Blast Booth Questions & Answers

QUESTION 1: Will there be a SF-1449 required for Volume II: Factor 2 Price Proposal? Or is the CLIN schedule, Section V sufficient for submission?

ANSWER: In accordance with the instructions at 4.1, please complete the CLIN Table listed under paragraph (v) for your price proposal submission. That will be sufficient; a SF1449 is not necessary.

QUESTION 2: Is an Offeror Representations and Certifications-Commercial Items required for the Volume II: Factor 2 Price Proposal?

ANSWER: In accordance with paragraph (xi) of the solicitation, a completed copy of your firm’s Reps & Certs is required; however, it can be submitted as you please since the Government didn’t specify. Please reference 52.212-3 of the FAR for specifics.

QUESTION 3: Is the government requiring CFD models to be submitted with the technical and price proposals for the two blast booths to be installed behind building 507?

ANSWER: Yes, in accordance with paragraph 8.1 of the purchase spec for the blast booths, a CFD Model is required to be submitted as part of the technical proposal. In addition, please ensure you adhere to the technical proposal instructions regarding CFD included in Section L, Subfactor A, Element 4 (see page 7 of the Combined Synopsis and Solicitation).

QUESTION 4: It was not noted that a site inspection was to have taken place. Is it possible to have representative members make a site visit for inspection purposes?

ANSWER: Yes, a site visit is possible; however, you will need to contact Shawna Dudis at shawna.dudis@us.af.mil NLT COB 30 April 2018 indicating your desire to have a site visit.

Please keep in mind that with proposals due back on 11 May 2018, there is a very limited window of availability to conduct a visit.

QUESTION 5: Per paragraph 1.0, Purpose, of the specification, are north dock drawings available?

ANSWER: The exact dimension cannot be provided now as it may vary a couple of inches depending on the awarded MACC III design for the enclosure. The existing dock is approximately 3.5 feet off the surrounding pavement. This measurement should be field verified with the MACC III awardee; a 30% design review will be provided by the MACC III awardee in a couple of months that will specify the exact dimension. Hill AFB Contracting will coordinate access to the dimensions at the appropriate time.

QUESTION 6: Per paragraph 2.3, Material Handling, of the specification, is it acceptable to use a pneumatic ½ ton hoist in replace of electric?

ANSWER: Yes, pneumatic is acceptable.

QUESTION 7: Per paragraph 2.4, Walls and Ceiling, of the specification, are 5/16” fasteners on 6” centers okay? Are other solutions for the panel seams acceptable?

ANSWER: 5/16” fasteners on 6” centers is acceptable. The panel seams must be gasketed in accordance with the specification requirement.

QUESTION 8: Per paragraph 2.6, Personnel Door, of the specification, safety interlock switches and exit lights to be rated Class II, Div. 1. This conflicts with statement in Section 3.0 requiring “equipment located inside the enclosure building shall be rated for Class II, Div. 2 for hazardous dust location” Clarify.

ANSWER: Within the Enclosure, Class II, Div 2, applies—dust may be present. Within the Booths, Class II, Div 1, applies—dust will be present. Class II Div 1 for the interior of the blasting booth itself, ie the exit light inside, lights, and interior outlets, . This is where dust is “present in the air under normal operating conditions.” And subsequently Class II Div 2 for the remaining areas outside the two blast booths, but still in the enclosure building where “dust will not normally be in suspension, but combustible dust may be in suspension in the air as a result of infrequent malfunctioning of handling or processing equipment.” So, in the building Class II Div 2, unless in one of the booths itself, or within the NFPA mandated radiuses from the booth, Class II Div 1.

QUESTION 9: Per paragraph 2.7, Lighting, of the specification, again requires Class II, Div. 1.

This conflicts with statement in Section 3.0 requiring “equipment located inside the enclosure building shall be rated for Class II, Div. 2 for hazardous dust location”

ANSWER: Please reference the answer associated with Question 8.

QUESTION 10: Per paragraph 2.9, Fire Alarm and Explosion Prevention System, and 2.10, Fire Suppression, of the specification, this needs to be handled and verified by the local authority having jurisdiction. Empire does not recommend having water sprinklers within any blast enclosure due to possible damage from blasting media and or a water release causing major system blockage / damage.

