About this file
This is a Questions and Answers document for Air Force solicitation FA8227-26-A-1002 regarding the design and construction of a mezzanine building and modular office space at Building 238. The document clarifies key project requirements and contractor responsibilities across multiple technical and operational areas. The government will remove the existing mezzanine, modular office, and current columns prior to contractor performance, providing a cleared site for installation. The contractor is responsible for all final work area cleanup and debris removal resulting from construction. Technical proposals will be evaluated based on quote relevance to the Statement of Work, price reasonableness, and relevant past performance history submitted in capability statements, with drawing review occurring after contract award following custom procedures.
Specific technical requirements include: duplex receptacles for workstation locations; tempered glass (non-tinted) for modular office windows; CAT6 data ports stubbed at walls with female connections (exact port count and locations to be confirmed); the government will handle plumbing rough-ins and design; an intermediate stair landing is not required under 12 feet; existing stairs cannot be reused and a new staircase is required; and the updated floor plan extending the breakroom area should be used. The project involves a 6-8 inch slab and mechanical, fire protection, and electrical design requirements will be clarified, with no drawings needed for items not completed under this contract such as fire suppression systems. The solicitation has undergone multiple extensions with the most recent due date of 18 August 2026 at 1500 Mountain Time for quote submissions.

Questions and Answers 15340 – Mezzanine Building 238 Answers in RED
1. The “Combined Synopsis / Solicitation” document mentions that offerors will be scored based on technical adherence, price, and past performance. Will this information need to be submitted along with our bid in the form of a technical proposal? If so, can any other requirements for this proposal be provided? (i.e. proposal length, inclusion requirements, scoring values, etc). Technical adherence will be determined based off the quote’s relevance to the SOW. Price will be looked at in terms of fair and reasonableness. Past performance will be based off relevant past performance history provided by firms in their capability statement. Relevant requirements have been provided in the SOW and supporting requirements.
1. The photos of the existing space show a modular office in the space where the new office and mezzanine will be located, that is not addressed in the SOW. Is this existing modular office to be demolished by the contractor prior to installation of the new mezzanine? If so, are we required to demolish all existing columns, utility connections, etc and start from scratch, or are we able to re-use any of the existing infrastructure? The current mezzanine and modular office area will be removed by the government prior to installation of new mezzanine.
1. The RFI responses mention that the offerors will be required to install the rough-ins for the plumbing. Will we be required to carry any plumbing design in our costs to determine sizes, requirements, etc. for these rough ins? If not, can the government provide this information? Upon further discussion, the base will take care of the rough in and plumbing.
1. Do you intend on trying to use the same 9 columns from the existing mezzanine? The current mezzanine and modular office area will be removed by the government prior to installation of new mezzanine. The current columns will be removed as well.
1. Can the owner please provide as-builts for the existing building? At the very least, slab data, reinforcement plans, or Geotech reports would be very helpful. Current Mezzanine and modular office area will be removed by other means. This project involves a 6-8 in slap.
1. Is the owner wanting our design to include a full mechanical / fire protection / electrical design also? Many of these items are mentioned as being completed by the base, but some clarification on the level of design needed for these items would be helpful. No drawings needed if not completed in this contract IE fire supression system.
1. Work Area Cleanup Will final clearing/cleaning of the work area after completion be the contractor’s responsibility, including removal of debris, or will any portion be handled by the base? The contractor will be responsible for work area clearing/cleaning and removal of all debris resulting from construction of the mezzanine.
1. Data Ports / CAT6 Please confirm the final required data port count and locations. We noted the Q&A references 24 total ports, but another response appears to reference 2 drops in the office, 24 in the open space, and 2 in the break room. Also, should the modular supplier provide only raceways/data ports, with CAT6 pulling/termination by others, or should CAT6 routing/termination be included by the contractor? The CAT 6 ports will need to stub at the wall with female connection.
1. Workstation Receptacles For workstation/desk locations, should the electrical outlets be duplex receptacles instead of single receptacles? YES
1. Intermediate Stair Landing Please confirm whether the intermediate stair landing is required. If the AHJ allows omission of the intermediate landing, please provide written confirmation. No, the landing is not needed under 12 feet.
1. Drawing Review Will the Government review supplier-provided preliminary drawings before award, or will drawing review/submittal approval occur after award? Follow custom on this. The drawing review will occur after award.
1. At the site visit, it was mentioned that there was a possibility to re-use the existing stairs for the new mezzanine. Please confirm whether the owner wants to re-use the existing stairs or if they want a new staircase. The stairs aren’t available for reuse.
1. For the new windows at the modular office. Are these required to be tempered glass? Are any tinting or other treatments required? Tempered glass is the standard. No window tinting is required.
1. The revised SOW has the previous layout and floor plan. Are we us this or are we using the updated drawing that expands the breakroom area? The updated drawing extending the break room
1. Question 33 (Previous question document) in the Q&A states that the facility is not moving objects and equipment. Please clarify what the contractor is required to move in order to install the new mezzanine. The location where the new mezzanine will be installed will be cleared prior to start of performance. The contractor will be responsible for moving in their necessary equipment and supplies.
