INTRODUCTION

Purpose The purpose of this effort is to provide inspection, maintenance and handling support for Ground Support Equipment (GSE) to the 575 AMXS, Joint‐Base San Antonio‐Randolph (JBSA‐Randolph) Air Force Base (AFB), in support of the T‐38 workload. The contractor shall supply skilled labor in support of production operations for depot maintenance IAW the Minimum Team Compliment (MTC) as shown in Table 2.3. This requirement will not include personal services or inherently governmental functions.

Scope The contractor will be responsible for inspecting and maintaining a wide range of GSE for the T‐38 workload, to include but not limited to wing sleds used to flip aircraft wings; dollies and racks used to store engines, vertical stabilizers, canopies, wings, belly cradles and cribs used to stabilize aircraft that are not installed in jigs, and fuselage transport sled and dollies. The contractor shall not support USAF‐standard Aerospace Ground Equipment (AGE) that the Government already maintains as part of a Host/Tenant Support Agreement or other equipment that is under manufacturer support contracts/warranty.

The contractor shall read and interpret blueprint, technical data, and engineering process orders to perform installation and maintenance, set‐up configuration and teardown operations on assigned equipment, perform visual and mechanical inspections, identify and appropriately treat corrosion, perform precision measurements and leveling operations, and service tooling sets and maintenance platforms. The contractor shall comply with established technical guidance and maintain 100% accountability of all work performed.

Background The 575th Aircraft Maintenance Squadron at JBSA‐Randolph AFB, TX performs depot‐level modifications, repairs and overhauls on the T‐38 Talon aircraft. In support of these activities, the squadron owns and maintains a wide variety of specialized ground support equipment and tooling that is not supported by standard Aerospace Ground Equipment or Facilities maintenance shops or sections. This causes aircraft mechanics to spend thousands of hours per year inspecting, maintaining and setting up equipment and tooling; directly decreasing their availability to perform work on aircraft. This contract will enable dedicated support of the specialized ground support equipment and tooling by equipment maintainers to maximize the aircraft mechanics’ time on aircraft.

Non‐Personal Services The Government will neither supervise nor direct contractor personnel. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute or are perceived to constitute personal services, or are outside the scope of this requirement, the contractor shall notify the Contract Officer Representative (COR) and Contract Officer (CO)immediately.

Inherently Governmental Functions

The contractor shall not perform any inherently governmental functions as defined by Federal Acquisition Regulation (FAR) Subpart 7.5. All program decisions shall be the sole responsibility of the Government. The contractor shall not counsel, mentor, make judgments and/or discretionary decisions or perform any other activities related to supervision of Government personnel. If the contractor believes that any actions constitute or are perceived to constitute inherently governmental functions, the contractor shall notify the CO immediately.

Data Rights The Government shall have unlimited rights, in all drawings, designs, specifications, notes and other works developed in the performance of this contract, including the right to use same on any other Government design or construction without additional compensation to the contractor. At any time and per Government request, any records, documents, and associated papers shall be available for review.

The Government will solely determine the MTC. The contractor shall ensure the MTC specified in the PWS is maintained throughout the requirement’s Period of Performance (POP).

The objectives for this requirement is a fully manned workforce on day 1 of the effort.

Additionally, the contractor shall not have a MTC discrepancy/deficiency in two consecutive months

The contractor shall have 30 calendar days after contract award to be fully prepared to perform the requirement. The Government acknowledges that Government required training will not take place until the POP start date.

The contractor understands that any contractor employee may be immediately removed from, or denied access to any Government property, facility, or installation at the sole discretion of the Government.

The contractor shall ensure all proposed MTC positions which become vacated during the period of performance (POP) are backfilled within 30 days. The objective for backfilling position is 15 days.

The contractor shall manage their employees and provide supervision IAW this requirement. The contractor shall identify working leads or site focal points to be responsible for workload assignments to ensure the non‐personal services element of this contract.

The Government reserves the right to, but does not intend the number of surged personnel to exceed 125% of the original task order MTC. In the event a surge is required, the surge hours will be coordinated between the Contracting Officer and contractor. The surge hours will then be multiplied by the contract fixed hourly rate for the skillsets as established in the task order FFP Labor

CLIN.

Decreased Workload: In the event of unanticipated workload reduction, the

Government reserves the right to reduce the task order MTC.

Reductions: For reductions of the task order MTC up to and including 25% of the original task order MTC, the remaining hours left on the task order PoP will be coordinated between the Contracting Officer and the contractor. Resulting amount will become the new FFP Labor CLIN amount for the remainder of the task order.

De‐Scope: If manning levels must be decreased more than 25% of the original task order MTC, the task order may be de‐scoped as a result of Government/contractor negotiations or the Government may choose to terminate the contract for convenience IAW FAR Part 52.212‐4.
