MACC III
Project # KRSM162064, W/O # 59163 CONSTRUCT BLAST BOOTH ENCLOSURE ON EAST SIDE
OF BLDG 507
STATEMENT OF
WORK
Rev g
1. SCOPE
This Project Statement of Work (SOW) defines the scope for the building 507 project KRSM162064. This SOW includes the construction requirements that the MACC III contractor shall implement in the design and construction of a new facility enclosure that shall be constructed and attached to the east side of building 507. This new building enclosure shall be constructed for the future purpose of housing moveable production equipment including 2 new blast booths and other associated equipment that shall be purchased and installed under a separate contract once the building 507 MACC III construction enclosure project is completed. The approximate building layout is provided in the attached drawings. These drawings show the desired layout with approximate dimensions and these drawings shall be used as guidance in the design. The contractor shall coordinate all design information with the project manager and also with the building 507 process engineer to verify that the new building design and layout meets all requirements.
All design services furnished by the Design Build MACC III contractor shall be performed under the direct supervision of licensed Professional Engineers (PE) and licensed Architects. The Professional Engineers and Architects shall be licensed in the state of Utah. The contractor, through his or her designer, is responsible for the accuracy, adequacy, timeliness, and professionalism of the design solutions and design documents. The contractor shall ensure that all designs and solutions meet the requirements of the contract documents for this building 507 project.
1.1. Efficient project management shall include accurate on-time submittals for successful project execution. Contractor requirements include early involvement in the planning and design process to insure a successful project outcome. The contractor shall provide a superior design along with cost- effective and technically-sound solutions. The contractor shall perform all work in accordance with (IAW) federal, state, and local statutes and regulations.
2. EQUIPMENT ENCLOSURE REQUIREMENTS: The Enclosure shall be designed and constructed as a weather‐tight enclosure design to house two blast booths with structurally boxed out areas for four exhaust ducts and the associated blast media recovery system that will penetrate the south facing wall. These two blast booths, exhaust ducts and media recover will be installed under a different contract once this building enclosure is completed. The MACC III contractor for this building 507 new construction enclosure project shall structurally box out the south wall areas in the locations where the two blast media exhaust ducting will penetrate the wall at a later date. The contractor shall design, provide, and install the HVAC system equipment, fire suppression, hand guard rails to keep employees on the higher level dock area safe from falling to the lower floor area, stairs to go from the higher dock area to the lower floor area at the locations shown on the attached drawings, and any other equipment appurtenances listed or explained in this SOW. The contractor shall provide and install two 18’ wide x 15’ high roll up doors on the east wall of the enclosure and there shall be two man doors (one on the north side wall and one on the south side wall) of the new building enclosure.
2.1 EQUIPMENT BUILDING ENCLOSURE DESIGN: (Refer to concept floor plan drawings) The new building enclosure shall structurally and architecturally be designed and constructed to connect with building 507 on the east wall side of the present building 507. The enclosure shall connect at the north side of the exterior process door opening that is currently sealed closed with temporary siding material. The present door is presently covered with siding materials, other materials, some utilities and they shall be removed from where this opening will be, to provide the entrance path into the new enclosure area from the main building 507 process area. Any utilities (electrical, air, water, etc.) that are removed shall be re‐routed and replaced. The door opening entrance size from the main building 507 into the new blast booth building area shall be 22’ wide X 13’ high. This entrance door opening shall be framed and flashed with heavy gauge sheet metal and painted to provide a nice appearance and also to provide protection from rust and the process carts which may bump into the entrance corners. This is where the north wall of the new building enclosure shall tie into the existing building 507 wall as shown on the concept floor plan drawings. The existing building 507 east wall will be used as the west wall of the new enclosure area. The south wall shall be located approximately 94 feet to the south of the north new building wall tie in point per the concept floor plan drawings. This south wall will run in the east direction and shall be approximately 57 feet long (refer to layout drawings). The north side wall of the enclosure angles across the dock at the down ramp area and towards the natural gas meter area as shown on the Government supplied concept drawing plan. The government drawings attached are approximate and it is the responsibility of the contractor to field measure and verify all government supplied drawings information for accuracy and the contractor shall only use these drawings as guidance. For bidding purposes this enclosure area is approximately 4,000 square feet. The roof height of the new enclosure shall be the same elevation as the existing main building 507 east wall roof height. The new blast booth building enclosure roof and the existing building 507 roof shall connect at this point on the east side of building 507. This height of the new enclosure at the main building roof connection point is approximately 25 feet +/‐ a few inches as measured from the top of the asphalt elevation. The contractor shall take all required field measurements of the existing building 507 for use in the design drawings that the contractor shall provide. The interior clear height measured from the dock floor to the underside of the ceiling in the new building enclosure shall be designed to provide the maximum possible height to allow head space for the new blast booths and associated ducting. The new building enclosure shall also have the same type of fascia as the fascia that is on the overhang area located to the north of the gas meter equipment area. The existing building 507 windows that are located below the roof line fascia on the existing east building 507 wall shall remain in place.
