1. SCOPE

This Project Statement of Work (SOW) defines the scope for the building 507 project

KRSM162064. This SOWincludestheconstructionrequirementsthattheMACCIII
contractorshallimplementinthedesignandconstructionofanewfacilityenclosurethat
shallbeconstructedandattachedtotheeastsideofbuilding507.Thisnewbuilding
enclosureshallbeconstructedforthepurposeofhousing2newblastboothsand
appurtenanceequipmentthatshallbepurchasedandinstalledunderaseparatecontract
oncethebuilding507MACCIIIconstructionenclosureprojectiscompleted.The
approximatebuildinglayoutisprovidedintheattacheddrawings.Thesedrawingsshowthe
desiredlayoutwithapproximatedimensionsandthesedrawingsshallbeusedasguidance
inthedesign.Thecontractorshallcoordinatealldesigninformationwiththeproject
managerandalsowiththebuilding507processengineertoverifythatthenewbuilding
designandlayoutmeetsallrequirements.
Note:CLIN0002EQUIPMENT(alsoseeparagraph3.0below):Thecontractorshall
provideaproposalforacompleteDualOverheadBridgeGirderCranesystemdescribedin
paragraph3.0.TheCLIN0002proposalshallincludethesystem’sequipmentand
installation.Thiscranesystemproposalshallalsoincludeallmaterialsandlaborforthe
installationofanyutilitiesrequiredforthecompletecranesystemoperation.Thecostofthe
reinforcedconcretefootingsforthecranesystemsupportcolumnsshallnotbeincludedin
thecranesystemequipmentandinstallationcost.Theconcretefootingscostshallbepartof
thegeneralconstructionscopeandnotpartofthecraneequipmentinstallation.The
governmentreservestherightnottoincludeCLIN0002DualOverheadBridgeGirderCrane
systempurchaseandinstallationaspartofthecontract.Thegovernmentmaydecideto
purchasethecraneandinstallationunderaseparatecontractandcontractoratalaterdate.

All design services furnished by the Design Build MACC III contractor shall be performed under the direct supervision of licensed Professional Engineers (PE) and licensed Architects. The Professional Engineers and Architects shall be licensed in the state of Utah. The contractor, through his or her designer, is responsible for the accuracy, adequacy, timeliness, and professionalism of the design solutions and design documents. The contractor shall ensure that all designs and solutions meet the requirements of the contract documents for this building 507 project.

1.1. Efficient project management shall include accurate on-time submittals for successful project execution. Contractor requirements include early involvement in the planning and design process to insure a successful project outcome. The contractor shall provide a superior design along with cost-effective and technically-sound solutions. The contractor shall perform all work in accordance with (IAW) federal, state, and local statutes and regulations.

