Air Force Response to Comments/Questions from Industry
Aerospace Ground Equipment (AGE) Last Updated: 13 January 2015
Below is a list of questions/comments the Air Force has received from industry regarding the FA8224-15- R-0010 RFP posting on FedBizOpps, and the Site Visit conducted on 6 January 2015, and the Air Force responses to the questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1) Who is responsible for snow removal on the ready line?
a. The Contractor is responsible to move the snow to designated locations. The base will remove the snow from those designated locations.
2) Who is responsible for building maintenance?
a. 75 CE and/or 309 MXSS (Industrial Support) are responsible for facility maintenance.
However, the contractor is responsible for housekeeping IAW PWS paragraphs 8.6 and Appendix C and facility protection requirements IAW PWS paragraphs 8.4 and 8.5.
3) What kind of media is used in the blast booth?
a. Plastic media
4) Who is responsible for PPE and Booth Maintenance?
a. The contractor is responsible to provide PPE IAW PWS paragraphs 6.3 and Appendix C.
Booth maintenance is performed by 75 CE.
5) Are the parts in the shed Government owned or Contractor owned?
a. Parts for supply/bench stock support as in the shed are Government owned. Supplies used for contractor support such as cleaning and office supplies are contractor owned.
IAW PWS paragraph 2.1.1.
6) Do we handle all purge units?
a. Yes
7) Will parts be processed for DRMO?
a. This contract does turn parts and equipment into DRMO on a regular basis. However, parts in support of commercial equipment pending removal will be provided to the organization responsible for that support. Any parts identified as excess will be turned into supply.
8) Transitioning to eTools through eFEMS for contractor owned and government owned equipment.
GFE listing is posted.
9) Should all supplies be ordered through base supply? Will there be separate ordering procedures for Lockheed equipment for F-22 and F-35?
a. Corrected the PWS paragraph 2.5.1 to reflect exceptions at the task order level.
b. Any part ordered should first be ordered through base supply if available IAW PWS paragraph 2.5.1, except F-22 and F-35 AGE for now. Currently, Lockheed Martin provides the parts for F-35 AGE per an agreement between the F-35 SPO and HAFB. F- 35 parts are ordered through the ALIS database. Currently the F-22 parts requests go through the COR.
11) Are the Government provided facilities up to code and adhere to OSHA standards?
a. Government provided facilities were built to code. The contractor is responsible to provide an Industrial/Hygiene Survey on all Government Furnished Facilities to the COR IAW PWS paragraph 6.2. Identified deficiencies will be reviewed and addressed by the Government.
12) Can the government provide annual equipment dispatches for HAFB and DMAFB?
a. HAFB average annual dispatch history is 11,930 movements. DMAFB AMARG average annual dispatch history is 6,300 movements.
13) Section 32.01 of the union agreement between TrailBoss and IAMAW at Hill AFB, requires, “The Company will provide, at no expense to all bargaining unit members, uniform shirts, pants, safely boots, mechanics gloves and jackets (summer and winter)”. “All uniform items will have company information as specified within the Company's contract with the customer. Uniforms will be worn at all times during working hours.” We do not see a requirement in the RFP/PWS that mandates that the contractor personnel wear uniforms. Is it the government’s intent that the contractor personnel at Hill AFB be required to wear uniforms?
a. PWS paragraph 3.4 Identity and Appearance does require contractor personnel to be identified as contractor employees, by company name and employee’s name. How that is accomplished is up to the contractor. This requirement does not negate a union agreement. Please refer all CBA questions to the Local Lodge 568 International Association of Machinist and Aerospace Workers, AFL-CIO.
15. PWS 2.2.3, Work Order Status. Will the approved work order status codes provided during the orientation period include authorized deferred status codes?
a. Yes
16. PWS 2.4.3.2, Timeframe and Frequency, 2.4.5.1, Unscheduled Priority. Referenced paragraphs do not allow for the exclusion of any deferred status time from the timeframe requirements. For example, items that need parts ordered (AWP) or technical data not on hand (AWTO).Will the time spent in an authorized deferred status be excluded from the calculation of the referenced PMI Completion and AGE Repair times?
a. Yes, approved deferred status is not counted against the time requirements in PWS paragraphs 2.3, 2.4.3.2 and 2.4.5.1.
17. Section L.5.4.1.2.(a).(iv), Section M.2.4.4.1.(a).(iv), PWS 3.1, Program Management Plan.
Section L and M referenced above require a section titled Contractor Information/Personnel (PWS Section 3.1). PWS Section 3.1, Program Management Plan requires a Program
Management Plan be submitted with the proposal. The Program Management Plan is L.5.4.1.2.(a) which includes L.5.4.1.2.(a).(iv) and thus PWS 3.1.What is required in section iv (L.5.4.1.2.(a).(iv)) of the Program Management Plan (L.5.4.1.2.(a))?
a. Section L and M above paragraphs (iv) have been removed.
18. Site Visit Information. The site visit information indicated that the workload data would be changing with the removal of all non-stock listed (NSL) items. Does the government intend to issue an extension with the new workload data to allow sufficient time for the contractor to make necessary changes to their pricing data to account for the significant changes in workload?
a. The data provided includes the anticipated AGE workload and does not include non-stock listed (NSL) items. Pricing should be based on provided workload history.
19. Section L Appendix II, page L23, Section L reference 5.4.1.2.(c). PWS paragraph reference indicates 9.3, which is Security Classification. Should this reference be 8, as L.5.4.1.2.(c) Property Management Plan requires addressing PWS Section 8?
a. Section L Appendix II reference 5.4.1.2.(c) was corrected.
