INTRODUCTION

CLS PWS PERIOD OF PERFORMANCE (PoP) The Government intends to award one 5-Year Basic with one 5-Year option contract. When executed this Performance Work Statement (PWS) takes precedence over all other contracted requirements unless specified. The Government will use an alpha prefix of “A” for Contract Data Requirements Lists (CDRLs) in the base period of the contract. The alpha prefix “B” will be used for the CDRLs in the option period of the contract.

BACKGROUND

Under the T-38 Avionics Upgrade Program (AUP), 463 aircraft were modified from T-38A and AT-38B models and given the T-38C designation. Upon completion of AUP modifications in 2007, the program entered the sustainment phase, under the T-38C Avionics Post Production Support (APPS) which concluded 31 March 2017. The current contract is the Avionics Component Integration (AvCI) program with a PoP of 1 April 2017 – 31 March 2026. This follow-on contract is now referred to as the T-38C Avionics Sustainment & Support Program (ASSP).

DESCRIPTION

This PWS identifies contractor responsibilities for Contractor Logistics Support (CLS), Contractor Operated and Maintained Base Supply (COMBS), systems engineering, hardware and software upgrades, courseware revision and maintenance, and program management services in support of the T-38C Avionics System, with the objective to keep the avionics system current and airworthy.

The CLS contract will support the T-38C Flight Training System which provides student pilots with training in a high-altitude, supersonic jet aircraft as a transition from initial flight trainers to high performance United States Air Force (USAF) operational aircraft. Also supports Air Education & Training Command (AETC) T-38C aircraft for Specialized Undergraduate Pilot Training (SUPT), Euro-North Atlantic Treaty Organization (NATO) Joint Jet Pilot Training (ENJJPT), Introduction to Fighter Fundamentals (IFF), Euro-NATO Joint Jet IFF (ENJJIFF), and Pilot Instructor Training (PIT) for the USAF and ENJJPT programs. Additionally, the United States Navy (USN) and the Air Force Materiel Command (AFMC) use the T-38C for flight test programs and test pilot training.

The Air Force employs a two-level maintenance concept for T-38C Avionics System support and sustainment. The first level, flight line maintenance, which is the responsibility of the Government, includes identification and removal of faulty equipment, obtaining and installing serviceable equipment, and operational checkout. The second level, which is the responsibility of the Contractor, involves maintenance and repair of faulty equipment.

Systems engineering and program management services involve recording, monitoring, and analyzing equipment failures and providing recommendations to maintain or improve aircraft readiness levels. Additionally, a Block Upgrade process may be accomplished. The Block Upgrade process enables a system engineering approach to upgrade aircraft and Aircrew Training Device (ATD) avionics systems and associated courseware, and to keep them viable in a changing world.

SCOPE

T-38C Aircraft - The current Department of Defense (DoD) T-38C inventory consists of 442 aircraft (see Table 1-1). The current number and location of aircraft is subject to change. Technical performance requirements are documented in the Avionics Performance Specification (APS) and verified through a formal flight test program. Primary sustaining engineering is accomplished as Block Upgrades to the system software, firmware and hardware as needed.

T-38C Ground Based Training Systems - The ATD system consists of three types of training devices to support the full range of T-38C flying training requirements: 14 Unit Training Devices (UTD), 11 Operational Flight Trainers (OFT), and 12 Weapon System Trainers (WST), for a total of 37 devices (see Table 1-2). The current number and locations of training devices may be subject to change; the T-38 PO or ATD PO will notify the contractor if changes are required. Technical performance parameters are documented in the Performance Specification for T-38C ATDs and verified through a formal simulator test program. Avionics system sustainment for ATDs is accomplished in concert with engineering design changes affecting the aircraft avionics design, to ensure configuration commonality. Maintenance and support for the ATDs (excluding OFT 1 and the Mini UTD at the ASSP Contractor’s facility) is provided through a separate CLS contract managed by AFLCMC/WNS at Wright Patterson Air Force Base (AFB). There are various Avionic components/ Line Replaceable Units (LRU) in the ATDs that match the aircraft and are included in Appendix B of this PWS. In addition, AETC will divest the T-38C ATDs potentially starting as early as 2031 and finishing in 2036, susceptible to the same, potential two-year delay.

The Contractor shall maintain configuration control, Current Document Change Authority (CDCA) and performance specifications for all LRUs common between T-38C platform and ATD avionics system, as follows:

1.4.3 Training Courseware - Training courseware is revised and updated to support AETC T-38C training programs. Courseware currency is maintained in concert with aircraft engineering changes, design changes, and AETC syllabus training requirements. The contractor shall be responsible for maintenance, sustainment and upgrading the Training courseware for the PoP of this contract.

