LARGE FAN PROJECT QUESTIONS AND RESPONSES
Question:
(53 qty) 6 ft diameter wall/column mounted fans that are to be installed in bldg 225. Is the diameter of 6 ft a hard requirement, or would a 4 ft diameter be acceptable? This could allow for great clearance for personnel performing work in the area, and not being a larger physical hazard/obstacle making a safer work environment.
Response:
See the updated Statement of Work (SOW) dated 4 May 2021. The quantity has been reduced to a quantity of 35 units. The 6 ft diameter is a hard requirement. The additional clarification of the ability to reach 120 ft with an air speed of 40 mph at 120 ft has also been added.
(34 qty) 6 ft diameter portable fans that are to be installed in bldg 225, 590, 680 and hanger 1. Is there a cooling performance capability desired, or is this an arbitrary 6 ft fan diameter sought after? (i.e. CFM, BTU/hr Wind speed etc.)
This quantity has also been updated in the SOW to a quantity of 36. These must have the ability to provide cooling at a distance of 100 ft from the fan.
(24 qty) 36 inch diameter evaporation cooler this appears to be sighting Delta T d/b/a Big Ass Fan’s Cold Front 400 with a CFM of 9,700. Would a 23 inch diameter fan producing a CFM of 14,000 be considered to exceed the standard?
If all other specifications as listed on the updated SOW are met the machine will be considered to meet the standard.
Clarify if items (a, e) are to be portable, or fixed and if fixed wall/column or ceiling mounted?
All fans/evaporative coolers are to be portable with the exception of the 35 (previously 53) wall/column mounted fans.
Clarify the sound rating for item 1a. The 63.5 dbA stated in the SOW does not indicate a distance. The installation of a wall/comun mounted fan, would range from 2-15 meter from individual work performance. Or stated differently, can the installation be in accordance with OSHA guidelines 1910.95?
This requirement in the SOW has been updated. The requirement is that sound levels from the fan operating at maximum speed shall be less than an 8-hour time-weighted average sound level of 85 decibels in accordance with OSHA 1910.95.
Additionally, this dbA of 63.5 and the entire description appears to be directly sighting Delta T. d/b/a Big Ass Fan, Pivot 2.0. Can the OSHA 1910.95 sound rating of 90 or less dbA be acceptable, given the location of fan installation and work performance ranging from 2-15 approx meters away from personnel?

The details for these 53 fans state wall mount and ceiling mount. Please clarify if the wall, ceiling, or column mounting is acceptable?
The 35 (previously 53) fans shall be column mounted.
Provide Structural drawings, detailing the column, or crane support beams locations and dimensions for proposal wall/column installation locations for bldg 225, or any other locations.

Provide Electrical drawings detailing locations of the current breakers, and expandable circuits for the fix/mounted fan installations with in bldg 225 for the 53 fans?
Clarify which labor rate is applicable: Service wage, or Davis Bacon wages for contract labor.
After re-reviewing the regulation, the Davis Bacon or “Labor Standards for Contracts Involving Construction” outlined in FAR 22.4 will be applicable to the installation of fans for this contract.
Please provide picture photographs for the column locations within bldg 225 (F-16) dock locations, so that appropriate electrical drawings and installation diagrams can be accomplished.
Are there any days or times in the work day for the installation and performance of the installation that are limiting?
All work shall be completed within the hours of 0700 to 1500 Monday through Friday.
Please provide the local approval source for permitting of work orders for the electrical and/or structural attachments for the installation of the wall/column mounted fans?
The Government’s local engineer will be working directly with the contractor awarded the contract and provide direction and acceptance of work performed, including installation of electrical items and structural attachments.
Can you provide responses/answers to all other RFIs by other contractors, so that a fair and reasonable response/proposal can be provided?

Please advise the availability and locations of power for each hanger. There are 37 hangers in question about power available. There are 16 that the power is available in the hanger.
We require the information to make sure there is enough power and open circuits at each building or should we exclude that work and assume a minimal / limited scope specific to running power to the fans only, and assume someone else will handle available circuits, or that it will be handled as a separate contract.
Please see the document labeled “B224 Fan Locations” for locations of panels, number of available breakers, fan locations and location of one (1) required transformer and one (1) required panel. Please see the updated SOW for the full requirement details. All updates to the SOW are in red.
Can the fans be mounted via welding or drilling holes?
No, welding and drilling is not allowed. Fans must be mounted using clamps
Due to the amount of labor and materials required will a payment plan be considered?
Response:
No, upon delivery and Government acceptance of the various portable/evaporative cooling fans they can be invoiced. The fans to be installed will be ineligible to be invoiced until after installations and Government acceptance.
