SECTION M
EVALUATION FACTORS FOR AWARD
General Information Basis of Contract Award This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2., as supplemented. Technical tradeoffs will not be made, and no additional credit will be given for exceeding minimum levels of acceptability. Award will be made to the acceptable offerors with the lowest evaluated cost/price which have been deemed reasonable in accordance with the Federal Acquisition Regulation, and whose proposal conforms to the solicitation requirements.
By submission of its proposal, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as defined in paragraph 3 and all sub-paragraphs.
Number of Contracts to be Awarded The government intends to select up to five contractors under a multiple award IDIQ contract for this effort. However, the government reserves the right to award no contract at all, depending on the quality of the proposals and prices submitted, and the availability of funds.
Correction Potential of Proposals The government will consider, throughout the evaluation, the correction potential of any proposal uncertainty. The judgment of such correction potential is within the sole discretion of the government. If an aspect of a proposal not meeting government requirements is not considered correctable, the proposal may be eliminated from competition.
Item Description This RFP is for the procurement of build-to-spec, production aircraft harness kits and parts. The specifications for the harness kits will be included with each order/solicitation. The basic SOW applies to all orders/solicitation.
Evaluation Factors The Government will evaluate, for acceptability, the factors and sub-factors defined below. An unacceptable determination on one or more factors/sub-factors may result in the proposal being rejected. Specific information on how a determination will be made is described in each factor/sub-factor.
Factor 1: Technical Acceptability The Technical Acceptability factor is divided into the following sub-factors; Sub-Factor 1: Facilities and Processes, Sub-Factor 2: Production and Management, and Sub-Factor 3: Sample Task. Each sub-factor will be evaluated and receive a rating of acceptable or unacceptable as defined in Table 1.
The rating depicts how well the offeror’s proposal meets the Technical Acceptability sub-factor requirements. Proposals with all sub-factors rated “acceptable” will be considered to have satisfied the Technical Acceptability factor. A proposal must satisfy all items under each sub-factor of the Technical Acceptability factor to be considered for award.
Table 1 – Technical Acceptability Ratings

If conducted, the results will be assessed under the applicable factors/sub factors and will be used to validate and confirm the offeror's written proposal. The plant visit shall be conducted only at the request of the Government.