0. Ground Support Systems - Ground Support Systems include the Mission Planning Station and the Maintenance Data Analysis Equipment. The Government owns the equipment. The contractor shall be responsible for maintenance, sustainment and upgrading the Joint Mission Planning, Data Analysis and pilot desktop training aid software for the PoP of this contract.

WORK REPONSIBILITIES

CONTRACTOR PERFORMANCE REPONSIBILITIES

The Contractor shall meet or exceed the minimum performance metrics as described in this PWS.

The Contractor shall perform the tasks listed in this document and achieve the performance standards for each task. For specified tasks, the Contractor shall submit Performance-Based (PB) plans, which shall provide assurance that the Contractor will meet all performance standards outlined herein and comply with contract requirements. The Contractor shall abide by all applicable laws, regulations, and guidelines.

The Contractor shall be responsible for all costs associated with meeting metrics as described in this PWS, with the exception of Government-requested changes. Government requested changes will only be authorized by the Procuring Contracting Officer (PCO).

U.S. GOVERNMENT REPONSIBILITIES

The United States Government (hereafter, “the Government”) performs all flight line maintenance activities. For spares estimating and metric reporting purposes, the Contractor will use section 10 of this PWS. Parts requisitioned for off-station repair may take up to seven days to be returned to the COMBS facility. The COMBS operator will be notified when parts are being used for off-station repair. Parts return exceeding the above seven-day return time will be allowed relief of the supply issue metric for that particular item on a one-for-one basis, in the event subsequent valid requests for spares cannot be filled within 30 minutes. Off-station is defined as any location other that the locations listed in Table 1-1.

The Government Program Manager will provide the Contractor access to all technical data required to perform contracted and approved tasks.

Contracting Officer Representative (COR): Only the Government Program Office CORs have authority to approve contract deliverables. The Program Office COR(s) will review and approve Contractor submitted metrics for purposes of billing. Program Office CORs must receive and concur with Contractor submitted metrics prior to DCMA acceptance of invoices in Wide Area Work Flow (WAWF).

The Contractor will be notified by letter upon contract award of the Primary and Alternate CORs assigned to this contract.

The Government or its Organic Level Contractor (OLC) shall verify all failures using Integrated Diagnostics, In Accordance With (IAW) applicable Technical Orders (TO), prior to the return of the LRU to the COMBS counter.

The Government or its OLC shall furnish failure data and test readings on an Air Force Technical Order (AFTO) Form 350 with all returned LRUs.

The Government or its OLC shall ensure training has been provided to their maintenance and other requisite personnel in the proper handling, operation and storage of the avionics equipment provided under this contract.

The Government will monitor the Contractor’s performance IAW procedures set forth in the services summary, Table 12-1 of this document and the procedures set forth in the Inspection of Services Clause, 52.246-4 for fixed price and 52.246-5 for cost reimbursement and the Higher Level Contract Quality Requirement, 52.246-11.

The Government will be responsible for all on-aircraft hardware installation.

The Government will be responsible for updates and distribution of all Technical Manuals (TM) and changes.

Responsibility for contracting activities rests solely with the Government PCO. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that will affect the scope, schedule, or price of the program covered by this PWS, shall be acted upon by the Contractor unless specifically approved by the Government PCO and issued through a formal contract modification or task order.

2.2. 12`The Government will update the AETC divestiture schedule (aircraft and ATD) beginning on a quarterly basis and eventually migrating to an annual basis for the duration of the contract. This will include inter-base movements within AETC, transfers to other MAJCOMs (bases outside of AETC), and retirements of aircraft to the Aircraft Maintenance and Regeneration Group at Davis-Monthan AFB.

PROGRAM REQUIREMENTS

GENERAL REQUIREMENTS

The Contractor shall manage the total work effort as specified and shall assume total responsibility for all requirements after the initial transition period of 90-days after contract award. Transition responsibilities are outlined in section 9 of this PWS.

The Contractor shall provide all services, materials, supplies, supervision, labor, management services, planning, programming, facilities (with exception of COMBS facilities. See Para 13.4), transportation, administration, general and specialized equipment necessary to provide the specified services to perform the work specified IAW the terms, conditions, and specifications of this contract.

The Contractor shall perform all related Contractor administrative services required to perform work required for material requisitioning, financial control, and correspondence.

