Question & Answers: C-17 PCTS 31 May 12 #15-20

15. Data – During the Industry Day, the Government affirmed that the data on, and entire

Technical Orders (T.O.s) for, the testing of the Units Under Test (UUTs) would be made available to bidders. To date, only partial data has been provided. Specifically, the entire

Technical Orders for T.O. 7J6-21-3, T.O. 7J6-6-17-3 and T.O. 7J14-9-3 are required for a complete understanding of the test and interface requirements for the UUTs. There is a lack of technical data inherent by the Government providing only section 3.x, 3.x and 6.x (respectively) for Test and Fault Isolation. In these sections, there are references to figures, diagrams and drawings which are outside of, and not included, in these particular sections. When will the

Government provide this necessary data? As mentioned in the industry day on May 22 nd

, 2012 we do not want an exact copy of the existing test stand. The missing sections of the T.O.’s provide tooling and fixtures detail to the current stand, the supplier will need to provide tooling for their test stand, so no drawings will be provided.

16. - What is the maximum airflow capacity required to perform the tests on the units specified in Section 2.1? What are the required airflows to test called out in T.O. 7J6-6-17-3 and T.O.

7J6-21-3? Maximum airflow demand is 4lb/min. The test stand is capable of measuring 0-3 lb/min. TE3310496 is provided.

17. Data – For a Firm-Fixed-Price solution, it is necessary for bidders to have a complete data set for each UUT. This will include the drawings for the UUT that details the connections, components and interface hardware for the UUTs. This is necessary in order to determine which adapters, cables and fittings are required for the replacement PCTS solution. When will the Government provide the complete data set for each of the three UUTs? Specifically, specifications for each item below be necessary for all bidders (sizes requirements, functions requirements, wire requirement, etc.). What requirement does the Government have for these components to be considered acceptable?

When a supplier is awarded the contract for the new C-17 PCTS, they will be provided with the actual component valves in order to make their needed tooling, no tooling drawings will be provided.

18. Data – During the Industry Day, the Government indicated that the T.O. for the existing legacy PCTS could and would be provided. This will enable bidders to verify that no requirements are missed and that best solutions can be presented. When will the Government provide the necessary data for the legacy PCTS? The T.O. for the existing PCTS will not be provided.

19. The commercial part number for the required oven is incorrect. Should that oven part number be 52000-00? Is this part number obsolete? What are the required specifications needed for the oven? The part number is 52100-00 and as mentioned in the supplied T.O.’s the oven requirements are up to 270 degree F.

20. The Government does not address the need for the ancillary or accessory parts to be supported with drawings. For example, the picture of the clamp in section 3.9 of the Purchase

Specification is not sufficient without a drawing, manufacturing source and part number, or some other way of determining the required specification for the part. When will the Government provide the necessary drawing(s) for these parts? Additionally, when will the Government provide the drawings for the UUT side of these parts or the UUT connections as these are mandatory for accurate design development of the new PCTS. The picture is solely to show the style of clamp required, it is a V-band clamp with a center latch handle. The actual size of the required clamp will depend on the UUT and the fixture it is being attached to.

21. Will there be information provided on connections? Pin outs (signal names, connector type…etc)

Yes the connector type will be provided to interface with the wiring of the UUT.

22. Will dimension of UUT’s be given before award or after? After

23. What are the maximum number of supply and return pressure needed on the TE? The number of lines are called out in the T.O. refer to it for all intensive purposes, the total number is as follows.

Supply lines: 6

Return lines: 10

Vacuum lines: 1

24. What is the nominal pressure at UUT? Are all UUT’s the same in this regard? The different UUT’s will require different pressures at different times throughout the test. Pressure at the UUT will range from 1 – 160 PSI.
