Applying technical, past performance and cost/price evaluation standards, the Air Force intends to limit the number of Offers for which full evaluation will be completed so that no more than four (4) contracts are awarded. This initial bona fide quantity of kits of a single configuration, will be “build to print” per level three (3) or four (4) drawings attached. Kit is referred to hereinafter as the "sample". Single award to fund this sample will be made on an initial order in conjunction with a basic contract award. A first unit to be submitted for test qualification to the office and final ship-to/mark-for address specified in the order. For purposes of FOB: destination, this address will be at Hill AFB. GENERAL INSTRUCTIONS: Instructions to the Offerors (ITO):
This section of the ITO provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror’s proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated in the Section B Schedule, Performance Work Statement and Contract Data Requirements List (CDRL). Non-conformance with the instructions provided in the ITO may result in an unfavorable proposal evaluation.
The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Embellishments are not desired. Do not provide elaborate brochures or documentation, binding, detailed artwork, or other embellishments. These are unnecessary and are not desired.
The proposal acceptance period is specified in Section A of the model contract/solicitation. The offer shall make a clear statement in Section A of the proposal documentation that the proposal is valid until this date.
In accordance with FAR 4.803(a)(10) (Contents of Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offer requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

Address any questions or concerns you may have to the PCO at 6072 Fir Avenue, Bldg 1233, Hill AFB, UT 84056.
E-mail address: lance.hardman@hill.af.mil. Written requests for clarification may be sent to the PCO at the address located in Section A of the model contract/solicitation.

Offerors desiring debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable.
If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the PCO in writing with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

13. Basis of Contract Award
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2., as supplemented. Technical tradeoffs will not be made, and no additional credit will be given for exceeding minimum levels of acceptability. The evaluation process shall proceed as defined in paragraph 3 and all sub-paragraphs.
14. Number of Contracts to be Awarded
The government intends to select up to four contractors under a multiple award IDIQ contract for this effort.

A proposal may be deemed to be unrealistic to the extent that an inherent lack of competence or failure to comprehend the complexity and risks of the program is indicated.
16. Correction Potential of Proposals
The government will consider, throughout the evaluation, the correction potential of any proposal uncertainty.
The judgment of such correction potential is within the sole discretion of the government. If an aspect of a proposal not meeting government requirements is not considered correctable, the proposal may be eliminated from competition.
17. Item Description
This RFP is for the procurement of miscellaneous sheet metal brackets fabricated to support F-16 aircraft hardware kits. A Statement of Work (SOW) and specifications (level 3 or 4 drawings) for the brackets will be included with a solicitation under each stand-alone delivery order. Cost/price for a bona fide quantity of a first configuration of brackets will be evaluated competitively in accordance with the criteria in this section of the RFP. This initial requirement is referred to hereinafter as the "sample". A single award, funding this sample, will be made to a successful offeror on an initial order at the outset and in conjunction with the basic contract. This order will include a first unit to be submitted for test qualification to the office and ship-to/mark-for address specified in the order and a production quantity subject to test qualification.
Funding for a post-award teleconference will also be included. Other successful multiple contract awardees will receive an order funding the post-award teleconference only. These actions will constitute fulfillment of the minimum order guarantee under the FAR clause at 52.216-19 (meeting the requirements of FAR 16.503(c)).
18. Evaluation Factors
The Government will evaluate proposals for acceptability in accordance with the criteria in factors and sub-factors as defined below. An unacceptable determination on one or more factors/sub-factors may result in the proposal being rejected. Technical sub factors are considered of equal importance and no special weighting is applied. Specific information on how a determination will be made is described in each factor/sub-factor.
19. Factor 1: Technical Acceptability
The Technical Acceptability factor is divided into the following sub-factors; Sub-Factor 1: Facilities and Experience, Sub-Factor 2: Production and Management Capabilities, and Sub-Factor 3: Sample Task. Each sub-factor will be evaluated and receive a rating of acceptable or unacceptable as defined in Table 1.
The rating depicts how well the offeror’s proposal meets the Technical Acceptability sub-factor requirements. Proposals with all sub-factors rated “acceptable” will be considered to have satisfied the Technical Acceptability factor. A proposal must satisfy all items under each sub-factor of the Technical Acceptability factor to be considered for award.
Table 1 – Technical Acceptability Ratings
Rating Description
Acceptable Meets, or exceeds, specified minimum performance or capability requirements. A proposal must have no deficiencies to receive an acceptable determination.
Unacceptable The proposal fails to meet one or more specified minimum performance and/or capability requirements, and is not correctable. The proposal is not awardable.
