Questions and Answers to Solicitation FA8224-15-R-0006

1. Section B states, “Contractor shall provide Logistics & Consulting Services for Depot Maintenance to the 309th AMXG, CMXG, and MXW/OB at HIll AFB, UT in accordance with the attached Performance Work Statement (PWS) DATED 20 October 2014.” Is this correct? What is the difference between PWS_LSS_CMXG_rev1.pdf (dated 10/20/14) and LSS_PWS (dated 11/18/14)?

Answer: Amendment 0001 corrected the wording from 20 October 2014 to reflect the correct PWS date of 26 January 2015. The CMXG PWS is for reference only to provide information on what a task order will look like.

2. It appears portions of PWS_LSS_26_Jan_15_rev1_CMXG are incorporated in PWS_LSS_26_Jan_15_Basic. For evaluation purposes listed on LSS_52.212-2_Final_26Jan2015, which PWS should we use to respond and comply with the evaluation factors?

Answer: The PWS that will need to be utilized for purposes relating to evaluation is the updated PWS dated 26 January 2015.

3. Does the contractor need to be AS9100 certified?

Answer: Yes, please refer to PWS 1.1

4. Are these SCA positions? If so, which labor categories listed in Appendix D fall under the Wage Determination?

Answer: After further review, the Wage Determinations do not apply. There will be an amendment to remove the Wage Determination.

5. Which positions will require a Government Motor Vehicle license?

Answer: The specific Gov motor vehicle license requirement(s) will be defined at the task order level. The Gov anticipates minimal (if any) of the GMV requirements to exceed 10,000 lbs.

6. Is the required PAC training government-supplied or contractor-supplied?

Answer: PAC training will be Government supplied.

7. Page 24 of PWS LSS 26 Jan 15 Basic Section 14.1 – Can the government provide a description and list of the PPE that the contractor must provide?

Answer: No, the contractor is responsible for their employee’s safety, protection, and PPE.

However, the Government will provide industrial hygiene assessments used by the Government for its employees. This Government provided data is for information purposes only.

8. Page 26 of PWS LSS 26 Jan 15 Basic Section 16 – Historically, how many contractor employees are required to be licensed to operate GMVs that exceed 10,000 pounds gross weight?

Answer: Historically there are none, however future requirements are anticipated to be minimal.

9. LSS_RFP Page 2 and page 54 List of Attachments Refers to “Attachment 9: Reference Task Order PWS”. There does not appear to be any document named Attachment 9 Reference Task Order PWS. Can the government please provide this attachment? We do not see any document with the Title: Reference Task Order PWS.?

Answer: The reference task order PWS is the CMXG PWS which is entitled Reference Task Order

PWS.

10. LSS_52.212.-1_Final_30Dec14 Page 9 Section 5.4.2 Sub-Factor Two: Security Staffing Plan – Do all employees require SECRET clearance? If not, which positions (i.e. Production Planner Level 1) will require SECRET security clearance? Is SECRET the highest level of security clearance needed by any contractor employee?

Answer: Not all positions require a SECRET clearance. The requirement cannot be specified in the basic PWS. The requirement will be determined by location/area and at the Task Order level. The projected SECRET clearance requirement will be less than 30%, but will not be determined until the requirement is identified.

11. PWS_LSS_25_Jan_15_Basic Page 32 Section B. Mishap Notification – Can government provide historical data to define the type of mishaps that occur and the frequency of such mishaps?

Answer: For security reasons, the Government cannot disclose this information. However, zero to minimal mishaps are associated with this type of work.

12. What are the required education and experience levels for the types of labor categories listed in Appendix D?

Answer: There are no education and experience levels specified by the Government. The contractor will determine the levels based on the requirements in the PWS.

13. LSS_52.212-1_Final_29Jan15 – Page 10, Section 7. Volume IV – Contract Documentation – Can the government confirm if offerors should provide signed copies of Amendments SF 30s in this Volume? If not in this Volume, where should Offerors provide these documents?

Answer: The SF30’s will be required in Volume IV – Contract Documentation. Please reference 52.212-2, para 6.1.1.

14. With Amendment 2 posting on January 29th, will the government extend the RFP due date to allow time for questions and answers to be addressed?

Answer: The solicitation has been extended, please monitor FBO for updated closing date.

15. A QSP that adequately addresses all of PWS para. 5.2 will be over 40 pages by itself. Since the QSP will be evaluated against all of PWS para. 5.2, will the page allocation for Vol. II be increased?

Answer: The PWS will be updated to specify that the QSP will not be evaluated and will not count toward the page limit.

16. Volume IV-Contract Documentation, Section L.7.2.2, requires offerors to include information regarding the offeror’s cost accounting system; however, this requirement is price related. RFP Section 3.16 states “Pricing Information – All pricing information shall be addressed ONLY in the Price Volume.” These two requirements directly conflict with one another. We respectfully request the Government move the aforementioned section requirement to Volume 1: price response so that offerors can ensure compliance with the Government’s instructions.

