Industry Questions and Government Answers to RFP Q&A #1

Q1- Paragraph 4.3.4.1 of the Performance Work Statement (PWS) lists the existing DRs with a notation for item #7 indicating that the contractor is to obsolete replace the visibility sensors under CLIN X001. Is the purpose of the notation to emphasize the forewarning in paragraph 4.3.2.1 that an ECP will be required to identify a special project type effort for the visibility sensor (CLIN x003), or is the Government expecting the IDIQ unit price for CLIN X001 to include the purchase price and roll out costs of the new sensor?
A:
PWS para 1.1 states “…if a requirement is not specifically identified as a Special Project requirement, it shall be accomplished as part of the CLS CLIN X001 effort…” Para 4.3.3 is an example of where it is clearly implied that any design changes, enhancements and upgrades would be “special project tasks” if/when a special project task order is issued.
Certain parts of the PWS provide further clarification that certain requirements (which have not been identified as a special project) are part of the CLS CLIN instead of a special project requirement. For example, para 4.3.2 states that “Obsolescence originates from the Contractor as part of their configuration management responsibility under CLS (not a Special Project).” As another example, PWS para 4.3.2.1 says that the “Contractor shall, as part of the CLS sustainment effort, present to the CCB any recommendation of replacing obsolescence through attrition or if a system-wide replacement is more appropriate to maintain FMC availability rates.”As a third example, para 4.3.4.1 #7 states that a subject corrective action (Obsolescence Replacement by FMQ-19 CLS provider) would be “under CLIN X001.”
Para 4.3.2 states, “The Contractor has the ability to choose to replace through attrition or through complete field replacement of an obsolete item, as long as the Government’s identified minimum availability/FMC rates are met for the period.” Based on this and what is identified in the above paragraphs, CLIN X001 will include the price of such chosen obsolescence efforts. Since either obsolescence replacement choice would require a proposed configuration change, “…the Contractor shall provide the Government an ECP…” for the proposed configuration change IAW PWS para 4.3.2.
Q2- Concerning paragraph 4.13 in the PWS, are the Service Tier A and B requirements to SHIP from the contractor’s GFP warehouse or DELIVER to the destination site within 2 and 4 days, respectively?
A:
The intent is to DELIVER to the destination site within 2 and 4 days respectively. See updated PWS para 4.13 dated 5 Jan 2012.
Q3- I am seeking clarification for pricing “Tier A” and “Tier B” – I am unable to locate what distinguishes the two types of pricing. Could you please provide clarification or direct me to the appropriate reference in the solicitation. The CLIN descriptions in Section B reflect the same wording so I am a little confused on how to properly price the effort.
A:
Service Tier A line items and Service Tier B line items both reference the PWS. There are differences between “Tier A” and “Tier B” requirements noted throughout the PWS. Examples of differences between the two tiers are things such as, but not limited to, different shipping requirements (para 4.13) and acceptable Up-Time Ratios (para 2.1 and 4.1).
Q4- Can we get access to a FMQ 19 T.O. 31M1-2FMQ19 since there is a requirement for T.O. submittal outlined in CDRL A006; COTS Manual and Associated Supplemental Data?
A:
There are not any attachments above and beyond what has already been attached to the posted RFP. The FMQ 19 T.O. 31M1-2FMQ19 is not (and will not be) an attachment to the RFP.
