About this file
This document contains a question and answer matrix regarding a solicitation for ground support equipment maintenance services at Joint Base San Antonio Randolph. The services include inspecting and maintaining equipment such as wing sleds, dollies, racks, cranes, and fuselage transport vehicles in support of T-38 aircraft maintenance. The single-award contract will have a one-year base period and four one-year options, using firm fixed pricing. | Question # | Question/Comment | Contractor Response | Government Response |
| 1 | Who was the previous contract awardee and what was the winning amount? | This is a new requirement. There is no prior awardee. | |
| 2 | Reference PWS Table 2.3 Minimum Team Compliment and 4.4 Hours of Operation. Table 2.3 shows a Shift Schedule as “Days 0530 – 1600” (10.5 hours) and paragraph 4.4 states that workers normally work 8 hours per day, 40 days per week. Please clarify the discrepancy. | Dayshift hours are 0700 - 1530L, Mon - Fri. Industrial workers have two, paid 15 minute breaks (one in mid-morning and one mid-afternoon). Lunch period is typically 1100 - 1130L and is a required, unpaid break. 40 hour work week. PWS updated. | |
| 3 | Reference PWS paragraphs 4.2.1 Government Provided Training, 4.7 Labor Expenses and 7.3 Common Access Cards. Paragraph 4.2.1 states that all contractor personnel are required to take 24 hours of in class training and 7.3 states that personnel will be required to obtain a Common Access Card. At the same time, paragraph 4.7 states that “The contractor shall not incur labor expenses prior to the Period of Performance (PoP) start date.” It is our understanding that this is a new requirement, with no incumbent employees. We respectfully request that the Government implement a 2 week Phase-in that will allow the Contractor’s personnel to accomplish the required training, secure their Common Access Cards and learn the specifics of the their responsibilities prior to the stated first day of performance. We feel that it is to the Governments advantage to have at least a reasonably prepared support group rather than learning everything on the fly. | The Training Requirements in 4.2.1 are provided to all new employees and contractors by OB's Training Office and 575 AMXS personnel during newcomers' orientation training/on-boarding. This training begins on their first day of assignment. The proces of obtaining Common Access Cards, can begin after reciept of contract. |
PoP will begin on date specified in issued contract. Contractor personnel will begin training on that date. Some of the training will not be able to be completed without a CAC card.
4 Reference PWS paragraph 5.1 Identification of Personnel. Can the Ground Support Equipment Mechanic Lead also be the “Technical Lead”? If not, must the person identified as the Technical Lead be located on site? Changed in the PWS to Lead Ground Support Equipment Mechanic
5 Reference PWS paragraph 8.2.1 Quality Management Plan. This paragraph states that a Quality Management Plan must be submitted as part of the proposal however we do not see this identified as part of the Instructions to Offerors (52.212-1). Would this document fall outside of the 20 page limit? 52.212-1 and -2 was mislabeled. It is corrected to read Quality Management Plan.
QMP will be included in page count.
6 Is the contractor responsible for the cost of Preventative Maintenance components such as lubricants and/or parts?
a. If so, what is the expected usage on an annual basis?
b. If not, how are these items handled?
| 575 AMXS will provide lubricants, solvents, paint, parts, etc. If not already existing in AMXS' supply stocks the contractor will need to identify new requirements in time for the government to procure. | ||
| 7 | Would the Government please incorporate the Area Wide Wage Determination for this opportunity? | Wage Determination No.: 1999-0316 |
Revision No.: 58 Date Of Last Revision: 01/29/2020
8 How far apart are the 7 facilities listed in the MTC Table (Buildings 70, 75, 76, 82, 83, 229, 241) and does the Government provide any type of transportation that will allow the mechanics to move around the facilities or is this the responsibility of the contractor? (575 AMXS) All facilities are within 1/3d of a mile from each other with hangar 70 being the furthest separated. Excluding hangar 70, the other 6 facilities are within 500 yards of each other. Map attached. GOVs are available for use (4x2 pick-ups, LSVs, tugs, forklifts, etc) to licensed and trained personnel.
| 9 | Are we to use the pricing spreadsheet in our submission? | Yes, fully burdened labor rates should be filled in on the TEP Pricing Matrix. Ensure you follow the instructions. |
| 10 | Section L – Instruction Sub-factor 2: Management Plan: “The offeror … IAW PWS paragraph 8.2.1. & 9.2.2.” Please advise where Para 9.2.2 is, unable to locate? | Corrected in 52.212-1 and 52.212-2 |
11 Section L – Instruction C. SPECIFIC INSTRUCTIONS:
COMPONENT I - PRICE - Submit one (1) electronic copy.
(b.) Offerors shall input into the TEP Worksheet, located in Section J Attachment - TEP Worksheet, base labor rates, health & welfare rates, and fully burdened rates for each labor. Please clarify what DOL Wage Determination is applicable? Wage Determination No.: 1999-0316 Revision No.: 58 Date Of Last Revision: 01/29/2020
TEP is updated to identify which DOL wage determination is applicable, and will attach it to RFP.