2. EQUIPMENTENCLOSUREREQUIREMENTS:TheEnclosureshallbedesignedand
constructedasaweather‐tightenclosuredesigntohousetwoblastboothswithstructurally
boxedoutareasfortwoexhaustductsandtheassociatedblastmediarecoverysystemthat
willpenetratethesouthfacingwall.Thesetwoblastbooths,exhaustductsandmedia
recoverwillbeinstalledunderadifferentcontractoncethisbuildingenclosureis
completed.TheMACCIIIcontractorforthisbuilding507newconstructionenclosure
projectshallstructurallyboxoutthesouthwallareasinthelocationswherethetwoblast
mediaexhaustductingwillpenetratethewallatalaterdate.
Thecontractorshalldesign,provide,andinstalltheHVACsystemequipment,dual
bridgeoverheadcranessystem,andallassociatedmaterialorfootingsrequirementsforthe
cranesupportcolumnsandinstallation,firesuppression,handguardrailstokeep
employeesonthehigherleveldockareasafefromfallingtothelowerfloorarea,stairstogo
fromthehigherdockareatothelowerfloorareaatthelocationsshownontheattached
drawings,compressedairpipingandbreathingairpiping,andanyotherequipment
appurtenanceslistedorexplainedinthisSOW.
Thecontractorshallprovideandinstalltwo18’widex15’highrollupdoorsonthe
eastwalloftheenclosureandthereshallbetwomandoors(oneonthenorthsidewalland
oneonthesouthsidewall)ofthenewbuildingenclosure.
2.1EQUIPMENTBUILDINGENCLOSUREDESIGN:(Refertoconceptfloorplandrawings)The
newbuildingenclosureshallstructurallyandarchitecturallybedesignedandconstructedto
connectwithbuilding507ontheeastwallsideofthepresentbuilding507.Theenclosure
shallconnectatthenorthsideoftheexteriorprocessdooropeningthatiscurrentlysealed
closedwithtemporarysidingmaterial.Thepresentdoorispresentlycoveredwithsiding
materials,othermaterials,someutilitiesandtheyshallberemovedfromwherethis
openingwillbe,toprovidetheentrancepathintothenewenclosureareafromthemain
building507processarea.Anyutilities(electrical,air,water,etc.)thatareremovedshallbe
re‐routedandreplaced.
Thedooropeningentrancesizefromthemainbuilding507intothenewblastbooth
buildingareashallbe22’wideX13’high.Thisentrancedooropeningshallbeframedand
flashedwithheavygaugesheetmetalandpaintedtoprovideaniceappearanceandalsoto
provideprotectionfromrustandtheprocesscartswhichmaybumpintotheentrance
corners.Thisiswherethenorthwallofthenewbuildingenclosureshalltieintotheexisting
building507wallasshownontheconceptfloorplandrawings.
Theexistingbuilding507eastwallwillbeusedasthewestwallofthenewenclosure
area.Thesouthwallshallbelocatedapproximately104feettothesouthofthenorthnew
buildingwalltieinpointpertheconceptfloorplandrawings.Thissouthwallwillruninthe
eastdirectionandshallbeapproximately57feetlong(refertolayoutdrawings).Thenorth
sidewalloftheenclosureanglesacrossthedockatthedownrampareaandtowardsthe
naturalgasmeterareaasshownontheGovernmentsuppliedconceptdrawingplan.
Thegovernmentdrawingsattachedareapproximateanditistheresponsibilityof
thecontractortofieldmeasureandverifyallgovernmentsupplieddrawingsinformation
foraccuracyandthecontractorshallonlyusethesedrawingsasguidance.Forbidding
purposesthisenclosureareaisapproximately4,700squarefeet.Theroofheightofthenew
enclosureshallbethesameelevationastheexistingmainbuilding507eastwallroof
height.Thenewblastboothbuildingenclosureroofandtheexistingbuilding507roofshall
connectatthispointontheeastsideofbuilding507.Thisheightofthenewenclosureatthe
mainbuildingroofconnectionpointisapproximately25feet+/‐afewinchesasmeasured
fromthetopoftheasphaltelevation.
Thecontractorshalltakeallrequiredfieldmeasurementsoftheexistingbuilding
507foruseinthedesigndrawingsthatthecontractorshallprovide.Theinteriorclear
heightmeasuredfromthedockfloortotheundersideoftheceilinginthenew
buildingenclosureshallbedesignedtoprovidethemaximumpossibleheighttoallowhead
spaceforthenewblastboothanddualbridgecraneinstallation.Thedualbridgecraneshall
bedesignedtoprovidethemaximumhookheightsthatarepossibleforcranetravelwithout
obstructionsandnevershallthecranemaximumhookheightsbelessthan12feet.
Thenewbuildingenclosureshallalsohavethesametypeoffasciaasthefascia
thatisontheoverhangarealocatedtothenorthofthegasmeterequipmentarea.The
existingbuilding507windowsthatarelocatedbelowtherooflinefasciaontheexisting
eastbuilding507wallshallremaininplace.
2.2BUILDINGENCLOSUREWALLS:Thecontractorshallprovidea2’highanda
minimumof8”thickreinforcedconcretestemwallontopofthesouthdock.Thestemwall
shallcontinuetotheendofthedockanddowntothegroundlevelelevation(present
asphaltelevation)andatgroundlevelitshallbe5’(+/‐)highmeasuredfromtheground.
Thedockelevationmeasuredfromthegroundisabout3’(+/‐).Thestemwalldesignshall
makesurethatthetopofboththe2’highdockstemwallandthe5’highgroundwallareat
thesameelevationatthetopofthetwowallsandtheyshallbelevelallthewayaroundthe
stemwallperimeter.Note:Thereshallnotbeastemwallinthedesignofthetopofthe
northdocksidewall.Thisisthesidewallthatislocatedoverthetopoftheequipmentroom
(seelayoutconceptdrawingandpictures)andwillbeatanangle.Thereisnorequirement
forastemwallontopofthisnorthdockside.Thereasonforomittingastemwallatthe
northdockistoreducetheloadovertheconcretedockfloorthatisontopoftheequipment
roombelow.Thisnorthsidemetalwallshallhaveaheavydutyguardraildesignedand
installedontheinteriorsideofthewalltoprotectthiswallfromanyprocessmaterial
handlingandcarttraffic.Thisnorthdocksidewallshallbedesignedofmetalframingand
sidingwithoutaconcretestemwall.Thenorthwallportionthatislocatedatgroundlevel
belowthedock(presentlytheasphaltelevation)shallhaveastemwall5’(+/‐)highanda
minimumof8”thickreinforcedconcreteandthetopofthisstemwallshallbelevelwiththe
topelevationoftheeastandsouthstemwalls.Thesestemwallsshallgoaroundthe
perimeterofthenewenclosureexceptforthenorthwalllocatedontopofthedock.The
stemwallsshallhaveopeningswheretheenclosuredoorswillbelocated.Theconceptis
thatthetopofthedockstemwallsandthetopofthegroundlevelstemwallswillbelevel
witheachotheraroundtheentireperimeterofthenewenclosureaddition.Thedockareais
approximately3’highfromgroundlevelandthisiswhythestemwallwillbetalleratthe
groundlevelareathanthestemwallwillbeatthesouthdockwallarea.Thetopofallthe
stemwallswillbelevelwitheachotheraroundtheentireperimeter.Theconcretestem
wallsshallbescoredorembossedontheexteriorfacetomatchtheprofileandlookofthe
existingserratedbuilding507wallpanels.
Thebuildingenclosureupperportionofthewallsshallbe22gaugecorrugatedmetal
panelsontheexteriorwith22gaugefullheightmetalinteriorlinerpanel.Newmetalwall
panelsshallextenddownovertheconcretecurbandconcretestemwallaminimumof2”
andbeproperlyflashed.Thenewexteriormetalpanelsshallmatchascloseaspossibleto
thewallprofileandcolorofbuilding507.Thecontractorshallprovidesubmittalsforthe
proposedwalldesign.Thiswalldesignandmaterialsubmittalshallbereviewedbythe
governmentandgovernmentapprovalisrequiredbeforethecontractoristopurchasethe
materialsforthewalls.Thecontractorsubmittalshallattheminimumincludematerials,
profiledrawingdetails,andcolorsproposed.
The contractor shall provide a minimum wall R-value of R-17 at all walls thatextend
abovetheconcretekneewall.Theentirenewenclosurebuildingshallbedesignedand
constructedtomeetallsnowloads,windloads,andseismicrequirementsforthisnorthern
UtahgeographicallocationperUFC3‐301‐01.ThecolorsofallmaterialsshallmeetHillAFB
ArchitecturalcompatibilityrequirementsandtheyshallbesubmittedtotheHillAFBproject
managerforapprovalbeforeusingthemforconstruction.Providea roof metal fascia to

extend down the face of the metal wall panels of the same length and profile to match the fascia

