Is there an upper limit on the number of hours a Category 5 item may take? It is not reasonable to ask contractors to price a category with no ceiling on the time it will take do repair or calibrate an item.

No, there will not be an upper limit on category

In accordance with FAR 19.502-2, The contracting officer shall set aside any acquisition over $150,000 for small business participation when there is a reasonable expectation that:

(1) Offers will be obtained from at least two responsible small business concerns offering the products of different small business concerns; and (2) Award will be made at fair market prices.

PMEL Questions & Answers

The PWS mentions coordinating with the COR for limitations. Is this for all limitations or what is meant by this?

This requirement is for limitations to the GFE used as standards so the Baseline Calibration

Listing (BCL) can be kept up to date.

Limitations on customer equipment will be approved by the owning work center directly

IAW T.O. 00-20-14 and will not require coordination with the COR.

Are we required to offer employment to incumbent employees under executive order 13495 Nondisplacement of Qualified Workers Under Service Contracts?

No, while this order has been finalized, it will not be effective until the Federal Acquisition

Regulatory Council (FARC) issues regulations for the inclusion of the nondisplacement contract clause in covered federal solicitations and contracts, as required by the Executive

Order. As of the date of this question no regulations have been issued. HOWEVER, it would be beneficial for any offeror to consider retaining as much of the local knowledge and experience as possible.
