Subject to the terms and conditions stated herein, the Contractor agrees to hold its offered prices firm for 120 days.

Firms who meet the HUB Zone set-aside standard will compete on the basis outlined herein for a Multiple Award Contract (MAC) Indefinite Delivery, Indefinite Quantity (IDIQ) opportunity. This requirement is for fabrication and delivery of a broad scope of diverse metal parts, such as brackets, plates and assemblies, in kit support of all blocks of the F-16 fleet. Applying technical, past performance and cost/price evaluation standards, the Air Force intends to limit the number of Offers for which full evaluation will be completed so that no more than four (4) contracts are awarded. The Air Force reserves the right to award a single basic contract or no contract at all.

Offers will be held to a technical standard on a pass/fail basis and must be responsiveness, responsible and show relevant past performance. A first configuration kit quantity will be evaluated in accordance with instructions to offerors and evaluation criteria in Sections L and M of this solicitation. This initial bona fide quantity of kits of a single configuration, will be “build to print” per level three (3) or four (4) drawings attached. Kit is referred to hereinafter as the "sample". Single award to fund this sample will be made on an initial order in conjunction with a basic contract award. A first unit to be submitted for test qualification to the office and final ship-to/mark-for address specified in the order. For purposes of FOB: destination, this address will be at Hill AFB. One offeror will receive this sample award and funding for a post-award teleconference. Other successful multiple contract awardees will receive an order funding the post-award teleconference only. This constitutes the minimum order guarantee under the FAR clause at 52.216-19, meeting requirements of FAR 16.503(c)). Fair opportunity in competition per FAR Part 16 will be provided for awardees for subsequent kit configurations on future orders with distinct set(s) of specifications as requirements are identified within the scope and ordering period established by the basic multiple award contracts.