height on the existing adjoining canopy just to the north of the project site. Provideroofgutters
anddownspoutsdesignedinaccordancewithSMACNAstandards(alsoseedescriptionof
roofandroofgutterscopeinparagraph2.3Roofing).
Theblastboothexhaust/blastmediarecoverysystemductingwillpenetratethe
southwallintwolocationsafterthisenclosureprojectiscompleted.ThisMACCIII
contractorisresponsibleforstructurallyboxinginthesetwopenetrationlocationsatthe
areasshownontheattachedlayoutdrawings.Thetwoexhaust/mediarecoveryductswill
penetratethesouthwallandbeattachedtotheseboxedandreinforcedstructurelocations
atalatertime.Thedesignofthesestructurallyboxedareasshallbecoordinatedwiththe
governmentprojectmanagertoassuretheboxedinlocationsarecorrectandtoprevent
anyre‐worklater.Theseboxedareasshallpreventtheneedtodisturborre‐locateany
buildingstructuralsteelbeamsorpurlinslaterwhenitcomestimetoinstalltheblastbooth
exhaustductingormediarecoveryducting.Theexhaustductandmediarecoveryductsize
is24”andthepenetrationholediametersizeandstructuralboxedareasizesrequiredshall
allowforcorrectanchoringandflashingattheselocations.Theseductsizesandlocations
areshownontheattacheddrawings.
2.3FOUNDATION:Thedesignofthenewbuildingenclosurefoundationandfootingsshall
makesurethatthenewfoundationandfootingsdonotinterferewiththeexisting
equipmentthatisinplaceinsidetheequipmentroom.Theequipmentroomislocatedunder
theexistingdockconcretefloor.Thenewfoundationsandfootingsshallalsonotinterfere
withthenewoverheaddualbridgecranethatwillbeinstalledontopofthedockfloorand
alsonotinterferewiththenewblastboothsandmediarecoverysystemsthatwillbe
installedatalatertime.
Ifthestructuralfootingsareabovethefloorelevationintheequipmentroomor
insideanyportionofthenewbuildingenclosure,thenthestructuralfootingsshallnot
protrudemorethan24”intotheenclosureroomareameasuringfromtheinsidewall
perimeterofthenewbuildingenclosureroom.Thisisnecessarysothatthestructural
footingsorcolumnsdonotinterferewiththeexistingequipmentorthenewprocess
equipmentoroperationsproceduresofthetwonewblastboothsandassociatedequipment
appurtenancesthatwillbeinstalledaftertheenclosureprojectiscompleted.Note:All
excavationworkwithin15feetofaQuestarhighpressurenaturalgasdistributionlinewill
requireQuestarGastechnicianstobeon‐siteduringtheexcavation.Contractorshall
coordinatethisthroughBlueStakes.
2.4ROOFING:Theroofshallbeastandingseammetalroof(doublelock–machineseamed)
andshallbefromacontinuousrollsheetfromridgetoeave.AtaminimumtheroofR‐value
shallbeR‐30.Providearooffasciatoextenddownthefaceofthemetalwallpanelsof
lengthandprofiletomatchfasciaheightontheexistingadjoiningcanopyjusttothenorthof
theprojectsite.ComplywithNRCA(NationalRoofingContractorsAssociation)standard
detailsforthemetalroofandfascia.Theroofshallslopeawayfrombuilding507towards
theeast.Theroofslopeshallneverbelessthan1:12slope.Thenewroofcolorshallmatch
theexistingcanopyroofcolorandfasciacolor.
ThecompletestructureshallbedesignedtomeetorexceedallUtahStateseismic
zonecodesrequirementsandtheroofshallbedesignedforallroofloadsincludingallsnow
loads,windloads,andanyroofequipmentloadsforthisgeographicalareaperallapplicable
codesandrequirements.(AlsoseeUFC3‐301‐01).Provideroofsnow/icedamsandaroof
gutterdrainsystemincludingheattapeforthecompleteguttersystemtoinsureproper
drainageforallareasandforthedownspoutstoflowfreelyfromtheroofguttersystem.
Thecontractorshallprovideandinstallaheattapetemperaturecontrollerinsideofthe
buildingforproperheattapeautotemperatureadjustmentandalsoinstallafaultindicator
thatclearlyindicateswhentheheattapeisoperatingandwhenthereisafaultintheheat
tapesystem.Anyrooforwallpenetrationsandconnectionsincludingtothemainbuilding
shallbecompletelysealedfromanyinfiltrationorleakage.Thisroofsystemshallmeetall
NFPAandUFCrequirementsandthecompleteroofsystemshallbewaterproof.Thisnew
roofshallalsoprovidefullprotectionagainstallweatherconditions.Allroofflashing
designsshallbesubmittedforapprovalbytheHillAFBArchitectsandprojectmanager.The
colorsofallmaterialsshallbesubmittedtotheHillAFBprojectmanagerforapproval
beforepurchaseandinstallation.Designandinstalliceandsnowprotectionfortheexisting
gasmeterequipmentthatislocatedatthenortheastcornerareaoftheelevateddockarea.
The gasmeterlocationisshownontheattachedlayoutdrawings.Theprotectionof
thisgasmetercanbeametalleantotypedesignthatisstructurallydesignedtowithstand
allinclementweatherconditionsandkeeprooficefromfallingontothegasmeter.Thisgas
meterprotectionstructureshallalsobearchitecturallycompatiblewithHillAFB
requirementsandallowforeasymaintenanceofthenaturalgasmeterandpiping.A
submittaloftheproposeddesignshallbeprovidedtothegovernmentprojectmanagerfor
reviewandapproval.
2.5EQUIPMENTACCESSDOORS:Theblastboothenclosureshallbeequippedwithtwo
electrictypeopeningheavymetal18gaugepowdercoatpaintedsteelrollupdoors.These
rollupdoorsarerequiredtofacilitateequipmentmaintenanceandblastmediaremoval
fromthearea.ThecontractorshallevaluateNFPAandULrequirementsforthesetworoll
updoorsandalsorequirementsforthetwomanegressdoors.Thecontractorshallprovide
andinstalldoorsthatmeetallcoderequirements.Thecontractorshallprovideandinstall
automaticdoorclosersonthemandoors.Thecontractorshallprovideallmaterialsand
laborforthecompletedoorsinstallationsincludingalloftherequiredelectricalwork(460
V/3PH/60HZ)fortheserollupdoors.Theelectricopeningsteelrollupdoorsshallbeheavy
dutystormtightdoors(example:CooksonThermiserstylestormtightinsulatedrollup
doorsorequal)andtherollupdoorslatsshallbeinsulatedwithclosedcellhighdensity
polyurethanefoaminsulation.
Therollupdoorsshallalsobeconstructedof18gaugesteelthatisgalvanized,
phosphatized,andpolyesterpowdercoatpaintedontheoutdoorssideand24gaugesteel
thatisgalvanized,phosphatized,andpolyesterpowdercoatpaintedontheinteriorside.
Thesedoorsshallbedesignedforaninsidefitandtherollupdoorsshallbeinstalledonthe
insideofthebuildingtokeepthedoorhood,motor,andbarreloutoftheinclementweather
conditions.Thehoodforthesedoorsshallalsobesteelthatisgalvanized,phosphatized,and
polyesterpowdercoatpainted.Theguidesshallbestructuralsteel,phosphatized,and
polyesterpowdercoatpainted.Theserollupdoorsshallalsohaveamanualoverridechain
hoistsystemoneachdoorforopeningandclosingthedoorsincaseofpowerfailure.The
tworollupdoorswillbelocatedontheEastsideoftheenclosureas
shownonthelayoutdrawings.Thesizeofeachoftherollupdoorsshallbe18’wideand
15’tall.Thereshallbe2personnelegressdoors(mandoors)locatedatthelowerlevelof
theenclosuretoexittotheoutsideasshownontheconceptlayoutdrawings.Alldoorsshall
bemetal,powdercoatpaintedandinsulated.