ANSWER: As specified in 2.10 of the specification, all blast booths at Hill must have water sprinkler fire protection inside the booth. Proposed designs must indicate compliance with the NFPA certified FPE Design requirement.

QUESTION 11: Per 2.11, Sound Attenuation, of the specification, Industry use of ¼” thick rubber curtains on the interior is commonplace. Any materials in the interior will degrade over time. Why is the lower 3 ft. left uncovered?

ANSWER: The requirement delineated in the specification at 2.11 must be met, i.e. “.5 inch thick”.

QUESTION 12: Per 2.12, Breathing Air, of the specification, is deviation from the spec permitted?

ANSWER: No, deviation is not permitted. The requirement delineated in the specification at

2.12 must be met.

QUESTION 13: Per 2.14, Elevated Support Structure and Pit, of the specification, drawings and dimensions required for this North Dock location.

ANSWER: The necessary dimensions for bidding purposes have been provided in paragraph 1.0, Purpose. More exact measurements can be taken on-site and coordinated with the MACC III contractor in the future. Hill AFB Contracting will coordinate at the appropriate time.

QUESTION 14: Per 3.0, Pneumatic Recovery System, of the specification, equipment located inside the enclosure building shall be rated for Class II, Div. 2 for hazardous dust location. This conflicts with requirements requested in Section 2.0 requiring electrical components being rated Class II, Div. 1.

QUESTION 15: Per 3.2, Cyclone Construction, of the specification, are deviations permitted?

ANSWER: No, deviation is not permitted. The requirement delineated in the specification at 3.2 must be met.

QUESTION 16: Per 4.0, Media Storage and Cleaning, of the specification, Media storage and recovery equipment shall be rated for Class II, Div. 2 for hazardous location. This conflicts with requirements requested in Section 2.0 requiring electrical components being rated Class II, Div.

QUESTION 17: Per 5.0, Blast Booths Ventilation System, of the specification, is the dust from the process combustible? If so, what is the KST value? This is required to define the requirements for deflagration venting/prevention and isolation units required in the ventilation.

ANSWER: KST max values for the dust is 4.5 and the pressure ration is 4.2. The deflagration venting/prevention and isolation units required in the ventilation should be calculated based upon the contractors design and the given KST value and pressure ratio.

QUESTION 18: Per 6.0, Blast Pots, of the specification, specification states both single stage & double stage vessel – which is required? Is working pressure 125 PSI acceptable?

ANSWER: Paragraph 6.0 contains a typo; the correct requirement is single stage blast pots, not double. This correction will reflected in the solicitation amendment #2 posted to FBO. The ASME psi specified in paragraph 6.0 must be met.

QUESTION 19: Per 7.3, Cabinet, of the specification, “must be NEMA 4” – contradicts above statement Class 2 / Division 2 Please clarify.

ANSWER: NEMA 4 per the specification in paragraph 7.3 is acceptable.

QUESTION 20: Per 8.0, Preliminary Design and Installation Review, of the specification, it is impossible to supply drawings without a site visit and full set of building drawings. What is the steam line pressure in building 507?

ANSWER: The height of the dock (see Question 5) and the supplied dimensions (see Cart with Part Drawing posted with solicitation amendment #2 at FBO) are sufficient to generate a preliminary drawing. Yes, a site visit is possible; however, you will need to contact Shawna Dudis at shawna.dudis@us.af.mil NLT COB 30 April 2018 indicating your desire to have a site visit. Please keep in mind that with proposals due back on 11 May 2018, there is a very limited window of availability to conduct a visit. The steam line pressure is 25psi.

QUESTION 21: Per “Design Bid MACC III”, is this part of the bidder’s scope?

ANSWER: No, it is for reference. The incorrect version was posted to FBO. REV G is the correct revision and it will be posted with the solicitation amendment #2 at FBO.

QUESTION 22: Per “Design Bid MACC III”, have the modifications been completed?

ANSWER: The modifications have not been completed as the facility enclosure effort was only recently awarded. A 30% design review will be provided by the MACC III awardee in a couple of months that will specify the exact dimension. Hill AFB Contracting will coordinate access to the dimensions at the appropriate time.

QUESTION 23: Per “Design Bid MACC III”, is there an overhead crane that will pass over the booths and equipment? If so what is the hook height?