Answer: Section 7.4 of 52.212-1 requires contractors to submit evidence of an adequate accounting system. Volume 1 shall address price. Please address 7.2.2 requirement in Volume 4.

17. Section L.6.6 requires offerors to submit Teaming Agreements, Consent Letters, and Client Authorization Letters in Volume III-PPE. These are not listed as exempt from the 10 pg limit. We respectfully request these elements be omitted from the page limit of Vol III - PPE.

Answer: The page limit will be increase to 20.

18. Section L.7.6.2 requires offerors to submit a “Small Business Subcontracting Plan IAW FAR 52.219-9.” As this solicitation is a 100% small business set-aside, this requirement appears irrelevant to this opportunity. We request this requirement be removed from the solicitation.

Answer: Please refer to solicitation amendment 0002.

19. Amendment 1 – file PWS_LSS_26_Jan_15_rev1_CMXG- Pg 28, Appendix D “Workloads and Types of Labor” table: The GME productive hours state 26,880 or at a productive hour rate of 1920, 14 full time equivalent personnel. Under the Secret Clearance requirement, it states 7.

Are vendors to assume that 7 of the 14 FTEs are to hold a secret clearance and the remaining do not? Does the 26880 hours represent the contract total hours, or put differently, All period (base and options 1 & 2) hours and there are only 7 FTEs used against hours for each period OR is the total amount for each period ie, 26880 for each period (Base and options 1 & 2)?

Answer: The assumption is correct which is dependent upon location. This is a representation of a possible task order for representational purposes only. The nature of an IDIQ contract specifies no set number of hours.

20. Amendment 1 – file PWS_LSS_26_Jan_15_rev1_CMXG- Pg 28, Appendix D “Workloads and Types of Labor” table in conjunction with LSS_TEP.xlsx: Does the government recognize the Production Support Technician/Production Material Support personnel as Department of Labor Service Contract Act support staff? If SCA staff, does the government have a specific SCA labor category code or codes to use against these positions?

Answer: After further review, the Wage Determinations do not apply. There will be an amendment to remove the Wage Determinations.

21. Is it permissible to add lines for a labor category to allow separate fully burdened rates from teammates?

Answer: No, we are looking for FFP rate for each labor category.

22. Clause 52.222-42 refers to a Collective Bargaining Agreement (pasted below). Please clarify if any contractor employees working under this contract will be under a CBA. If so please provide a copy of the CBA to offerors.

Answer: This will not apply, an amendment will remove this clause.

23. Clause 52.222-43 does not appear in the RFP. Typically offerors are not required to propose escalation to SCA based rates for multiple year contracts since they rates can be adjusted in the future based on changes in the Wage Determination IAW 52.222-43. Please clarify if 52.222-43 applies for this solicitation.

Answer: Please review amended RFP. Wage Determinations has been removed. 52.222-46 will be included

24. What is the correct way to propose rates ?

Answer: Please review 52.212-1 Addendum and the TEP worksheet.

25. The Estimated rates identifies hours to support 58 FTE for CY 2015 and 67 FTE for 2016. Is this correct?

Answer: Please refer to the revised projected estimates – Attachment 10

26. In the Instructions to Offerors, Paragraph 7.6 states – Plans Required by Regulation or Policy - The Plans required by Policy shall be placed in individual binders. Can we put all Plans that are required for Volume IV in one binder instead of placing the Plans in individual binders? On the Total Evaluated Price (TEP) Worksheet, there is a section for “over and above/overtime rate”.

Since this is a FFP Contract, why do we need to include over and above/overtime rates?

Answer: Paragraph 7.6 wording is amended to clarify plans included in Volume 4, Contract Documentation. The purpose of the over and above/overtime rate is for “above 40 hours/week” requirements, when contract support is required, i.e. weekends, during end of year fiscal requirements or to workload surges

27. Using Section L page 6 cross matrix table 2, the document call-outs Section M 2.5 & 2.6 do not exist within the Section M (52.212-2) document as depicted.

Answer: Cross matrix table has been corrected in amendment 1.

28. Solicitation FA8224-15-R-0006 CLIN Structure section B, 0001-0009 PWS Date referenced is 20 Oct 2014 is this correct PWS reference? The Labor Types identified in PWS LSSC Appendix D page 36, and PWS CMXG Appendix D page 28, do not match the solicitation or attachment 10 (LSS Estimated Hours).

Answer: PWS date, and CMXG Appendix was corrected to reflect the updated one in amendment 0001.

29. The QSP is not referenced in the Instructions To Offers and the Evaluation Factors For Award only references PWS paragraph 5.2.3. Would you please confirm that the Management Plan needs to only address the QSP requirements specific to PWS paragraph 5.2.3 and not a comprehensive QSP to include all requirements in PWS 5.2?

Answer: The QSP should be comprehensive in nature and include all elements in 5.2