3.1.4The Contractor shall maintain accurate and complete records, files, and libraries of documents IAW this PWS. The Contractor shall maintain schedules of key meetings, reviews, projects, and processes described in this document. All read-ahead slides for meetings such as the RISK, PMR, Block Upgrades, etc will be delivered to the PO three (3) business days prior to meetings to give the Government time for review.
A.Reconciliations shall occur semi-annually, starting with each task order. The Contractor is responsible for coordinating with the USG in completing the billing reconciliation within 30 calendar days after each semi-annual period. This coordination effort will detail the task order, Contract Line Item Number (CLIN) breakdown, monthly actuals billed to date, and projected monthly billing for the task order's PoP. Upon completion of each ASSP task order, the contractor shall conduct a final reconciliation within 3 months and provide an update on the final bill status. This process will repeat semi-annually until the task order is closed by the USG, with all billings and associated contract actions finalized. The reconciliation discussions and coordination efforts with the USG PO will be a topic of discussion at each PMR and with action items and completion efforts recorded in PMR meeting minutes. 0. The Contractor shall meet the performance standards described in this document. The performance standards identify the point of demarcation between satisfactory and unsatisfactory performance.

The Contractor shall maintain the T-38C training systems (aircraft and ATDs) IAW approved configurations (See paragraph 1.4.2).

The Contractor shall generate Contract Change Proposals (CCP) for changes to contractual or task requirements other than those contained in specifications and engineering drawings. However, the Contractor shall not deviate from the stated contractual requirements unless the PCO issues a formal modification.

The Contractor shall deliver the data requirements listed in Table 11-1, CDRLs. CLIN X023 - Not Separately Priced (NSP).

3.1.9 The Contractor shall deliver plans and monitor the drawdown/movement of the T-38C fleet and be prepared to set up processes and/or facilities to provide COMBS services to potential T-38C sites outside of the original primary bases if required by the government.

CONTRACTOR IDENTIFICATION REQUIREMENTS

The Contractor shall comply with all unit-level identification requirements such as but not limited to Entry Control Point badging and Common Access Cards (CAC).

Employees performing duties at a Government facility/location shall be identifiable as Contractor/subcontractor employees, but uniforms are not required, unless specifically required for safety and are an industry standard. If the Contractor chooses to provide uniforms, they will not be a direct charge to the Government and shall not be similar to military or installation guard uniforms.

Upon termination or completion of the contract or expiration of the identification passes, the Contractor must ensure that all Government identification passes issued to its employees and to subcontractors’ employees are returned to the issuing office. Additionally, if Contractor or subcontractor employee(s) with Government identification passes terminate their position for any reason, the Contractor will notify the government within 5 business days and return the identification badges as directed by the PCO.

Prior to submitting an invoice for final payment, the Contractor shall obtain a clearance certification from the issuing Pass and Identification Office which states all base identification passes have been returned, accounted for, or transferred to a follow-on contract. This certification shall be attached to the final invoice at the time of submittal for payment.

ADMINISTRATIVE FUNCTIONS

The Contractor shall perform administrative functions, to include scheduling meetings, arranging facilities, providing status reports, documenting official decisions and actions assigned, and maintaining charter documents, records, and databases referenced within this document.

The Contractor shall appoint a primary Point of Contact (POC) for this contract. This individual shall be the primary representative and have the Contractor’s full authority to act on matters pertaining to the performance of the services under this contract.

The Contractor’s employees shall be trained, qualified, certified, or licensed as required to perform this contract. Any specific unit level training may be provided by the Government.

PROGRAM MANAGEMENT (CLIN X001)

The Contractor shall develop and maintain an Integrated Master Schedules (IMS) for the following activities:

A. All applicable administrative Contractor/government functions within the PoP.

B. Individual Out-of-Cycle Modifications.

C. Block Upgrade.

D. Individual Special Studies.

E. Each specified task order as awarded.

These IMSs shall be to the level of detail required to develop work packages and define activities to which durations can be assigned. The Contractor shall use best commercial practices in the development and maintenance of the schedule. The format utilized must be delivered utilizing Microsoft Project and Adobe Acrobat for Government review and use. (CDRL A001) DI-MGMT-81861C.

The Contractor shall develop the criteria, methods, and procedures used for identifying critical risks associated with the implementation of this Contract. Using the latest DoD Risk Management Guide for DOD Acquisition as a reference, the Contractor shall implement a risk management process and deliver a Risk Management Plan (RMP) that efficiently identifies, analyzes, mitigates, and tracks potential impacts to mission success. (CDRL A002) DI-MGMT-81808.

The Contractor shall plan, arrange, and coordinate meetings, reviews, and working groups as required in Section 3.5 of this PWS. The Contractor shall conduct and support site visits as required.