2.2 BUILDING ENCLOSURE WALLS: The contractor shall provide a 2’ high and a minimum of 8” thick reinforced concrete stem wall on top of the south dock. The stem wall shall continue to the end of the dock and down to the ground level elevation (present asphalt elevation) and at ground level it shall be 5’ (+/‐) high measured from the ground. The dock elevation measured from the ground is about 3’ (+/‐). The stem wall design shall make sure that the top of both the 2’ high dock stem wall and the 5’ high ground wall are at the same elevation at the top of the two walls and they shall be level all the way around the stem wall perimeter. Note: There shall not be a stem wall in the design of the top of the north dock side wall. This is the side wall that is located over the top of the equipment room (see layout concept drawing and pictures) and will be at an angle. There is no requirement for a stem wall on top of this north dock side. The reason for omitting a stem wall at the north dock is to reduce the load over the concrete dock floor that is on top of the equipment room below. This north dock side wall shall be designed of metal framing and siding without a concrete stem wall. The north wall portion that is located at ground level below the dock (presently the asphalt elevation) shall have a stem wall 5’ (+/‐) high and a minimum of 8” thick reinforced concrete and the top of this stem wall shall be level with the top elevation of the east and south stem walls. These stem walls shall go around the perimeter of the new enclosure except for the north wall located on top of the dock. The stem walls shall have openings where the enclosure doors will be located. The concept is that the top of the dock stem walls and the top of the ground level stem walls will be level with each other around the entire perimeter of the new enclosure addition. The dock area is approximately 3’ high from ground level and this is why the stem wall will be taller at the ground level area than the stem wall will be at the south dock wall area. The top of all the stem walls will be level with each other around the entire perimeter. The concrete stem walls shall finished with a smooth texture.
The building enclosure upper portion of the walls shall be 22 gauge corrugated metal panels on the exterior with 22 gauge full height metal interior liner panel. New metal wall panels shall extend down over the concrete curb and concrete stem wall a minimum of 2” and be properly flashed. The new exterior metal panels shall match as close as possible to the wall profile and color of building 507. The contractor shall provide submittals for the proposed wall design. This wall design and material submittal shall be reviewed by the government and government approval is required before the contractor is to purchase the materials for the walls. The contractor submittal shall at the minimum include materials, profile drawing details, and colors proposed.
The contractor shall provide a minimum wall R-value of R-17 at all walls that extend above the concrete knee wall. The entire new enclosure building shall be designed and constructed to meet all snow loads, wind loads, and seismic requirements for this northern Utah geographical location per UFC 3‐301‐01. The colors of all materials shall meet Hill AFB Architectural compatibility requirements and they shall be submitted to the Hill AFB project manager for approval before using them for construction. Provide a roof metal fascia to extend down the face of the metal wall panels of the same length and profile to match the fascia height on the existing adjoining canopy just to the north of the project site. Provide roof gutters and downspouts designed in accordance with SMACNA standards (also see description of roof and roof gutter scope in paragraph 2.3 Roofing).
