About this file
This Performance Work Statement (PWS) outlines requirements for procuring F-5 spare parts in support of Foreign Military Sales (FMS) customers. The document specifies that the contractor shall provide previously manufactured aftermarket parts from original equipment manufacturers, existing manufacturers, distributors, or surplus sources, with a focus on parts listed in Attachment 1. Key requirements include confirming appropriate condition codes (preferring Factory New, New Stock, or New Surplus), providing comprehensive traceability documentation, and performing detailed visual inspections for each part prior to procurement.
The PWS details strict technical and quality control specifications, including packaging and shipping requirements using MIL-STD standards, electro-static discharge protection, and labeling protocols. The United States Air Force's Legacy Training Aircraft International Branch will manage the contract, with parts to be shipped to a designated CONUS location for customs clearance and forwarding to FMS customers. The solicitation covers various aircraft components including windshield panels, hydraulic tubes, air pressure regulators, cabin controllers, O-rings, and engine-related parts. The government reserves the right to not make an award, and contractors must comply with multiple quality assurance, safety, and environmental regulations throughout the procurement process.

DESCRIPTION OF REQUIREMENT
This Performance Work Statement (PWS) outlines the general programmatic and technical activities required to provide F-5 spare parts in support of Foreign Military Sales (FMS) customers.
1.1 Scope
The scope of this effort is to procure the required F-5 spare parts. The parts listing is defined in Attachment 1.
The government reserves the right to not make any award for this effort.
1.2 Requirements
The contractor shall provide any of the required F-5 parts listed in Attachment 1 from previously manufactured stock. Parts may be provided from an original equipment manufacturer (OEM), an existing manufacturer, a distributor or aftermarket/surplus source. The manufacture of new parts is not in-scope of this effort.
1.2.1 Aftermarket Parts
For all parts being procured from previously manufactured stock, the contractor shall confirm the appropriate condition code, adequate traceability documentation and completion of a successful visual inspection has been accomplished prior to procurement. The contractor shall provide traceability and a visual inspection report. The contractor shall deliver this information to the United States Government Program Office (USG PO).
1.2.1.1 Aftermarket Condition Codes
Preferred condition codes for aftermarket parts include:
FN: Factory New – new part from original manufacturer/distributor, produced within the last 4 months.
NE: New Stock – new part from original manufacturer/distributor produced more than 24 months ago.
NS: New Surplus – new part from a third party
Other condition codes may be proposed by the contractor on a part-by-part basis for consideration by the USG PO and PCO.
1.2.1.2 Traceability Documentation
The contractor shall provide documentation of traceability for aftermarket parts being procured.
This documentation shall include, at a minimum, proof of manufacture by qualified source, licensed/authorized manufacturing source or OEM, to include manufacture’s cage code, and quality assurance acceptance by the manufacturing source. In the event traceability documentation is not available, the USG PO may authorize alternative documentation, such as a contractor-developed product conformance documentation package/certificate of conformance
(CofC). This process will be conducted on a case-by-case basis. Complete traceability documentation shall be provided to the USG PO.
1.2.1.3 Visual Inspection
The contractor shall perform an in-person visual inspection for every aftermarket part procured prior to submission to the USG PO for acceptance. Inspection by photograph is not acceptable.
In the event the part is in original manufacturing packaging, visual inspection will be limited to the packaging and not require part removal from original packaging. The contractor shall verify no evidence of damage, degradation, mishandling or tampering of the part (or packaging) exists.
In the event the contractor identifies an anomaly, the contractor may request the USG PO accept the anomaly and not reject the part if the contractor determines the anomaly will not affect the part’s performance, function, service life or integrity. The contractor shall include in the aftermarket inspection report all pertinent information related to the inspection for each item inspected including, but not limited to:
-When and where the inspection took place, to include company names and locations.
-The individuals involved in the inspection including the roles and affiliation of each individual.
-What was inspected to include serial number, part number, stock number, item description, production lot number, contract delivery number, item unique identification number, manufacturer information and other applicable descriptive information.
-The method used to perform the inspection and how it was accomplished to include the use of ancillary equipment or devices.
-The condition of the item being inspected, to include the packaging.
-The detailed results and findings of the inspection.
-Anomalous findings discovered during the inspection that would preclude the acceptability of the part.
-Waiver request for each anomalous finding for which the contractor determines the anomaly does not impact acceptability of the part with an explanation of why the anomaly is acceptable.
-Optional: date stamped photographs taken during the inspection that supplement documentation of the results and findings.
-If no anomalies are found, or if all anomalies found are on waiver requests, a statement of acceptability of the part from the contractor.
-Duration of the associated warranty, if applicable, and the warranty start date.
1.3 Nonconforming Parts
Nonconforming, including unserviceable, parts delivered by the contractor will be subject to USG established procedures for Supply Discrepancy Reports (SDRs). SDRs may be submitted by the end user for resolution up to one year following shipment to the CONUS location. After the end user initiates an SDR, the SDR office will conduct an assessment to validate the SDR claim. If it is determined the claim is valid, the SDR office will contact the contractor for resolution. The contractor shall cooperate with the SDR office, when contacted, to resolve the SDR. The contractor shall be responsible for all additional expenses resulting from the corrective action.
1.4 Procurement Quantities
Quantities listed in attachment 1 are total required quantities. However, the offeror may propose partial quantity. Contractor shall provide a minimum order quantity (MOQ) or quantity unit pack (QUP) if different from the quantity listed. For parts with no identified quantity, the contractor shall indicate in their proposal an MOQ or minimum QUP.
1.5 Packaging, Shipping and Transportation
All parts will be packaged and marked for international shipment IAW the special packaging instructions (SPI) identified for each part in Attachment 1. If a SPI is not indicated for a part, the contractor shall pack and crate parts IAW MIL-STD-2073 for international shipment. In the event MIL-STD-2073 does not provide adequate instructions, the contractor shall follow packaging and crating procedures defined in applicable International Air Transport Association (IATA) standards, manuals, and guidelines. The contractor shall include electro-static discharge (ESD) protection when needed.
Contractor shall label all items for shipment IAW MIL-STD-129. The contractor shall include the USG PO provided Document Control Number (DCN) on the shipping label. Contractor shall submit DD Form 1149 (shipping document) with shipments to the Freight Forwarder. The DD Form 1149 shall contain the DCN. The contractor shall include traceability documentation for each part in shipment.
The contractor shall ship the parts to the designated CONUS shipping location for customs clearance and forwarding to the participating FMS customer. The specific shipping location will be identified at contract award. All shipping costs shall be included in the unit pricing for individual parts.
1.6 Government Acceptance
Contractor shall submit all invoices in the Wide Area Workflow (WAWF) system. The USG PO will accept invoices in WAWF after receipt of the DD Form 1149. Contractor shall provide report of shipment, (CDRL A001), verifying shipment of asset within 48 hours of shipment from contractor warehouse/facility.