3.4.5 The Contractor shall deliver status reports on a monthly basis IAW (CDRL A003) DI-MGMT-81928. The report shall include:

A. System Reliability

1. System Mean Time Between Failure (MTBF) for the Reporting Month

2. Previous Six Month Average of MTBF

3. Previous Twelve Month Average MTBF

4. Spares Issue Rate for the Reporting Month

5. Previous Six Month Average Spares Issue Rate B. Could Not Duplicate (CND) or Return Test OK (RETOK) Report for the Reporting Month (by base) C. Monthly Government Damaged Equipment Report for the Reporting Month (by base) D. T-38C Flight Hours for the Reporting Month (by base) E. COMBS Personnel Overtime for the Reporting Month F. Overall Program Synopsis for the Reporting Month

0. The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The Contractor is required to complete all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the PoP for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application (CMRA) help desk.

· Reporting Period: Contractors are required to input data by 31 October of each year. (CDRL A044) DI-MGMT-81749B.

· User Manuals: User manuals for government personnel and Contractors are available at the Army CMRA link at http://www.ecmra.mil.

· Uses and Safeguarding of Information: Information from the secure web site is proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor’s name and contract number associated with the data.

0. Contractor Cost and Software Data Reporting (CSDR) The contractor shall systematically collect and report to Cost Assessment Data Enterprise (CADE) and the USG the actual contract costs and technical information based on the Office of the Secretary of Defense (OSD) Deputy Director Cost Analysis (DDCA)-approved CSDR plan (Appendix M) IAW the CSDR Manual, DoDM 5000.04.

The Contractor shall submit electronically:

· Contractor Business Data Report (DD Form 1921-3) (CDRL A050) DI-FNCL-81765C

· Cost and Hour Report (FlexFile) (CDRL A051) DI-FNCL-82162

· Maintenance and Repair Parts Data Report (CDRL A052) DI-MGMT-82163

· Software Resources Data Report DD Form 3026-2 (CDRL A053) DI-MGMT-82035A

· Technical Data Report (CDRL A054) DI-MGMT-82165

Contractor shall use the CADE CSDR Submit-Review System. The required form and file type for each CSDR is specified in its Data Item Description (DID).

Data submitters must register through the CADE website (http://cade.osd.mil) and possess a DoD-approved External Certification Authorities (ECA) digital certificate or DoD-issued Common Access Card (CAC) to obtain a CADE Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the CADE Portal and requesting a CSDR submitter user role.

Prime contractors are responsible for flowing down CSDR requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds specified in DoDI 5000.73, or as required by the Cost Working Integrated Product Team (CWIPT). This includes subcontractors to electronically report directly to the CADE Portal using the CSDR Submit-Review System.

IAW Statute 10 USC 3227, DoDI 5000.73, and DoDM 5000.04:

1) This solicitation includes:

a) The approved CSDR Plan for the contract, DD Form 2794; and

b) The related Resource Distribution Table (RDT). If a RDT is not complete, the contractor must prepare a RDT using the work breakdown structure on the approved CSDR plan

2) In the performance of this contract, the Contractor shall use:

a) A documented standard CSDR process that satisfies the guidelines contained in the DoDM 5000.04;

b) Management procedures that provide for generation of timely and reliable information for the CSDR data items of this contract;

c) The approved CSDR Plan for this contract, DD Form 2794, and the related Resource Distribution Table as the basis for reporting according to the required CSDR DIDs;

d) The Contractor shall require and flow down the requirement for CSDR reporting to subcontractors regardless of tier with a subcontract that exceeds $50 million or subcontracts valued between $20 million and $49 million that are designated by the Government as being high risk, high value, or high technical interest. If, for subcontracts that exceed $50 million, the Contractor changes subcontractors or executes new subcontract awards, the Contractor shall notify the Government.

3) CSDR Readiness Review:

a) A CSDR Readiness Review Meeting will be held 60 days after contract award to include a discussion of the CSDR process that satisfies the guidelines contained in the DoDM 5000.04 and the requirements in the approved CSDR Plan and related Resource Distribution Table.

4) The applicable required reports will be in the form of CDRLs listed below:

· CDRL A050 Contractor Business Data Report (CBDR) (DD Form 1921-3) Excel Submission Format

· CDRL A051 FlexFile Format outlined in File Format Specification (FFS)

· CDRL A052 Maintenance and Repair Parts Data Report Excel Submission Format

· CDRL A053 SRDR Software Maintenance Report (DD Form 3026-2)

· CDRL A054 Tech Data Report Excel Submission Format

5) The CSDR requirements are outlined per Appendix M, CSDR Plan (DD Form 2794). Inclusive in the plan is the information required by CWIPT for the respective Subcontractor and Prime Contractor, schedule for report submission, and specific information as to format, address to send the information, and other pertinent facts.