The blast booth exhaust/blast media recovery system ducting will penetrate the south wall in four locations after this enclosure project is completed. This MACC III contractor is responsible for structurally boxing in these four penetration locations at the areas shown on the attached layout drawings. The two exhaust/media recovery ducts will penetrate the south wall and be attached to these boxed and reinforced structure locations at a later time. The design of these structurally boxed areas shall be coordinated with the government project manager to assure the boxed in locations are correct and to prevent any re‐work later. These boxed areas shall prevent the need to disturb or re‐locate any building structural steel beams or purlins later when it comes time to install the blast booth exhaust ducting or media recovery ducting. The exhaust duct is 48” and media recovery duct size is 24” and the penetration hole diameter size and structural boxed area sizes required shall allow for correct anchoring and flashing at these locations. These duct sizes and locations are shown on the attached drawings.
2.3 FOUNDATION: The design of the new building enclosure foundation and footings shall make sure that the new foundation and footings do not interfere with the existing equipment that is in place inside the equipment room. The equipment room is located under the existing dock concrete floor. The new foundations and footings shall also not interfere with the new blast booths and media recovery systems that will be installed at a later time. If the structural footings are above the floor elevation in the equipment room or inside any portion of the new building enclosure, then the structural footings shall not protrude more than 24” into the enclosure room area measuring from the inside wall perimeter of the new building enclosure room. This is necessary so that the structural footings or columns do not interfere with the existing equipment or the new process equipment or operations procedures of the two new blast booths and associated equipment appurtenances that will be installed after the enclosure project is completed. Note: All excavation work within 15 feet of a Questar high pressure natural gas distribution line will require Questar Gas technicians to be on‐site during the excavation. Contractor shall coordinate this through Blue Stakes.
2.4 ROOFING: The roof shall be a standing seam metal roof (double lock – machine seamed) and shall be from a continuous roll sheet from ridge to eaves. At a minimum the roof R‐value shall be R‐30. Provide a roof fascia to extend down the face of the metal wall panels of length and profile to match fascia height on the existing adjoining canopy just to the north of the project site. Comply with NRCA (National Roofing Contractors Association) standard details for the metal roof and fascia. The roof shall slope away from building 507 towards the east. The roof slope shall never be less than 1:12 slope. The new roof color shall match the existing canopy roof color and fascia color. The complete structure shall be designed to meet or exceed all Utah State seismic zone codes requirements and the roof shall be designed for all roof loads including all snow loads, wind loads, and any roof equipment loads for this geographical area per all applicable codes and requirements. (Also see UFC 3‐ 301‐01). Provide roof snow/ice dams and a roof gutter drain system including heat tape for the complete gutter system to insure proper drainage for all areas and for the down spouts to flow freely from the roof gutter system. The contractor shall provide and install a heat tape temperature controller inside of the building for proper heat tape auto temperature adjustment and also install a fault indicator that clearly indicates when the heat tape is operating and when there is a fault in the heat tape system. Any roof or wall penetrations and connections including to the main building shall be completely sealed from any infiltration or leakage. This roof system shall meet all NFPA and UFC requirements and the complete roof system shall be water proof. This new roof shall also provide full protection against all weather conditions. All roof flashing designs shall be submitted for approval by the Hill AFB Architects and project manager. The colors of all materials shall be submitted to the Hill AFB project manager for approval before purchase and installation. Design and install ice and snow protection for the existing gas meter equipment that is located at the north east corner area of the elevated dock area. The gas meter location is shown on the attached layout drawings. The protection of this gas meter can be a metal lean to type design that is structurally designed to withstand all inclement weather conditions and keep roof ice from falling onto the gas meter. This gas meter protection structure shall also be architecturally compatible with Hill AFB requirements and allow for easy maintenance of the natural gas meter and piping. A submittal of the proposed design shall be provided to the government project manager for review and approval.
