Contractor QuestionsGovernment Response
Drawing H16DW1754-500 was provided without out Parts list on a controlled drawing platform. The attached spreadsheet broke out parts for this assembly but did not clarify without question if this harness was being assembled or packaged as a loose items kit. What exactly are the requirements of this particular drawings fabrication?
This is a BUILT assembly. The Tech data package spells out which parts are to be assembled as a Loose Wire Assembly and which parts are listed as "loose parts" and packaged separately. This notation is at the top of the excel spreadsheet for each of the harnesses and noted as a (1)Built or a (2)Loose.

There are some Part Numbers listed on the provided spreadsheet Parts list for H16DW1754-500 that are Northrup Grumman proprietary part numbers that reference to a NSN that does not provided the Original Manufacturer. Is there any additional information that can be provided for these part numbers. I.E Part number: 16VE049004-58 and H16DW1740-500. Both are examples of the multiple part numbers that were provided. Attached are specs that have approved vendor part numbers.

Can Shrink tubing be substituted with suitable substitutes for the Wire and Harness markings? I.E. Part number: M23053/5-105-X called out on drawing , would like to replace with PS-125-2-WT-S. Part numbers PS-125-2-WT-S and M23053/5-105 series are both made of the same material, but do have different part numbers and NSN's.

Substitution is only allowed if new part has been previously identified as a suitable substitute by the government and is already called out. New substitution requests are not going to be approved for this source selection/ initial delivery order.

Request clarification on the Sample Task Order – Proposed Delivery Schedule (if different than above): N/A for RFP-FY18-001. What does the Not Applicable mean…If we propose a different delivery schedule(s) on the Sample Task (IDO), will this make or proposal non-responsive, and eliminate us from the competition? Or would it eliminate us from the initial sample task order only?
Please reference Section M, Sub-Factor 3, bullet " Identification of schedules from requirement to completion of delivery will be met on time." N/A for RFP-FY18-0001 means there is not a space to propose a different delivery schedule.
Is the no foreign participation still a requirement?Foreign participation is allowed. The contractor shall include the substance of DFARS 252.225-7048 including paragraph e in all sub-contracts. Many of the documents have export controlled markings and have been uploaded to FBO appropriately. Per the FBO user guide it states, "...If the vendor’s profile indicates that the vendor is eligible for access to export controlled packages, the system allows the vendor access. Additionally, Vendors can electronically respond to RFIs, RFQs, and RFPs directly through the web site for those notices which have the Bid Module enabled by the buyer. Note: The Interested Vendor list is only available to those with FBO accounts. Agency buyers / engineers will need to go to the FBO homepage and login in order to view" and "Export Controlled access level requires that the vendor's company be certified by the DLA Logistics Information Service's Joint Certification Program (JCP) to receive unclassified technical data disclosing military critical technology with military or space application. Those vendors that are certified to receive export controlled materials are termed authorized vendors. This system receives daily feed of authorized vendors, which determines access based on a vendor's CAGE code/ MPIN."
Spec 16PR145, paragraphs 3.4.9.18, 5.1.10.2, and 5.3.3.2 require additional specifications 16PR106 and 16PR4559.
Will the government please provide these specifications?16PR106 has been attached to this posting. The Government is coordinating to determine if 16PR4559 can or cannot be released. A future Government response will be provided.
