F-35 IN LINE CHILLER AND AUTO WINDING HOSE REELS
PRE-PROPOSAL CONFERENCE QUESTIONS AND ANSWERS
18 DECEMBER 2018
1- What is the design review time frame and time for acceptance of drawings prior to fabricating the prototypes?
a. 2 weeks (See Section 3.4.1.)
2- Design and prototype is stated as 90 days for a complete delivery, this seems unrealistic, as there are lead times for materials and approval of drawings. Will the government consider extending the 90 day delivery of the prototypes?
a. (MIC, AWHR)
Design, Approval, Prototype and testing to be completed within 6 months after contract award. (See section 3.7.1.)
b. (PICU converted to a MIC)
Design, Approval, Prototype and testing to be completed within 6 months after contract award. (See section 3.7.1.)
3- Q: Are the prototypes going to be used and installed in the buildings?
a. Yes, all prototypes are intended to be working units that will be installed and used.
(See section 3.4.2. and 3.4.3.)
4- Will the prototype test be done after delivery to the government or at the contractor facility?
a. The intent is to inspect upon delivery with the systems hooked up to the OCC and will then require installation upon acceptance. (See sections 3.1.11. / 3.2.14. / 3.3.16.)
5- What are the conditions of the Portable In Line Chillers Units (PICU)? Are there parts that will need replaced for use in the converted chiller like gaskets etc?
a. The chillers are relatively new (3-4 years old) and in working order. Some minor wear and tear may apply to some units and may need replacing.
6- Do the PICU’s currently meet the temperature requirements listed in the statement of work?
a. No, the PICU’s currently will not meet the required temperature range in Table 1 located in the SOW, Section 3.6.6
7- Does the vendor come up with the design for the PICU or is the intent to use the exact PICU and mount it.
a. I intent is to use the major components from the PICU to make a MIC (see SOW
Section 3.2.4)
b. The current PICU’s do not fully meet the required temperatures. The converted
PICU’s and newly produced chillers will need to be designed to meet the requirements of the SOW. The converted PICU’s are provided as government furnished property to the contractor to be cannibalized and used in the design and production to create the MIC. (See SOW Section 3.2.)
8- Is there a central water system that goes to the chillers?
a. No there is no water ran to the existing chillers. Water is not allowed to be used to chill the air. (see section 3.2.12)
9- Are contractors required to supply the hoses for the hose reels or are they provided?
a. The government currently has the hoses for use on the hose reels but “the contractor shall provide the four 1.7-inch OD hoses that connect the OCC to the auto hose reels”
(see section 3.3.5) The Bypass valves will need to be provided for the hoses. The ½ in hoses do not require a separate bypass vlave, an adapter can be used to attach the hoses to the OCC bypass valve. All Hoses require the ability to be flushed prior to being used on the aircraft. (See section 3.3.6. - 3.3.7.)
10- What are the limitations to the cost plus fixed fee mounting and Install CLIN?
a. Each installation will require a design, fabrication of the mount, and installation of the mounts, chillers, and hose reels. Each OCC area has unique constraints and obstacles that will need to be addressed in the installation design.
b. The cost plus only applies to the mounting of the MIC and AWHR near the OCC
c. The price of the power hook-up shall be included in the firm fixed price cost of the auto hose reels.
11- Are contractors allowed to move or alter the Operator Control Consoles (OCC)?
a. No, the OCC’s must remain as is and the chilllers/hose reels will be installed near the
OCC and hook into it. .
12- In the hangars, what area are the chillers, hose reels and mounts allowed to be installed?
a. They must be installed near the OCC, behind blue lines on the floor, and must not hook into bridge cranes.
b. In Building 225 (new expansion area), the locations with OCC’s in the floor with steel beams behind, them, the chillers must be installed between the OCC and the beams.
13- How will power be supplied to the units?
a. The MIC (chillers) are able to be plugged in to the OCC’s for power.
b. Contractors are responsible for providing power to the Auto Winding Hose reels whether it be hydraulic, electric etc.
c. If the hose reels are hydraulic powered, See Section 3.3.9.
d. Existing power supply is 480V Busbar above the OCCs. Contractor shall supply Busbar disconnect switch and transformer as needed.
14- Where is the PICU sensing the temperatures and do interface controls need to work the same and the current PICU’s?
a. The PICU is sensing the incoming (OOC) air temperatures and the outgoing air (PICU outlet) these sensor read outs are located in the cooling chambers of the PICU/OCC
b. The PICUs automatically turns on via pressure switch when air starts flowing through the OCC and into the PICU. If the air temperature coming from the OCC is to high the
MIC activates the cooling to bring the temperature down to the required output temperatures at the point of use, the aircraft.
15- Is there a requirement for containing spills under the units?
a. Yes, drip trays are required for the Air conditioning and hydraulic (see SOW section
3.2.7. - 3.3.3.)
16- Will additional hydraulic fluid be provided?
a. Yes, if needed, hydraulic fluid can be provided.
17- How far from the OCC’s are power sources available to run power for the AWHR’s?
a. The 480 V Busbar runs above all OCC. The Busbar can be 10 ft to 20 ft from the floor.