2.5 EQUIPMENT ACCESS DOORS: The blast booth enclosure shall be equipped with two electric type opening heavy metal 18 gauge powder coat painted steel roll up doors. These roll up doors are required to facilitate equipment maintenance and blast media removal from the area. The contractor shall evaluate NFPA and UL requirements for these two roll up doors and also requirements for the two man egress doors. The contractor shall provide and install doors that meet all code requirements. The contractor shall provide and install automatic door closers on the man doors. The contractor shall provide all materials and labor for the complete doors installations including all of the required electrical work (460 V/3PH/60HZ) for these roll up doors. The electric opening steel roll up doors shall be heavy duty storm tight doors (example: Cookson Thermiser style storm tight insulated roll up doors or equal) and the roll up door slats shall be insulated with closed cell high density polyurethane foam insulation. The roll up doors shall also be constructed of 18 gauge steel that is galvanized, phosphatized, and polyester powder coat painted on the outdoors side and 24 gauge steel that is galvanized, phosphatized, and polyester powder coat painted on the interior side. These doors shall be designed for an inside fit and the roll up doors shall be installed on the inside of the building to keep the door hood, motor, and barrel out of the inclement weather conditions. The hood for these doors shall also be steel that is galvanized, phosphatized, and polyester powder coat painted. The guides shall be structural steel, phosphatized, and polyester powder coat painted. These roll up doors shall also have a manual override chain hoist system on each door for opening and closing the doors in case of power failure. The two roll up doors will be located on the East side of the enclosure as shown on the layout drawings. The size of each of the roll up doors shall be 18’ wide and 15’ tall. There shall be 2 personnel egress doors (man doors) located at the lower level of the enclosure to exit to the outside as shown on the concept layout drawings. All doors shall be metal, powder coat painted and insulated.
2.6 FLOORING: The contractor shall remove all of the existing asphalt in this new building enclosure site area below the dock so that the new concrete floor and perimeter footings can be installed. The contractor shall remove as much of the existing asphalt, gravel and dirt required to prepare the site for the new installation. The removed material that will not be reused (asphalt, dirt, gravel) shall be hauled away by the contractor and taken off Hill AFB property. This waste material that is hauled away shall be disposed of at a government approved land fill site. The area where the asphalt was removed shall be filled with the new civil engineer designed material and then compacted as designed and required for the new 6”‐ 7” thick reinforced 5,000 psi rating concrete floor. This new concrete floor shall match the elevation of the asphalt floor area elevation before removal, and it is critical that the new concrete floor be level. The concrete floor is required to be level for the installation of the two blast booths per the blast booths manufactures’ specifications. These two blast booths will be installed under a different contract once the enclosure is completed. There is an oil water separator located underground in this area and it has a round metal cover that can be seen. The underground oil water separator and metal cover that is visible at the ground floor elevation shall remain in place. The finished concrete floor elevation shall be at the same elevation as the top of the oil water separator elevation. There shall be a smooth elevation transition from the new building enclosure area out to the street area, so that fork lifts entering and leaving the enclosure through the roll up doors will have a smooth easy transition into and out of the enclosure. The enclosure concrete slab shall meet or exceed 5,000 psi compression tests requirements.
The contractor shall have this concrete tested by a third party certified concrete lab testing company and the written concrete test results shall be signed and dated by the lab and submitted to the government project engineer. The contractor shall provide an industrial/manufacturing grade (heavy duty) epoxy floor coating for all concrete floor areas of this new enclosure building (dock floor area and lower new concrete floor area).
The contractor shall provide a submittal for the heavy duty epoxy coating they propose to use for this project and government approval is required prior to purchase or installation of this epoxy floor coating system.