ANSWER: There is not an overhead crane requirement; it was removed from the MACC III

SOW.

QUESTION 24: Per “Design Bid MACC III”, 2.14 and 8.1 requires contractor to confirm exact height of existing dock and building dimensions.

ANSWER: Please reference the answer associated with Question 22.

Subquestion to Q24: As to site conditions, can the government provide the 3D file for the drawings in the bid spec?

QUESTION 25: Can the bid date be extended three weeks?

ANSWER: No, however, the Government has granted a two week extension until 11 May 2018.

QUESTION 26: Can we get photos of the area that these booths will be installed in? Especially photos of the Bldg 507 dock floor so that foundation requirements can be better estimated.

ANSWER: Unfortunately, photos will not be provided. Please reference the following: height of the dock (see Question 5) and dimensions (see Cart with Part Drawing posted with solicitation amendment #2 at FBO).

QUESTION 27: Where can we find the 3D CAD Drawing File of the “Cart with Part”?

ANSWER: It will be posted with solicitation amendment #2 at FBO.

QUESTION 28: What type of media will be used for blasting in these booths?

ANSWER: Please reference paragraph 1.0, Purpose, of the specification for media requirements.

QUESTION 29: The purchase specifications, bullet 2.9 mentions “explosion prevention devices”. Were there specific devices the government had in mind?

ANSWER: KST max values for the dust is 4.5 and the pressure ration is 4.2. The deflagration venting/prevention and isolation units required in the ventilation should be calculated based upon the contractors design and the given KST value and pressure ratio.

QUESTION 30: Paragraph 5.3 references the recirculation with heating and cooling. The specifications instruct the contractor to utilize the existing steam lines in building 507. Would the government consider an alternative solution?

ANSWER: No, alternatives are not permitted. The requirement delineated in the specification at

5.3 must be met.

QUESTION 31: Class 2 Division 1 and Division II ratings are both called out throughout the specifications. Is there a preferred single rating the government has in mind? See 2.3 and 4.0 as an example.

QUESTION 32: Is this "Small business" or MACC III contractors only ?

ANSWER: The Blast Booths are being set-aside for SB. The documentation, i.e. the SOW, included in the solicitation referring to MACC III is for the Blast Booth Enclosure; the SOW is for informational purposes only.

POINT OF CLARIFICATION: Per the FBO posting for this effort, the SOW dated 2 January 2018, Rev g, is for informational purposes only—it contains a requirement for an enclosure that is being competed under a separate effort.

Additional questions received 1 May 2018

QUESTION 33: MAC III Project KRSN162064, WO# 59163. Is this work under separate Contract?

ANSWER: Yes.

QUESTION 34: Why not have this Contractor do all Concrete work and elevated pad for North & South Blast Booths per your spec.

ANSWER: Because the concrete work and elevated support structure are dependent on the design of the two booths and therefore part of this particular effort.

QUESTION 35: Will this work be completed prior to the PRE-PRODUCTION Meeting at Hill

AFB.

ANSWER: The pad/pit and support structure will NOT be completed prior to the pre-production meeting. The Enclosure Building on the MACC contract will be in design phase prior to the pre-production meeting.

QUESTION 36: Will Electrical, Fire Suppression piping, and Air piping be within 25' of each Booth?

ANSWER: Yes

QUESTION 37: Why do you want rubber lined walls in a Plastic Media Blast Booth when the working pressure at the nozzle is between 25-40 PSI?

ANSWER: For sound attenuation.

QUESTION 38: It is Overkill to have 12 Gauge Wall Panels? Isn’t 18 Gauge more than sufficient?

ANSWER: 12 Gauge is the government requirement.

QUESTION 39: Q & A responses dated 25 April 2018, Question #13: The government response did not indicate any additional dimensions associated with the north booth except the response in Question #5 of 3.5 Feet.

ANSWER: The 3.5 ft estimate is as close as the Government can specify at this time. Once the MACC contractor gets to the 30 percent design step, further coordination can be accomplished which will establish specific dimensions.

QUESTION 40: Per 5.1, Velocity, you want between 100 & 130 FPM, why the excessive Volume?

ANSWER: The government requirement is 100-130 FPM with a VFD Motor.
