110.1 & 10.2The contractor shall ensure all employees possess the required security clearance and base access requirements upon the start of task order period of performance (post ramp up period). When identified at the TO level, contractor personnel shall possess and maintain a Secret clearance with the required investigations completed, to include a National Agency Check with Local Agency Checks and Credit Check (NACLC) and local agency checks IAW AFI 31-501Will the employees be able to perform on the Task Orders with an Interim Secret Clearance?Yes, for those positions that require a Secret Clearance, services can performed with an approved Interim clearance.

When identified at the TO level, contractor personnel shall possess and maintain a Secret clearance with the required investigations completed, to include a National Agency Check with Local Agency Checks and Credit Check (NACLC) and local agency checks IAW AFI 31-501Will the employees be able to perform on the Task Orders if an Interim Secret Clearance has been requested in JPAS but is yet to be granted?No, Refer to question 1
310.1 & 10.2The contractor shall ensure all employees possess the required security clearance and base access requirements upon the start of task order period of performance (post ramp up period). When identified at the TO level, contractor personnel shall possess and maintain a Secret clearance with the required investigations completed, to include a National Agency Check with Local Agency Checks and Credit Check (NACLC) and local agency checks IAW AFI 31-501Will the Government accept Part-Time or Floater personnel that are cleared to cover extended absences due to illness, injury, or clearance approval?Yes. However, they will need the proper computer access, security clearances etc.
4How many Task Orders will be issued at contract award?The minimum contract award will be issued to each awardee at contract award
5Will each awardee be issued a Task Order under the Basic Contract?Refer to question 1. Task Orders will be competed at the task order level.
6When will number in the MTC of the PWS be filled in; Will the contractor be given any advance notice before the POP.The MTC will be provided in the task order PWS at the time of RFOP
7Can the government give an overall estimate of how many positions are involved in the total contract?The Government cannot provide an estimate of how many positions will be involved in the total contract. However, the TEP attachment has a complete list of all the position titles.
8Will all positions require a Secret? There is no data in the PWS to determine which is NACI Favorable or Secret. Because the DD254 lists Secret only and there is no other data, this implies all positions are secret.Refer to PWS 10.2. "When identified at the task order level…" All positions will not require a secret clearance.
9Will there be more time allowed to compensate for Secret clearances. Security has told us they are taking an average of 93 days.Refer to PWS 2.3.2. 2.3.2. "Upon task order award, the contractor shall have 30 to 60 calendar days, depending upon the size or skills needed for the required task order work force (see paragraphs below), or such time as may otherwise be agreed upon in writing to be fully prepared to perform the task order, IAW paragraphs 2.3.2.1 – 2.3.2.3.." The Government may modify the amount of days required on the individual task order PWS.
10“Standard Work” is provided in the PWS for Planning and Scheduling in MMXG, CMXG only. Is there similar guidance we should be using for the any other groups?The Standard Work, Appendix E is for reference only to provide understanding of planning and scheduling duties. The functions will be similar in other groups and better defined at the task order level.
12PWS para 14.5 refers to "Over and Above" requirements. Request the Government provide either an estimate of how many hours of "Over and Above" requirements there is expected to be for Exempt employees or please provide information concerning historical amounts of "Over and Above" requirements on predecessor task orders to support pricing development.Based upon historicals, the Government estimates a range of 5,500-7,500 hours annually. However, this number could fluctuate depending on workload.

1Table 2.3 MTC, PWS Page 5The note states MTC includes 1920 hours per year (or associated subdivision) for 1 manpower equivalentCan the government please provide the minimum productive hours per CME on the pricing spreadsheet(TEP). Also the Wage determination for UTAH has 11 Holidays so the Productive Hours would be 1912.The Government does not wish to constrain the offerors to a given hours per FTE standard in this case or force offerors to deviate from established standards. The offerors shall provide hourly rates IAW Section L and the instructions on the sheet, and the Government will evaluate IAW Section M.

26.3/Addendum IContractors are instructed to use the Past Performance Information (PPI) Tool from the FBO.Gov listing for this solicitationWe did not find the PPI tool available at the FBO.Gov listing. Please provide the PPI tool or an active link.PPI Tool Link is now attached.
3252.215-7009The solicitation on page 85 includes DFARS 252.215-7009 Proposal Adequacy Checklist (Jan 2014) which appears to require the offeror to complete and submit an extensive 36-section checklist addressing cost and pricing data. We believe this is applicable to procurements which require certified cost and pricing data, note in DFARS 215-8 (5): “When the solicitation requires the submission of certified cost or pricing data, the contracting officer should include 252.215-7009 …..”
This also appears to conflict with both the Solicitation which is being solicited under competitive procedures on a “Low Price Technically Acceptable” (LPTA) basis, so it is exempt from certified cost and pricing data. Also this appears to conflict with the 52.212-1 Addendum Instructions 4.0 which include multiple references to cost realism analysis and the pertinent and supporting data that offerors are required to provide in their Price proposals.Should the Proposal Adequacy Checklist requirement be cited in this solicitation?
Please clarify and amend if appropriate.The Proposal Adequacy Checklist has been removed.
4Table1 Proposal OrganizationPricing Assumption Limited to 2 PagesDoes the two page limit also include our discussion of out methodology. If yes will the government please allow for a 4 Page minimum for the assumptions document.The Government will remove the page limitation in this matter.

7OPS_Instruction_to_Offerors_52.212-1-3" paragraph 4.2.1 states there is supposed to be an attachment entitled, "OPS Estimated Hours." There is no attachment entitled "OPS Estimated Hours" provided with the RFP on FBO.gov. Request this attachment be provided to support rate development.There is no attachment for estimated hours and this language has been removed from Instructions to Offerors. Offerors will complete the TEP spreadsheet and the Government will add the notional hours.