2.6PADMOUNTEDOVERHEADCRANE:Thecontractorshalldesign,provide,andinstallan
overheaddualbridgecranesystemthatincludesreinforcedconcretefootingsforallofthe
cranestructuralcolumnsandtheirrespectivemountinglocations.Theoverheaddualbridge
cranesystemshallbeprimedandpaintedsafetyyellowincolor.Thedualbridgecrane
systemshallbedesignedandinstalledsothattherearetwobridgecranesinstalledonthe
samestructuralrailwaytravelsystem.Eachbridgecraneshallbeoperatedindependentlyof
theeachotherandtheymaybothbeoperatedatthesametimeiftheoperatorchosestodo
so.Thedualbridgecranesystemshallbeinstalledontheexistingdockareatoassistthe
building507customersinmaterialhandlingoperationsorpartsstaging.Eachbridgecrane
shallberatedataminimumofonetoncapacity.Thetwobridgecranesshalleachhavetwo
speedsormorecapabilityandtheyshallbeprovidedwithremotecontroloperation.The
contractorshallprovidetheremotecontrolcraneoperatorpendantsforeachbridgecrane
andthecontractorshallalsoprovidecraneoperatortraining.Thecraneoperatortraining
shallbeprovidedbyacertifiedcranemanufacturetrainer.Thesetwobridgecranesshall
havependantcontrolsforeachbridge.Thetwobridgecranesshalleachhaveaminimum
hookheightof12feetasmeasuredfromthedockfloorelevationonuptothecranehook
elevation.Maximumavailablehookheightisdesired.
Thecraneandbuildingenclosureshallbedesignedtoprovidemaximumavailable
cranehookheightwithoutanyinterferenceofobstacles.Bridgecranestoplocationsshall
becoordinatedwiththeHillAFBprojectmanagerandtheprocessengineer.Thisoverhead
cranesystemshallbedesignedtospanentirelengthandwidthofthenewenclosuredock
area,andthiscranesystemshalltobeabletoliftfromanypointwithinthisdockareaspan.
Thedockareaspanisapproximately70’by24’,butthecontractorshallfieldmeasureand
verifytheexactmeasurementsofthefulldockarearoomspan(seeconceptlayoutplan).
Thecontractorisrequiredtoloadtestthedualbridgecranesystemandprovide
writtencertificationdocumentingthatthecranesystemmeetsallsafetyrequirementsand
thatthecranesystempassedalloftherequiredloadtests.Thisloadtestshallbedonebya
thirdpartycraneloadtestingcompanythatiscertifiedtoinspectandloadtestcranes.
BridgestoplocationsshallbecoordinatedwiththeHillAFBprojectmanagerandthe
processengineer.
2.7FLOORING:Thecontractorshallremovealloftheexistingasphaltinthisnewbuilding
enclosuresiteareabelowthedocksothatthenewconcretefloorandperimeterfootings
canbeinstalled.Thecontractorshallremoveasmuchoftheexistingasphalt,graveland
dirtrequiredtopreparethesiteforthenewinstallation.Theremovedmaterialthatwill
notbereused(asphalt,dirt,gravel)shallbehauledawaybythecontractorandtakenoff
HillAFBproperty.
Thiswastematerialthatishauledawayshallbedisposedofatagovernment
approvedlandfillsite.Theareawheretheasphaltwasremovedshallbefilledwiththe
newcivilengineerdesignedmaterialandthencompactedasdesignedandrequiredfor
thenew6”‐7”thickreinforced5,000psiratingconcretefloor.Thisnewconcretefloor
shallmatchtheelevationoftheasphaltfloorareaelevationbeforeremoval,anditis
criticalthatthenewconcretefloorbelevel.Theconcretefloorisrequiredtobelevelfor
theinstallationofthetwoblastboothspertheblastboothsmanufactures’
specifications.Thesetwoblastboothswillbeinstalledunderadifferentcontractoncethe
enclosureiscompleted.
Thereisanoilwaterseparatorlocatedundergroundinthisareaandithasaround
metalcoverthatcanbeseen.Theundergroundoilwaterseparatorandmetalcoverthatis
visibleatthegroundfloorelevationshallremaininplace.Thefinishedconcretefloor
elevationshallbeatthesameelevationasthetopoftheoilwaterseparatorelevation.
Thereshallbeasmoothelevationtransitionfromthenewbuildingenclosureareaoutto
thestreetarea,sothatforkliftsenteringandleavingtheenclosurethroughtherollup
doorswillhaveasmootheasytransitionintoandoutoftheenclosure.Theenclosure
concreteslabshallmeetorexceed5,000psicompressiontestsrequirements.The
contractorshallhavethisconcretetestedbyathirdpartycertifiedconcretelabtesting
companyandthewrittenconcretetestresultsshallbesignedanddatedbythelaband
submittedtothegovernmentprojectengineer.
Thecontractorshallprovideanindustrial/manufacturinggrade(heavyduty)epoxy
floorcoatingforallconcretefloorareasofthisnewenclosurebuilding(dockfloorareaand
lowernewconcretefloorarea).Thecontractorshallprovideasubmittalfortheheavyduty
epoxycoatingtheyproposetouseforthisprojectandgovernmentapprovalisrequired
priortopurchaseorinstallationofthisepoxyfloorcoatingsystem.
Therepairorreplacementoftheupperdockconcreteareashallbeevaluatedbythe
contractorandthecontractorshallprovidetwodesignoptionsofhowthisareacanbestbe
repairedorreplaced.Itmaybepossibletogrindandresurfacethisdockareasothatallof
theexpansionjointconcretesectionsandtransitionsarelevelandatthesameelevation.It
isalsopossiblethattheseconcreteareasneedtoberemovedandreplaced.Thecontractor
shallevaluatethedockareaandprovidetwooptionsofhowcorrectthisproblem.The
existingdockareaexpansionjointfillermaterialshallberemovedandtheexpansionjoint
shallbecleanedpertherecommendationsofthefillermaterialmanufacture.Proper
cleaningofthejointsiscriticalforlonglastingjointfilleradhesionandforproper
installationandwear.
Thenewepoxyfloorinstallationshallbecompatiblewiththeexpansionjoint
material.Ifthisisnotthebestwaytocorrectthisjointsealingproblem,thenthecontractor
shallgivehisorherrecommendationofhowtoaccomplishthebestresultsanddesignthe
solution.Therearelargeholesintheexistingdockfloorandalsoatthedropoffendofdock
sidewall.Theseholes/voidsarewheremachineryusedtobelocatedandthismachinery
hasbeenremovedleavinglargeholeareasthatneedtobefilled.Thefillermaterialshallbe
compactedperthecontractorsengineeringdesign,andthenpouredandfilledwithnew
5000psiratedreinforcedconcrete.Thelargestdockareaholeisapproximately13’X8’X
3’.Theseholes/voidsshallbefilledandfinishedtomatchtherestofthetopdockfloor
elevation.Thetopelevationofthenewenclosuredockfloorareashallbeleveledtomatch
thebuilding507floorelevation.
Thecompletedockfloorareaneedstobedesignedandrepairedorreplacedusing
thebestavailableself‐levelingconcretefillingmaterialtolevelallareasthatneedfillerand
thenaheavydutyepoxyfloorsystemshallbeappliedoverthetopofthedockarea
concretefloorasmentionedabove.Theendresultshallbeafinishedconcretefloorsurface
withanepoxycoatingcoveringtheentiretyoftheupperdocklevelarea.Thecontractor
shallproposethetwobestrepairorreplacementmethodsandthebestmaterialsto
accomplishthedockfloorlevelingwork.Thecontractorshallprovidethebestleveling
fillermaterialavailablesothatthefloorwillnotfracture,crumble,orsustainanydamage
underheavymovingequipmentpointloadsappliedbyprocessoperatorspushing
materialshandlingequipmentcarts,forklifts,andbytheloadingandunloadingofpartsand
partsstagingontheconcretefloor.