SUPPORT MEETINGS

Unless otherwise stated, the Contractor shall record and distribute meeting minutes and maintain an account of action items for all Government-Contractor meetings. CDRL deliverables are only required for the following: Technical Interchange Meetings, System Requirements Reviews, Software Specification Reviews, Preliminary Design Reviews (PDR), Critical Design Reviews (CDR) and, Program Management Reviews. (CDRL A017) DI-ADMN-81505. The Contractor shall deliver draft presentations three (3) business days prior to meetings for Government review.

ATD Support: The Contractor shall participate in recurring ATD-focused meetings with the Government and ATD CLS Contractor personnel, as appropriate, to discuss ATD support, scheduling, and relevant issues. Meeting frequency may vary and will be determined by the Government. Maximum frequency will be weekly. These meetings will be conducted via teleconference.

Engineering Support: The Contractor shall participate in recurring engineering-focused meetings with Government engineering and program management personnel at a frequency to be determined by the Government. Maximum frequency will be weekly. These meetings will be conducted via teleconference.

Contracting Support: The Contractor shall participate in recurring contracting-focused meetings with Government contracting and program management personnel at a frequency to be determined by the Government. Maximum frequency will be weekly. These meetings will be conducted via teleconference, as appropriate.

Program Management Reviews (PMR): The Contractor shall host PMRs to brief program status to Government program office personnel at a frequency to be determined by the Government and Contractor, with a maximum of two per year.

Joint Risk Review Board: The Contractor shall maintain a program to assess and document risk. The Contractor shall facilitate focused and structured meetings with Government contracting and program management personnel at a frequency to be determined by the Government. Maximum frequency will be monthly.

Avionics System Working Group (ASWG) Meetings: These meetings are dictated by the Block Upgrade process and will be determined jointly by the Government and Contractor, to be held at the Contractor’s facility to provide for on-site software/hardware demonstrations. Average Government participation is approximately 20 individuals. Contractor will propose to Paragraph A below for this effort. Paragraphs B thru E below are for future requirements once a task order is initiated. The Government will provide a separate RFP and PWS when this becomes a requirement.

A. Outside of Block Upgrades: Once per year: approximately 1-2 days.

B. During Block upgrade initial development: potential for 5 per year, approximately 2 days for each meeting.

C. Block upgrade development/testing: potential for 3 per year, approximately 2 days for each meeting.

D. A final Block completion review meeting after fielding. Then back to once a year until next Block upgrade is required.

E. In the Government’s best estimate, there may be only one more Block upgrade prior to divestiture of T-38C aircraft/ATD.

Technical Interchange Meetings (TIM): The Contractor shall participate in TIMs as required for engineering and technical efforts. Levels of participation will be based on subject matter.

Post-Award Conference and Systems Requirements Review: The Contractor shall conduct, at their facility, a contract kickoff meeting and system requirements review within the first 30 days of the beginning of the CLS PoP. Estimated duration is 3 days.

Contract Transition/Re-competition Support Conference: Approximately six-months prior to contract expiration, the Contractor shall conduct at their facility a meeting to include Government programmatic, contracting and technical specialists to plan for the potential issues relevant to transition of contract responsibilities. Estimated duration for this conference is 2-3 days.

Courseware Meetings: The Contractor shall participate in recurring courseware configuration and change control board meetings with the Government at a frequency to be determined by the Government. Maximum frequency will be quarterly. These meetings shall be used to discuss courseware issues, report the progress and status of current courseware development projects, resolve problem areas, and coordinate future courseware revision tasks. The meetings shall be held at JBSA-Randolph AFB or the Contractor’s facility as determined jointly by the Government and Contractor.

CONTRACTOR TRAVEL REQUIREMENTS (CLIN X014)

The Contractor should obtain approval from the T-38 PO primary COR a minimum of five business days in advance before traveling. Airfare for travel and per diem shall be billed IAW Federal Acquisition Regulation (FAR) 31.205-46. The Contractor is responsible for making all necessary travel arrangements. If emergencies or contingencies require immediate travel authorization or approval, the Contractor shall contact the PCO.

Travel identified in the above paragraph relates to Government meetings and other Government requested activities. Travel necessary in support of Contractor/supplier management or geographically dispersed workforce management is not included in this requirement. The Not to Exceed Price for travel CLIN X014 is $88,000.00 for each 12-month PoP.

