3. Requirements
3.1 Manufacturing. The contractor shall manufacture the quantities of array servicing systems as specified in Contract Schedule B. The array servicing systems shall be provided per the drawing package cited in paragraph 2.1 above. Quantities of full systems, systems with only radar array platforms, and sites not requiring the four sheets of plywood are as specified in Attachment 1.
3.1.1 The only exception is the “partial” system specified for the AN/FPS-117 Engineering Facility at Hill Air Force Base, UT. This was the prototype site. The requirement for this site is to provide left and right bridge end sections, hand rails, array mounting brackets, and a spares kit per the current design drawings.
3.1.2 The drawing package allows “or equivalent” for the Reechcraft Power pole assemblies, the Spandeck #88012-01, and the JLG-30AM-AC man lift. If items are substituted as being equivalent to these items, the contractor shall provide engineering analysis by a licensed engineer showing that the substituted products meet or exceed the performance characteristics of the originally specified items (CDRL A003). The contractor shall submit an Engineering Change Proposal (CDRL A004) for government approval of the proposed design change and shall not manufacture any products prior to receiving approval of the proposed change. The contractor shall also provide drawings to https://assist.daps.dla.mil/quicksearch/basic_profile.cfm?ident_number=35520 http://www.astm.org/ http://www.astm.org/ https://www.ippc.int/file_uploaded/1323945454_ISPM_15_2009_En_2011-11-29_Refor.pdf https://www.ippc.int/file_uploaded/1323945454_ISPM_15_2009_En_2011-11-29_Refor.pdf https://assist.daps.dla.mil/quicksearch/ replace the existing drawings (CDRL A005) and shall update the Installation, Operation, and Maintenance Manual (CDRL A007).
3.1.3 The contractor shall provide information required to implement Item Unique Identification (IUID) standards (CDRL A006). The information shall include nomenclature, CAGE Code, contractor part number, and serial numbers. An IUID label shall be applied in the same general area as the serial number nameplate on the back side of the base/mast structure of the man-lift. One IUID label for the entire Array Servicing System shall be applied to the vertical surface of the bridge center section in the middle.
The Government will manufacture the labels and provide them to the contractor.
3.2 Quality Inspection. The contractor shall make the first production unit available just prior to crating at the contractor’s facility for Government inspection. Government inspection will include comparison of manufactured parts with the drawing package, i.e., dimensions, materials used, compliance with partial assembly instructions, etc.; quality of workmanship, i.e., quality of welds, fit, finish, paint, etc.; and completeness, i.e., all parts present. The contractor shall remedy any noted deficiencies prior to shipping.
3.3 Kit Proofing. Kit proofing shall occur at the first installation site, currently planned for Murphy Dome, AK. Kit proofing shall consist of the contractor observing that experienced Air Force or Air Force contracted technicians can install the supplied unit by following the instructions in the Installation, Operation, and Maintenance Manual and that all parts specified in the drawing package have been provided. The contractor shall remedy any noted deficiencies and make required changes to the technical drawings (CDRL A005) and/or Installation, Operation, and Maintenance Manual (CDRL A007) before kit proofing will be considered to be complete. The contractor shall deliver subsequent systems in the same configuration as the system accepted at the end of kit proofing.
3.4 Packaging. The contractor shall package the array servicing systems for shipment to each site specified in Attachment 1 of this SOW. The man lift and Reachcraft PowerPole climbing units will be provided internal storage at the radar sites, but the pole sections, array brackets, decking, hand rails, etc. may be subjected to external storage. The packaging shall protect the enclosed equipment from a maximum of 12 months exposure to climatic conditions such as rain, snow, ice, and cold weather found at the radar sites.
The Packaging shall comply with ASTM D6251 and be Type III – Plywood, Class 2 – Overseas, Style A – Standard Box Corner, Treatment B – With water-repellent wood preservative, Load Type 3 – Difficult Load, and have nailed top panels. The Radar Array Platform portion of the Array Servicing System may be shipped in multiple boxes. The contractor shall determine the items to be included each box. Maximum weight of each box shall not exceed 1,000 pounds. Maximum point loading of a box shall not exceed 210 pounds per square inch. Maximum length plus width plus height of a box shall not exceed 300 inches. The wood used in constructing the boxes shall comply with ISPM 15.
All boxes shall be market in accordance with MIL-STD-129, paragraphs 4.1.2, 4.2 (Note:
DoD 4500.9-R is now DTR 4500.9-R available at http://www.transcom.mil/dtr/part-ii/appendixaa-zz.cfm ) except that the bar coded military shipping label specified in paragraph 4.2.1 is NOT required, 4.3.2.1, no identification linear (Code 39) and 2D (PDF417) bar code markings are required as specified in 4.4, no direct vendor delivery (DVD) 2D (PDF417) or linear (Code 39) bar codes as specified in 4.5 are required, 5.1, 5.2.4, 5.2.6, 5.2.7, 5.2.14, 5.2.17, 5.2.18, 5.3, and 5.3.1.
3.5 Delivery. The contractor shall deliver the systems to the locations specified in Attachment 1 of this SOW and schedule B of the contract. Delivery not-later-than dates are specified in Attachment 1. While delivery dates to the U.S. radar sites may be subject to negotiation, delivery not-later-than dates to the Canadian embarkation locations are firm. If the contractor does not meet these dates, the contractor will be responsible for delivery of the array servicing systems to the individual Canadian radar sites.
Reimbursement of the additional Canadian delivery cost will only be to the extent of what the Government would have paid to have the Canadian systems shipped from the embarkation locations to the radar sites had they been delivered to the embarkation locations on time. The contractor shall be responsible for completing all export and customs paperwork associated with deliveries to Canada.
3.6 Installation. Installation is required at two Alaskan sites, two Canadian sites, Hawaii, and Puerto Rico. Installation includes moving the array servicing system from the exterior of the facility to the floor inside the radome with the exception of the man lift and plywood for the King Salmon, AK site. The Government will be responsible to move the man-lift and plywood to the floor of the radome for this site only. The contractor shall schedule the installation with the point of contact listed for each site at least 30 days in advance. Install not-later-than dates are specified in Attachment 1 of the SOW. The contractor is responsible for obtaining the necessary visas and customs paperwork to accomplish the work in Canada. If the installation options are exercised, the contractor shall install array servicing systems at the sites specified in Attachment 1 of this SOW and schedule B of the contract.
3.7 Project Management
3.7.1 Project Status. The contractor shall develop a schedule which shows how the delivery-not-later-than dates and install-not-later-than dates of Attachment 1 will be met.
The contractor shall provide status detailing manufacturing status, number of systems shipped, and number of systems installed during the reporting period. (CDRL A001).

The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
4. Travel
The contractor shall travel to the sites identified as required installation sites in Schedule B of the contract. The contractor shall obtain approval from the AEWS Program Office at least 5 days prior to any planned travel. For installations in Canada, the contractor personnel shall fly to the Logistics Support Site (LSS) listed for the particular site in Attachment 1 of the SOW. Transportation from the LSS to the radar site will be provided. The contractor is responsible for making all necessary travel arrangements.