There will also

bepartsbeingsoffloadedandloadedintoandoutoftheblastbooths.Thecontractorshall
alsoprovidethewarrantyinformationfortheproposedfloorrepairorreplacement
constructionandthegovernmentwillpreferthemethodwiththelongestwarrantyperiod.
Note:Thereisamechanicalequipmentroombelowthedockfloorlevelatthenorthendof
thedockandthisconcretefloorarearepairwillrequirethebestavailableengineering
solutionalso.Thecontractorshallprovidesubmittalsforreviewandapprovalbythe
Governmentprojectmanagerandtheprocessengineerbeforethisconcreteworkis
started.Note:Allexcavationworkwithin15feetofaQuestarhighpressurenaturalgas
distributionlinewillrequireQuestarGastechnicianstobeon‐siteduringtheexcavation.
ContractorshallcoordinatethisthroughBlueStakes.
2.8ELECTRICALPOWERSYSTEM:Thecontractorisresponsibleforallelectricalmaterials,
labor,andelectricalinstallation.Thereisamainelectricalbussductsystemoverheadinside
thebuilding507processarea.Thisbussductisapproximately90feetawayfromthenew
enclosureentranceopeningwhichleadstothenewblastboothenclosurearea.The
contractorshalltapintothisbussducttoobtaintheelectricalpowerrequirementsofthe
newblastboothenclosurearea.Thecontractorshallprovideandinstallanelectricalsafety
disconnectswitchatthebussductandrunallconduitandwiresrequiredforthepowerof
thenewenclosurearea.
Thecontractorshallfirstevaluateandverifythatthereissufficientelectrical
capacityatthisoverheadelectricalbussductlocationtosupplyalloftheelectrical
requirementsofthenewblastboothenclosure.Ifthecontractordeterminesthatthepower
availableatthebussductlocationisnotsufficienttofeedthepowerrequirementsofthe
newblastboothenclosure,thenthecontractorshallobtainthepowerfromthesoutheast
electricalvaultlocation.
TheContractorshallprovideandinstall1each400ampunderwritersLab(UL)
listedandlabeledelectricalpowerpanelforthe277/480V,3phelectricalpowerrequired
forthenewbuildingenclosure.ThepowerpanelshallbeULlistedandlabeledanditshall
haveaminimumof42circuitbreakerspacesandallofthenecessarycircuitbreakers.The
circuitbreakersshallalsobeULlistedandlabeled.Thenewinstalledelectricalpanelshall
belocatedinsidethenewblastboothbuildingenclosureatacentrallocationthatiseasily
accessibleandoutofthewayofmaterialhandlingequipment.
Thecontractorshallcoordinatetheelectricalpanellocationwiththegovernment
projectmanager.Thecontractorshallalsoprovideandinstall1each100amprated
electricalpowerpanelthatisULlistedandlabeledforthe120/208V,3phpower
requirementsinoratthenewbuildingenclosure.Thepowerpanelshallhaveataminimum
42circuitbreakerspacesandallofthenecessarycircuitbreakerstoprovidethepower
requirementsofthenewbuildingenclosure.AllcircuitbreakersshallbeULlistedand
labeled.Thecontractorshallcalculate,provide,andinstallaULlistedandlabeled
transformertostepdownthepowerfrom480Vto120Vforthepowerrequirementstothe
120Vpanel.Thisstepdowntransformershallhaveallcopperwindings.Aluminum
windingsshallnotbeallowed.Allelectricalwiringforanyandallpowerrequirementsshall
alsobecopperwire.Aluminumwireshallnotbeallowed.Allbussconnectionsandelectrical
bussesprovidedinanyelectricalequipmentorpanelsshallbecopperonly.Aluminumshall
notbeallowedforanyelectricalbussesoranyportionoftheelectricalworkinthisproject.
TheContractorshallprovidetheelectricaldesignproposalsforreview.The
contractorshallscheduleandsubmitoutagedocumentsforanyrequiredutilitiesoutages
(electrical,excavation,water,compressedair,breathingair,etc.)Theenclosureshallbe
equippedwithelectricalsurge
suppressionprotectioninsidethenewbuildingenclosureanditshallbeULlistedand
labeledandmeetunderwritersLab(UL)certificationrequirements.Alloftheelectrical
materialssupplied,electricalengineeringdesign,andinstallationworkshallbein
compliancewithlatestNationalElectricalCode(NEC),UFC’s,UL,andHillAFBfacilitydesign