DATA MANAGEMENT and DATA RIGHTS The Contractor shall submit TO change requests IAW TO 00-5-1 (Dated 11 September 2023 incorporating change 0), via Recommended Changes (RC) within Enhanced Technical Information Management System (ETIMS) at the following link: https://etims.cce.af.mil/. Source Data and justification for the change shall accompany the RC. (CDRL A029) DI-SESS-80642E.

IAW MIL-HDBK-61B, (Dated 07 April 2020) the Contractor shall be the CDCA for the documents 1 through 10 listed in Appendix F of this PWS. The Contractor shall make changes to documentation as necessary and deliver updated documents to the Government. (CDRL A029 and A033) DI-SESS-80642E and DI-SESS-81000F/T.

The Contractor shall generate data IAW DI-MGMT-81453B and this PWS. Contractor and supplier data prepared as a normal business requirement to maintain and support the T-38C Avionics System shall be made part of the Data Accession List (DAL) and shall be delivered to the Government upon request. (CDRL A030) DI-MGMT-81453B.

The Government requires Unlimited or Government Purpose Rights for all private and mixed funds developed items, components, processes, computer software, and technical data developed in the execution of this contract.

Any Government Furnished Software (GFS), Government Furnished Equipment (GFE), Government Furnished Material (GFM), Government Furnished Property (GFP), and Government Furnished Information (GFI) shall be returned to the Government upon completion of this contract.

The Government shall have unlimited rights to items, systems, processes, software, and technical data developed under this contract.

Wherever allowed by the software supplier, software procured by the Contractor shall have the licensing agreement(s) assigned or transferred to the Government, giving the Government the same direct rights against suppliers that the Contractor would have.

Prior Government Approval: The Contractor shall obtain prior written approval from the PCO prior to committing to the use of any private and/or mixed funds developed items, components, processes, computer software, and technical data which they:

A. Intend to deliver with Limited Rights B. Intend to deliver with Government Purpose License Rights C. Intend to deliver with Restricted Rights D. May have less than Unlimited Rights E. Will use in the performance of this Contract F. Cannot meet the requirements outlined in paragraph 3.7.4 through 3.7.7 The Contractor shall provide to the Government an evaluation of the potential impacts on competitive re-procurement of private and mixed funds developed items, components, processes, computer software, and technical data when requested by PCO.

GOVERNMENT FURNISHED PROPERTY MANAGEMENT

The GFP, GFE, and/or GFI listed in Section J of the contract is hereby provided for Contractor’s use in the performance of the T-38C ASSP contract. IAW FAR 45.202, the Property Management Plan is required outlining the voluntary consensus standard or industry leading practices and standards to be used in the management of Government property, or existing property management plans, methods, practices, or procedures for accounting of property. (CDRL A031) DI-MGMT-80004A, IAW FAR Clause 52.245-1 Government Property, the Government shall provide the Contractor the above referenced property, in an “as is” condition.

The Contractor is responsible for all repairs to the GFP/GFE for the duration of the PoP or while the GFP/GFE is in the Contractor’s possession. The Contractor shall return to the government all GFP/GFE at the conclusion of the loaned period in an “as is” condition.

Accomplish inventory of all GFP, GFE and GFI within 90 days of the beginning of the initial contract PoP. Any inventory discrepancies found/identified shall require immediate corrective action by Contractor to resolve and ensure all applicable equipment is accounted for using Contractor format. (CDRL A028) DI-MISC-81191B.

Update GFP, GFE and GFI inventory documents to incorporate all changes from the previous contract year/option year within 45 days of option award or as directed by the PCO. (CDRL A028) DI-MISC-81191B.

COMMERCIAL SMALL BUSINESS INVOLVEMENT

The Contractor shall be required to make a best effort to meet small business subcontracting goals to include Small Businesses (SB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), Small Disadvantaged Business (SDB), and with Women Owned Small Business (WOSB). The Small Business Subcontracting Requirements clause will require the Contractor to make a best effort to meet an overall minimum small business subcontracting goal. The Contractor will also be encouraged to meet and/or exceed goals for each socioeconomic category stated in the clause. A Small Business Subcontracting Plan will be required IAW FAR 52-219-9, Small Business Subcontracting Plan.