The repair or replacement of the upper dock concrete area shall be evaluated by the contractor and the contractor shall provide two design options of how this area can best be repaired or replaced. It may be possible to grind and resurface this dock area so that all of the expansion joint concrete sections and transitions are level and at the same elevation. It is also possible that these concrete areas need to be removed and replaced. The contractor shall evaluate the dock area and provide two options of how correct this problem. The existing dock area expansion joint filler material shall be removed and the expansion joint shall be cleaned per the recommendations of the filler material manufacture. Proper cleaning of the joints is critical for long lasting joint filler adhesion and for proper installation and wear. The new epoxy floor installation shall be compatible with the expansion joint material. If this is not the best way to correct this joint sealing problem, then the contractor shall give his or her recommendation of how to accomplish the best results and design the solution. There are large holes in the existing dock floor and also at the drop off end of dock side wall. These holes/voids are where machinery used to be located and this machinery has been removed leaving a large hole that need to be filled. The filler material shall be compacted per the contractors engineering design, and then poured and filled with new 5000 psi rated reinforced concrete. The largest dock area hole is approximately 13’ X 8’ X 3’. These holes/voids shall be filled and finished to match the rest of the top dock floor elevation. The top elevation of the new enclosure dock floor area shall be leveled to match the building 507 floor elevation. The complete dock floor area needs to be designed and repaired or replaced using the best available self‐leveling concrete filling material to level all areas that need filler and then a heavy duty epoxy floor system shall be applied over the top of the dock area concrete floor as mentioned above. The end result shall be a finished concrete floor surface with an epoxy coating covering the entirety of the upper dock level area. The contractor shall propose the two best repair or replacement methods and the best materials to accomplish the dock floor leveling work.
The contractor shall provide the best leveling filler material available so that the floor will not fracture, crumble, or sustain any damage under heavy moving equipment point loads applied by process operators pushing materials handling equipment carts, forklifts, and by the loading and unloading of parts and parts staging on the concrete floor. There will also be parts beings off loaded and loaded into and out of the blast booths. The contractor shall also provide the warranty information for the proposed floor repair or replacement construction and the government will prefer the method with the longest warranty period. Note: There is a mechanical equipment room below the dock floor level at the north end of the dock and this concrete floor area repair will require the best available engineering solution also. The contractor shall provide submittals for review and approval by the Government project manager and the process engineer before this concrete work is started. Note: All excavation work within 15 feet of a Questar high pressure natural gas distribution line will require Questar Gas technicians to be on‐site during the excavation. Contractor shall coordinate this through Blue Stakes.
2.7 Equipment Pad: The contractor shall saw cut and remove a 20’ x 20’ section of the dock floor on the South side of the dock to accommodate the media recovery of one of the blast booths that will sit on the dock. The contractor shall saw cut and remove a 20’ x 20’ section of concrete on the dock, excavate that area to a depth of 18” from the finished floor. The base material shall be compacted per the contractors engineering design, and then a 6” equipment pad shall be poured with new 5000 psi rated reinforced concrete. Contractor shall coordinate with Government project manager for proper location. This area will then be epoxy coated to match the rest of the proposed area.

2.12 HEATING AND VENTILATION: The equipment enclosure addition shall be equipped with direct fired natural gas heaters located as to not interfere with the blast booths or associated equipment as seen on the preliminary drawings. They shall be located where they can be easily serviced. The equipment and installed locations also have to meet all fire code requirements. Winter controlled temperatures requirements shall be 68 +/‐ 4 degrees F. The equipment shall be anchored correctly to meet seismic requirements for this geographical part of the State of Utah. The new enclosure addition air pressure needs to remain slightly negative compared to the main building 507. The contractor shall design the ventilation system so that it pulls enough make up air for this enclosure area and the system shall have proper controls to make sure the new enclosure are is kept at the proper pressure at all times. The contractor shall make sure that the ventilation design and installation does not allow air from the enclosure area to migrate into the main building 507 process area. The blast media and the paint that is removed from parts during the bead blast process is considered hazardous and the contractor needs to design the ventilation system so that the blast booth enclosure is always at a negative pressure compared to the main building 507 so that the contaminants do not migrate into the main building 507 process area. There are three make up air units in the main building 507 area near this new enclosure and they provide 35,000 CFM each of makeup air for a total of 105,000 CFM to the main building area, make up air will be pulled from the main building 507. The contractor shall evaluate and verify the correct exhaust rates, ventilation rates, and the required make‐up air for the enclosure area for the design.
