Air Force Response to Comments/Questions from Industry
Aerospace Ground Equipment (AGE) Last Updated: 24 December 2014
Below is a list of questions/comments the Air Force has received from industry regarding the FA8224-15- R-0010 RFP posting on FedBizOpps and the Air Force responses to the questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1. Reference: Standard Form 33, Section 9
Industry Question: Proposal due date indicates 4:00 pm local time on 15 Jan 2014. Should this be 15 Jan 2015?
Air Force Response: An updated Page 1 of solicitation FA8224-15-R-0010 has been uploaded to reflect the correct date of 15 January 2015.
2. Reference: Section L, 5.4.1.1.
Question: Section L, 5.4.1.1. states the proposal shall reflect the applicable PWS section; thus, Section 1.1 of the offeror’s proposal shall address requirements set forth in Section 1.1 of the PWS, etc. This seems to contradict the mandatory layout in L.5.3., L.5.4.1.2. and L.5.4.2. with required PWS elements. Should the proposal paragraphs reference the applicable PWS paragraph (PWS x.x), rather than be numbered identically to the PWS?
Air Force Response: Section L, paragraph 5.4.1.1 has been amended.
3. Reference: PWS 2.6.3, Equipment Abuse
Question: This paragraph also contains the Over & Above (O&A) paragraph. Should Over and Above (O&A) be numbered 2.6.4 and all subsequent paragraphs renumbered?
Air Force Response: The PWS paragraphs have been renumbered.
4. Reference: PWS 4.1, Tool Requirements and Appendix B, Listing of Publications
Question: AFMCI 21-107 and AFMCI 21-122 both have been superseded and are not in Appendix B. Have these requirements been rolled-up into AFI 21-101 or is there another publication?
Air Force Response: PWS paragraph 4.1 has been amended to reference AFI 21-101.
5. Reference: Section L, 4.2.1.1.
Question: Referenced section requires the offeror to submit a copy of the completed TEP worksheet in the Price Volume in Microsoft Excel format (non-PDF format). The solicitation included the TEP only in the PDF format. Will the Government provide or should the contractor develop the TEP in Excel format?
Air Force Response: A Microsoft Excel version of Attachment 4 – TEP Worksheet will be uploaded.
6. Reference: PWS Appendix D, Attachment 6a and 6b
Question: The types of vehicles and specifications for Contractor Furnished Vehicles are provided. Will the government provide the quantity for each type of vehicle required?
Air Force Response: No, the quantity and types of vehicles is up to the contractor to determine based on ability to successfully fulfill contract requirements.
7. Reference: Section I – Contract Clauses
Question: Will the government allow the use of GSA Leasing to obtain the Contractor Furnished Vehicles?
Air Force Response: The government will not dictate how Contractor Furnished Vehicles are obtained.
8. Reference: Attachment 8, Utah Collective Bargaining Agreement (CBA) Wage Determination WD), Appendix A, Wage Rates
Question: Are the Health & Welfare rates only applicable up to a maximum of 40 hours per week?
Air Force Response: Please refer all questions to the Local Lodge 568 International Association of Machinist and Aerospace Workers, AFL-CIO.
9. Reference: Attachment 8 Utah Collective Bargaining Agreement (CBA) Wage Determination (WD), Attachment 9 Utah Wage Determination & Attachment 11 Arizona Wage Determination
Question: Will the government provide the seniority list for the current employees at both the Hill AFB and DMAFB locations?
Air Force Response: Please refer all questions to the Local Lodge 568 International Association of Machinist and Aerospace Workers, AFL-CIO.
10. Reference: Section L, 3.4, references Block 11 of the Standard Form (SF) 1447 Model Contract Solicitation and 7.3 references Block 12 of the SF33.
Question: Should 3.4 reference SF33?
Air Force Response: Section L has been amended to reflect the correct reference of the SF33.
11. Reference: PWS 2.7, Contractor Reporting
Question: Will the government require the contractor to complete a CDRL for each location (e.g.
two A001) if applicable to both or will the information from the two locations be combined onto one CDRL for submission?
Air Force Response: Only one CDRL is required if applicable to both locations.