DoD Implementation of Electronic Subcontracting Reporting System (eSRS) requires that Clause 52.219-9 (Jul 2013 and DoD Deviation Aug 2013) is inserted in all solicitations and contracts that require subcontracting plans. The Air Force requires Contractors to use eSRS to input subcontracting reports. The SF 294/295 will no longer be used to report subcontracting activities to the ACO or contract administrator. Training publication and webinars on eSRS use as well as eSRS registration is located at the following link: http://www.esrs.gov/

CONTRACTOR LOGISTICS SUPPORT (CLS) (CLIN X005)

The Contractor shall provide logistics support of the T-38C Avionics System and ATDs as outlined in this PWS. Major elements of support addressed by this PWS include COMBS operations, engineering services, off-base repair of avionics system LRUs, hardware and software block upgrades when required and software support and sustainment.

The Contractor shall repair or replace all parts identified in Appendix A, (Group A Component List) and Appendix B, (Group B Component List); including parts added as a result of hardware and/or software changes, when presented for exchange at the COMBS counter with a completed AFTO Form 350. All repairs shall be performed utilizing off-base resources.

· Due to the high-use and susceptibility of loss and damage of the Compact Flash Card (CFC), the Contractor will not issue a CFC without the faulty or damaged CFC being turned-in at the COMBS facility. If the CFC has been lost or is unavailable for turn-in a Damaged Equipment Report will be completed by the Contractor and will include the name of the requestor, flying unit and date of request. The Damage Report may be sent directly to the Program Office for approval. The on-site COR need not be involved.

The Contractor shall ensure that replacement spare parts are repaired, manufactured or updated IAW Original Equipment Manufacturer (OEM) instructions, Federal Aviation Administration (FAA) accepted procedures or Contractor-certified repair specifications, current drawings or engineering data, as applicable.

The Contractor shall be responsible for interchangeability and substitution management in coordination with the Government.

The Government will not provide any items contained in Appendices A or B of this PWS unless identified as GFE in Request for Proposal (RFP). The Contractor shall provide these items as required to support metrics contained within this PWS.

The Contractor shall provide appropriate shipping containers for all Group B components.

The Contractor shall provide supplier management for all equipment in the Group A and Group B parts list, including parts added as a result of hardware and/or software changes.

The Contractor shall stock, store and issue government-owned panels as identified in Appendix G of this PWS until current supplies are exhausted. There is no requirement for the Contractor to manufacture additional panels when the current inventory is exhausted.

The Contractor shall provide all material items to include Diminishing Manufacturing Sources and Material Shortages (DMSMS) material items in support of avionics system repair on a Cost-Per-Flight-Hour (CPFH) basis. The Contractor shall deliver an annual report of the actual cost incurred by the Contractor for CLIN X005. The report shall provide sufficient detail of the Contractor’s actual expenditures incurred. The report shall be due within 90 days of the end of the delivery order. (CDRL A045)) DI-MISC.-80508B, Ground maintenance training aircraft (68-8106) shall be included in this support.

The Contractor shall implement a PB program to support an avionics system-level minimum MTBF of 40 hours. The system-level MTBF shall be calculated as a moving average over a 6-month period. The formula used to calculate the system-level MTBF is located in Section 10.2 of this document.

The Contractor shall implement a PB program to maintain a spares issue rate IAW paragraphs 10.4 and 10.5 of this PWS.

The Contractor shall provide the Test Equipment listed in Appendix D of this PWS.

The Contractor shall ensure all applicable aircraft and ATD drawings are updated as required to reflect the current avionics system configuration. (CDRLs A029 and A033) DI-SESS-80642E and DI-SESS-81000F/T.

FLIGHT HOUR INVOICING AND RECONCILIATION (CLIN X005)

The Contractor shall invoice T-38C flight hours against CLIN X005. The Government estimates the T-38C annual flight program will fly 95,000 hours. Flight hours shall be billed against actual flight hours incurred IAW proposed cost per flight hour, e.g.; 100 actual flight hours X $50 per flight hour proposed = billing amount of $5,000.

The Contractor shall submit monthly flight hours broken out by each by base and organizations to the T-38 Program Office COR(s) no later than the 15th of each month for the preceding month totals. The T-38 Program Office COR(s) shall verify & approve submitted hours for invoicing via DCMA.

The Contractor shall reconcile flight hours with the T-38 PO monthly for each PoP. The Contractor shall forward monthly flight hours to the T-38 Program Office COR(s) for adjustment (if required), verification, and approval. Reconciliation will occur by the 25th of each month to ensure all entries are completed.

Flight hour status accounting and reconciliation shall be accomplished using the Basing and Logistics Analytics Data Environment (BLADE), Reliability and Maintainability Information System (REMIS) and Navy flight hour reporting. Access to the required systems will require a Government issued Common Access Card (CAC). The CAC and Contractor access to these systems will be granted to the appropriate Contractor personnel upon contract award.