| Attached to RFP | ||
| 18 | PWS page 11, para 4.2.1: The USG makes reference to additional training may be required, but they do not state who will provide and/or pay for this training should it be required? Question: Who is responsible for providing/paying for USG additional training if required? | If the training is Gov. directed, Gov. would provide/pay. If the training is requested by contractor, COR/CO/PM will make a determination prior to training approval. |
| 19 | PWS page 14, para 4.10.4: It appears the paragraph is incomplete; whereas the FAR Part was inadvertently omitted. |
Question: Can the USG please identify the FAR?
| PWS updated to include 52.212-4. | ||
| 20 | PWS page 18, para 8.1 (3rd para): The number of complaints and timelines seem to be in conflict with PWS Section 2.4. Question: Can the USG please define the correct parameters? | PWS updated to maintain consistency. |
| 21 | PWS page 18, para 8.2.1: The PWS states the QMP shall be provided with the proposal. Due to the page limitations associated with the TEP, summitting a PWS compliant QMP would necessitate exceeding the 20-page TEP limitation. Question: Can the contractor submit the QMP as an attachment? | No, the QMP cannot be an attachment. Page count changed to 40 pages, all technical documents count against page count with exception of the glossary. |
| 22 | PWS page 19, and page 21 para 10.1 (g) and Table 11: The PWS states the MSP shall include the status of equipment. However, PWS para 3.1.5 and Table 11 stipulate the contractor shall establish a GSE inventory listing in FEMS within 4 months after ARO. Question: Will the MSR inventory requirement be waived for the first 4 months (or sooner), until the inventory is established? | No. We would expect some form of inventory and status tracking by the end of the first month (spreadsheet, at least). Entering and managing in FEMS is a separate requirement that may take. |
| 23 | Reference Appendix B Equipment Inventory. There are roughly 2 dozen pieces of equipment that require attention by 3rd party contractors. Are we correct in our assumption that these companies are currently under contract with the Government and will remain that way? If not, how will the Contractor be reimbursed for the service expenses as the CLIN schedule is not set up to accommodate reimbursement? | Government will pay for required load testing and other 3rd party certifications, as required. Contractor must identify requirement and timeframe with sufficient notice for government to respond. PWS updated to reflect 30 day notice required. |
| 24 | The SF 1449 states the due date for proposals is 3 Nov at 4PM MDT yet the beta.SAM posting states the due date is Oct 28 at 2PM MDT. Please confirm the due date for proposals. | 28-Oct-20 |
| 25 | Paragraph 2, b Sub-factor 2 states “The offeror shall provide a methodology to manage its workforce and maintain communication regarding identification of employees, quality standard reporting and deficiency resolution IAW PWS paragraph 8.2.1. & 9.2.2.” However, when we refer to the PWS, there is no paragraph 9.2.2. Can the government clarify the correct reference paragraph? | Removed reference to 9.2.2 from 52.212-1 and 52.212-2. |
| 26 | Paragraph 2, states, Limited to no more than twenty (20) pages. Is the government expecting to see a cover page with Volume Number and contractor information, along with a Table of Contents? If so, will they be included in the required page count? | 52.212-1 was updated to specify. |
| 27 | Paragraph 2, b Sub-factor 2 states “The offeror shall provide experience of managing and maintaining at least one (1) electronic inventory database as referenced in paragraph 3.1.3. & 3.1.5.” If a contractor has experience with TCMAX or CACRL, can this suffice the requirement for having experience with an electronic inventory database system? | 52.212-1 and 52.212-2 updated with additional language. Keep in mind, the Government only utilizes FEMS. |

| 30 | If this is a new effort how is the work being completed now and will that work force be available to hire? | Government personnel currently performing, as such, there are no contractor roll-over/re-hire opportunities. |
| 31 | Since this is a 20-page technical page limit, please confirm that the only PWS sections that need to be addressed in proposal are the ones called out in sections 2.a-c of the ITO | Page limit changed to 40 pages, PWS confirmed as well. Page limit is restricted to Component II - Technical. The TEP is one sheet and other than the areas to be filled in, shall not be altered in any way. |

| 33 | The instructions direct the offeror to fill in BLOCKS 12, 17a, 30a, 30b, and 30c for the RFP Section A of the SF1449 vs. the Cover Page of the solicitation which directs BLOCKS 12, 17, 23, 24, & 30 to be filled in.