requirements.

2.9LIGHTING:Shallbeceiling‐mountedlight‐emittingdiode(LED)lightfixtures.Thelight
fixturesandLEDlightsshallberated100foot‐candlesataminimumwithacolor
temperatureratingof5100kattheworksurface.Thelightinglayoutshallbedesignedfor
thecorrectnumberoflightfixturesandthelightfixturesshallbeoptimizedandlocatedto
providerequiredlightingforthecompleteblastboothenclosureprocessarea.Thelight
switchsystemshallbedesignedtoallowforallofthelightstobeonorforhalfofthelights
tobeturnedonoroffatanytime.
Thedesignshallstrategicallyplacethehalfbanksoflightsevenlyaroundtheceiling
enclosureareasothatifonlyhalfofthelightsareontheentireareastillhasevenlighting.
Thereshallalsobeemergencylightingwithbatterybackupprovidedandthisshallbe
designedtomeetallcodeandspecificationrequirements.Thecontractorshallusethe
existinglightingelectricalpowerpanelforthelightpowerrequirementsinthenew
buildingenclosure.Thiselectricalpanelislocatedinsidethemainbuilding507process
areaneartheentrancedoortothenewenclosure.Thiselectricalpanelhassparebreaker
spacesandthecustomerwantsthiselectricalpanelusedforthelightingbecausetheyuse
anautomatedmaintenanceprogramforallofthebuildinglighting.Thereshallbelight
switchesattheentrancetotheenclosuretoturnallofthelightsofforhalfofthelightsoff
asstatedabove.Note:Thecontractorshallverifythatthereisenoughcapacityavailablein
thisexistinglightingelectricalpanel.Ifthereisnotenoughcapacityintheexistingelectrical
panel,thenthecontractorshallberequiredtotieintotheoverheadelectricalbusssystem
andinstallasafetydisconnectswitchandanyandallotherrequiredelectricalpartsfora
fullandcompletelightingsystem.
Thereshallalsobelightingoutsideofthebuildingtoilluminatetherollupdoorarea
andmandoorareasatnightandtheoutsidedoorlightingshallhavetheirowndedicated
electricalswitcheslocatedinsidenearthedoors.
2.10FIREALARMSYSTEM:Firealarmandmassnotificationsystemsshallconnectwiththe
existingfirealarmsystemandoperateaccordingtotheNationalFireProtection
Association(NFPA)72andUFCrequirements.Anymodificationstothesystemneedtobe
approvedbytheBaseFireDepartmentandbasealarmshop.Thefirealarmsystemshallbe
interlinkedwiththeblastmediasystemequipmentandtheHVACsystem.
Intheeventthatthereisafirealarmactivatedthefirealarminterlinkshallshut
downalloftheblastmediasystemsequipmentandalsotheHVACequipment.The
contractorshalldesignandprovideafiresuppressionandalarmsystemthatmeetsETL02‐
15,UFC3‐600‐01,NFPA 72,andallothertheapplicablerequirements,includingAirForce
CivilEngineeringCenter(AFCEC)InterimGuidancethatisgivenprecedenceforthe
operationofthebuilding507newenclosure.
2.11FIRESUPPRESSION:Thecontractorshalldesignandprovideafiresuppressionand
alarmsystemthatmeetsUFC3‐600‐01andallothertheapplicablerequirements,including
AirForceCivilEngineeringCenter(AFCEC)InterimGuidancethatisgivenprecedencefor
theoperationofthebuilding507newenclosure.

NOTE: NFPA Chapter 13 Section 10.4.3.1 prohibits fire service mains that run further than 10 feet under a building. Currently a section of high pressure fire suppression line does run between the PIV and the interior fire riser on the east wall. The contractor shall insure that the design and construction for this project is in compliance with NFPA Chapter 13 Section 10.4.3.1 and all other UFC and NFPA codes as required for underground fire suppression piping.

