martin; thus far they have not been responsive to any of our attempts to contact them. Here is the listing of items we find, that only LM can quote/deliver.

From our estimators:

"although the USG came back on 002 with responses to questions, there are still some parts showing LM as the only source and LM will not respond. We need guidance from USG on how to rectify this. Here is the listing:"

Everything below shows Lockheed Martin as the supplier.

Just wanted to follow-up to see when the drawing for P/N: 16VE049002-57 will be provided, please advise. Please see the attached 16VE049002.
On page two of the sample task for the F-16 Harnesses IDIQ, on CLIN 0032 NSN 6610K0113564FWF is listed. I can find references and parts lists for 6610K0113564DWF but not the FWF variant. Am I missing something? The NSN for the harness ends with DWF. The NSN for the miscellaneous kit ends with FWF. The DWF has drawings and has been produced before. The NSN ending with FWF is miscellaneous part and is a NSN, but does not have drawings. The parts are listed in the tech data package as a parts that make up a 1 time kit.
The bottom line of each CLIN Statement in the RFP letter(CLINS’s 0001, 0031, 0032, 0061 and 0062) states the following: “Proposed Delivery Schedule (If different than above): N/A for RFP-FY18-0001” Does that statement mean that alternate delivery schedules are not allowed for this RFP?Yes. Alternate delivery schedules are not applicable (N/A) for the initial delivery order (IDO).

What was the final decision on the no foreign participation requirement for this RFP? I noticed the following statement wasn’t rescinded : “As this is a 100% Small Business set-aside, no foreign participation is allowed”. Could you please clarify? Yes this is a 100% small business set-aside. Foreign participation is allowed. The company will need to either follow the procedures to get the tech data package through FBO or you may submit a request to the PCO/Buyer for the tech data package.

We are seeing long lead times for some of the F-16 cables that would be beyond 1 month. Perhaps larger companies might have stock of some of these type of wire but not a small company. The Government has received allot of interest from a number of other small business and have not heard of this being a issue for them. This is a small business set-aside, so none are large businesses. The Government is not going to change the delivery requirements for this effort.

File details come from the government source that posted it.