3.11.4 The Government recognizes that T-38 aircraft will begin to attrit during the contract PoP, therefore a minimum cost per flight hours will be reimbursed at a floor of 4400 hours per month during the 5-year base and 3800 hours per month during the 5-year option.

SPECIAL STUDIES (CLIN X012)

The Contractor shall perform special studies, projects, and analyses in support of this Contract as directed by the PCO. Special studies will be paid for under CLIN X012. It is estimated that one special study during the base contract and one additional special study during the option period may be required.

OVER AND ABOVE (CLIN X016, X017)

Over and above costs shall be used for work that has not been anticipated and is not covered under another CLIN. Unanticipated work includes but is not limited to support for aircraft mishap investigation, disposition of parts involved in a mishap or a safety of flight issue that may result in an Engineering Change Proposal (ECP). This CLIN shall only be proposed upon receipt of a defined requirement from the PCO and is paid for under CLIN X016 or CLIN X017.

FIELD SERVICE REPRESENTATIVES (CLIN X003, X015)

The Contractor shall provide a Field Service Representative (FSR) for each of the AETC Main Operating Bases (MOB), Patuxent River Naval Air Station (NAS) and Edwards AFB. FSR support shall be transferrable to any location on a short-term or temporary basis as required by the Government. If an FSR is transferred to a new location on a short term or temporary basis, the FSR can support the vacated location virtually. The Government will solicit a proposal if additional FSR support is required. The FSR shall (as applicable):

A. Provide training to unit-level avionics maintenance personnel regarding system changes or updates whether requested by the Government or driven by safety matters B. Provide avionics familiarization training as requested for Government personnel C. Develop unique or site-specific training and related materials D. Perform technical support and investigation of unusual or recurring problems E. Recommend changes to procedures or equipment F. Assist the on-site customer in detecting technical deficiencies G. Investigate and provide feedback to the appropriate agencies on T-38 avionics problems H. Consult with and assist the Government in development of technical solutions to remedy difficult maintenance problems I. Investigate and research problem areas pertaining to parts and supplies J. Coordinate with COMBS to obtain parts K. Assist with logistics planning to ensure parts are available L. Support depot avionics activities at JBSA-Randolph AFB M. Provide the necessary support for the collection and transmission of aircraft post flight data (reference section 4.3).

N. Provide training on Contractor material handling and shipping procedures Field service support for Holloman AFB, NM will be provided by the Contractor’s T-38C FSR(s) by telephone during normal duty hours, Monday through Friday. Holloman AFB may request on-site FSR support and will be responsible for the applicable support equipment and data as necessary to support temporary FSR on-site presence. Travel to Holloman will be reimbursed and charged against CLIN X015. Specifically, the designated FSR will:

A. Act as liaison between Holloman AFB and the Contractor’s home office B. Assist the on-site Holloman AFB maintenance cadre in detecting technical deficiencies, via telecom.

C. Coordinate with COMBS to obtain parts.

D. Provide training for shipment of parts.

E. The Contractor shall also provide training to Holloman AFB, maintenance personnel for the T-38C Avionics Systems as required.

COMBS OPERATIONS (CLIN X002, X004)

The Contractor shall perform the COMBS operations at each of the locations listed in Table 3-1. The Contractor shall also provide spares support for T-38C aircraft at Edwards AFB, Holloman AFB, and Patuxent River NAS. Additionally, the Contractor shall provide Electronic Engine Display (EED) spares and Video Data Transfer Unit (VDTU) spares for the T-38C ATD. The Government may require additional COMBS facilities if mission dictates permanent aircraft reassignment. If additional facilities are required, the Government will submit a Request for Proposal (RFP) to the contractor for the set-up and implementation of COMBS support at the desired location. (See paragraph 3.1.9)

The Contractor shall provide serviceable replacement parts and equipment IAW paragraphs and sub paragraphs 10.4 and 10.5 of this PWS.

All COMBS spare parts requests must have a valid Job Control Number (JCN) issued from the Integrated Maintenance Data System (IMDS), aircraft tail number and a valid figure and index identifying the part in the T-38C Illustrated Parts Breakdown (IPB). All parts issues will require a turn-in of a like item regardless of whether it is expendable or reparable. When practical, i.e., nuts, bolts and attaching hardware are excluded.

NOTE: Embedded GPS/INS (EGI) new or replacement battery shall be installed prior to removing the expended EGI battery. These batteries are to be treated as hazardous materials (HAZMAT) when not installed in an EGI.

The Contractor shall provide repair or replacement services for all repairable equipment submitted to the COMBS. The Contractor shall use a qualified OEM, FAA certified, or Contractor-certified repair facility for all repairs.