The contractor shall survey and evaluate the existing available Hill AFB fire protection water distribution system and conduct water flow tests, water volume test, and pressure tests as necessary to determine that there is enough water capacity to be able to provide a design that meets all of the requirements. The contractor shall submit detailed building sprinkler shop drawings and calculations to the base fire department and to the Government project manager prior to beginning the construction of the building enclosure for the two blast booths. The shop drawings submittals shall include all water testing results and calculations, etc. Note: All ferrous materials and water lines that are in contact with the earth shall have cathodic protection. The fire protection water piping system shall have cathodic protection installed by the contractor. See cathodic protection in the Hill AFB Facility Design Standard. The drawings shall be signed and stamped by a professional fire protection design engineer (FPDE).

Plans and calculations for new systems or modified systems, construction (shop) drawings and calculations must be prepared by an individual that has obtained National Institute for Certification in Engineering Technologies, Automatic Sprinkler Systems, Level III certification, or Special Hazards Suppression Systems, Level IV certification, in accordance with the applicable NFPA code. A registered professional engineer licensed to practice fire protection engineering in Utah must stamp the shop drawings prior to submitting the fire extinguishing system shop drawings to the appropriate contractor’s designated Fire Protection Engineer.

System working plans and calculations must be prepared and submitted for approval by a registered professional fire protection engineer or an individual that has obtained National Institute for Certification in Engineering Technologies, Fire Alarm Systems, level III certification (minimum) in accordance with NFPA 72 and UFC requirements. Submit the fire alarm reporting system, fire alarm evacuation system, and automatic fire detection system construction (shop) drawings to the appropriate components designated Fire Protection Engineer. A registered PE licensed to practice fire protection engineering in Utah must stamp the shop drawings prior to submitting them. The final fire suppression system installation shall be tested in coordination with the Hill AFB Fire Department and a report of the results shall be submitted to the Hill AFB Fire Department and the Government project manager.

The Qualified FPDE shall have a Bachelor of Science or higher level of education in fire protection engineering with curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum at a university or school of engineering. The FPDE shall have as a minimum 5 years of work experience in fire protection engineering or a Professional Engineer (PE) license by examination, National Council of Examiners for Engineering and Surveys (NCEE) fire protection engineering written examination, or a PE license in a related discipline with a minimum of 5 years work experience in fire protection engineering. The AE firm that the MACC III contractor hires shall confirm that the FPDE’s credentials and education comply with the definition of a qualified FPDE. The FPDE shall have the required experience in the design and construction of Hill AFB buildings fire protection systems of similar complexity, drawings, and specifications.

Note: There shall be a Final Inspection of the complete fire suppression and alarm system that is installed for this new building blast booth enclosure area.

2.12HEATINGANDVENTILATION:Theequipmentenclosureadditionshallbeequippedwith
anHVACsystem.Thereshallbeheatingforwinterconditionsandcoolingsystemsforthe
summeralongwithanyandallrequiredmake‐upandventilationair.Summercontrolled
temperaturerequirementsshallbe78+/‐4degreesFahrenheit(F).Wintercontrolled
temperaturesrequirementsshallbe68+/‐4degreesF.TheHVACdesignshalltakeinto
accountthevolumeofmake‐upairrequiredforthetwoblastboothswhileinoperationand
alsoforthenewbuildingenclosurematerialshandlingoperation.Thefutureblastbooths
airrecirculationandmediarecoverysystemrequirementsshallbeincludedinthe
evaluationoftheHVACsystemdesigntomakesuretheHVACsystemwillmeetall
requirements.Airrequirementsincludethatpropermake‐upairsupplyvolumesshallbe
providedforanyexhaustedairandfortherequiredroomairchangesperhourinthisnew
buildingenclosure.
ThenewHVACsystemequipmentshallallbeenergystarratedandbeofthehigh
energyefficienttype.ThecontractorshalldesignallHVACrequirementsolutionsand
providedirect/indirect(dir/ind)evaporativecoolingandthedir/indunitorunitsshallbe
ofstainlesssteelmaterialfabrication.Thenewairhandlerandorairhandlersandthedir/
indunitsshallbelocatedontheroofoftheexistingbuilding507.Thisroofareaislocateda
fewfeetwestofwherethenewbuildingenclosurewilltieintothebuilding507roofarea.
Thereisacurbontheroofofwhereanoldunitwasremovedandthiscurbcanbe
usedifitmeetrequirements.Thestructuralengineershallverifythattheroofcansustain
allloadinganddesignextraroofbracingasrequiredforseismic,wind,weight,andany
otherrequiredloadcalculations.Thecontractorshallmakesuretheinstallationissafeand
meetsallrequirements.
Theheatingsystemshallusenaturalgasasthefuelfortheequipmentconsideredin
theheatingdesign.Ifanairhandlerwithbothheatingandcoolingisconsideredinthe
design,thentheairintakeofthedir/indcoolerandalsotheairintakeoftheheaterfilter
bankmustbeprotectedfrominclementweather.Theequipmentshallhavealarge
protectiveshroudandthisshallbeaprovendesignthatshallprotectandkeeptheair
intakefiltersdryinallweatherconditions(rain,snow,sleet,fog,etc).Theairintakeshallbe
theproperdistancefromanyexhaustsorcontaminantsandthedesignshallprovidepreheatofthe
enteringairattheairintakefilterbanktokeepthefiltersdrysomoistairoutsideairdoes
notfreezeorcollectonthefiltersandreduceairflow.AnyHVACequipmentthatis
installedoutsideshallhavean18”highstructuralcurbthattheequipmentwillbeboltedor
weldedtoandtheequipmentshallbeanchoredcorrectlytomeetseismicrequirementsfor
thisgeographicalpartoftheStateofUtah.
Anotherheatingoptionthatwillbeconsideredistolocategasheatersinsidethe
newenclosurearea,buttheywouldhavetobelocatedoutofthewayofanyinterferenceof
processesorprocessequipmentaccessareas.Theyshallbelocatedwheretheycanbe
easilyserviced.Iftheyarelocateduphighandcan’tbeservicedfromfloorlevel,thenOSHA
approvedcatwalksandladdersshallberequiredtoaccessthem.Theequipmentand
installedlocationsalsohavetomeetallfirecoderequirements.AlloftheHVACequipment
andductingshallbelocatedoutofthewayofthetwobridgecranesandcranetravelpaths
forthetwobridgecranes.Thesebridgecraneswillbeinstalledandlocatedoverheadinside
oftheenclosuredockarea.
Thesetwoblastboothswillbeinstalledafterthisconstructionenclosureprojectis
complete.Thecontractorshallprovidedirectdigitalcontrols(DDC’s)forthecomplete
HVACsystem.ThecontractorshallalsoprovidealloftheprogrammingfortheDDC’s
systemandconnecttheDDC’ssystemtotheHillAFBEMCSoffice.Thecontractorshall
coordinatetheDDC’sconnectiontotheEMCSsystemwiththeHillAFBprojectmanager.
Thecontractorshallalsoprovideandinstallanyandallrequiredequipment,wiring,
sensors,etc.andtheinstallationrequiredforthecompleteDDC’sandEMCSsystemand
connection.Thecontractorshallalsosupplyanindependentthirdpartycompanyto
commissionthecompleteHVACsystemforthisnewbuildingenclosure.Thecontractor
shallprovideacopyofthecommissioningplan,thecommissioningagentsnameand
qualifyingcertificationsforgovernmentapprovalpriortothestartofthecommissioning
process.Thecontractorshallalsoprovidetestandbalanceoftheequipmentandatestand
balancereportalongwithacommissioningreporttotheHillAFBprojectmanager.The
newenclosureadditionairpressureneedstoremainslightlynegativecomparedtothe
mainbuilding507.
ThecontractorshalldesigntheHVACsystemsothatitgeneratesenoughmakeup
airforthisenclosureareaandthesystemshallhavepropercontrolstomakesurethenew
enclosureareiskeptattheproperpressureatalltimes.Thecontractorshallmakesure
thattheHVACdesignandinstallationdoesnotallowairfromtheenclosureareatomigrate
intothemainbuilding507processarea.Theblastmediaandthepaintthatisremoved
frompartsduringthebeadblastprocessisconsideredhazardousandthecontractorneeds
todesigntheHVACsystemsothattheenclosedareaisalwaysatanegativepressure
comparedtothemainbuilding507sothatthecontaminantsdonotmigrateintothemain
building507processarea.Thetwoblastmediaboothswillexhaust45,000CFMeachfora
totalof90,000CFM.Therearethreemakeupairunitsinthemainbuilding507areanear
thisnewenclosureandtheyprovide35,000CFMeachofmakeupairforatotalof105,000
CFMtothemainbuildingarea.Thecontractorshallevaluateandverifythecorrectexhaust
rates,ventilationrates,andtherequiredmake‐upairfortheenclosureareaforthedesign.
Thecontractorisultimatelyresponsibleforthecorrectamountofmakeairthatis
providedtothisareawhentwoblastboothsareoperating,whenonlyoneblastboothis
operating,orwhenthetwoblastboothsareshutdown.Thisdesignrequiresanelectrical
interlinkandavariablespeedmake‐upairadjustment(VariableFrequencyDrive,VFD)
providedtoensurethisenclosurearearemainsatanegativepressureunderallconditions.
Thecontractorshallprovideandinstallanaccuratepressuremeasuringand
monitoringdevicethatverifiesthattheenclosurearearemainsatanegativepressureand
thecontractorshallprovideandinstallaroompressuredisplayonthewallthatshallshow
theroompressureatalltimes.Thecontractorshallalsoinstallthissametypeofmeasuring
andmonitoringdeviceonthewallofthemainbuilding507processareaneartheopening
intotheenclosureareasothatthepressuresinbothareascanbereadandsothatnegative
pressureinthenewenclosureareacanbeverifiedatalltimes.Theamountofnegative
pressureshallnotbesogreatthatitimpleadsorinterfereswiththeblastboothexhaust
equipmentoperation,anyportionoftheHVAC,orcausetroublewiththeopeningorclosing
ofanyroomdoors.ThereshallbeamanualemergencymushroomstyleHVACstop(shut
off)switchofthecompleteHVACsystemincaseoffireoraircontaminationlocatedinan
easilyaccessiblelocationthatshallbeapprovedbytheHillAFBFireDepartment.The
contractorshallsupplyandinstalltheHVACshutoffswitchandaprotectiveclearplastic
enclosurefortheswitch.Theemergencyshutoffswitchcovershallbehingedsothatthe
covercanbeeasilyopenedtoallowaccesstotheHVACemergencystopswitch.The
completenewHVACsystemshallcomplywithUFC4‐010‐01,DepartmentofDefense
(DOD)minimumantiterrorismstandardsforbuildings.
2.13ENTRYINTOTHEENCLOSURE:Theexistingdoorwayfromthemainbuildingshallbe
widenedandexpanded.Thecontractorshallremovethepresentexistingtemporarywall
sectionsbeingusedtocovertheopening.Thenewopeningshallbeapproximately22feet
wideby13feettall,toalloweasyentryofthematerialhandlingcartswhichrollonwheels
andwillbemanuallypushedintoandoutoftheblastboothenclosurearea.Note:Thereare
electricalconduitsandwiringthatmayneedtoberelocatedtoincreasethedooropening
heightandtoframeandflashtheopening.Theentrywayelevationoftheexistingbuilding
507floorshallbecontinuedintothenewenclosureareawithoutanyelevationchangesor
floorelevationobstacles.Thisisrequiredtoprovidesmoothandeasytransitionofthe
materialhandlingcartsthataremanuallypushedintoandoutofthenewbuilding
enclosureandblastbootharea.Thedoorwayopeningshallbestructurallyframedand
flashedtoprovideanicelookingtransitionfromthemainbuildingareaintothenew
buildingenclosurearea.
2.14PROCESSCOMPRESSEDAIRPIPING:Thecontractorshallberesponsibleforallmaterials
