SECTION I: DESCRIPTION OF SERVICES/SCOPE
Introduction The Flight Test, Telemetry and Termination (FT3) Program replaces the All Ordnance Destruct System (AODS) and the Mod 7 Instrumentation Wafer (Mod 7) with a flight test kit. In addition, a replacement of the current Launch Support System (LSS) is required to deploy the flight test kit. The flight test kit which consists of the Flight Destruct System (FDS) and a waferless Integrated Instrumentation System (IIS), along with an upgraded LSS, is expected to meet 30th Space Launch Delta (SLD) Range Safety and Air Force Global Strike Command (AFGSC) requirements and resolve obsolescence concerns.
Replacement of the Vandenberg Space Force Base (VSFB) flight test unique equipment (FTUE) is necessary to sustain future Operational Test Launches (OTL). The OTLs are critical to validating the continued accuracy and reliability of the Minuteman (MM) III Intercontinental Ballistic Missile (ICBM) Weapons System and providing valuable data to ensure a safe, secure, and effective nuclear deterrent. The FT3 System of Systems (SoS) is expected to perform the same function as the existing systems with upgraded design features in order to comply with Air Force Space Command Manual (AFSPCMAN) 91710, Range Safety User Requirements, Range Commanders Council (RCC) 319, Flight Termination Systems Commonality Standard, and RCC-324, Global Positioning and Inertial Measurements Range Safety Tracking Systems’ Commonality Standard as tailored for the FT3 Program.
Description of Services The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to produce flight test kits to include flight and ground spares, and sustain FT3 systems as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.
Scope and Period of Performance The Government estimates an overall base ordering period of 8 years (February 2022 to February 2030) for the Production Contract Line Item Numbers (CLIN). The Government estimates an overall period of performance (PoP) of 7 years in 1-year increments, starting in February 2023 to February 2030 for the sustainment CLINs. There are five 1-year options in the event the MMIII OTL Program is extended through October 2035. The Production CLINs include Materials; Build Components; Order, Build, Assemble and Deliver Flight Test Kits; Data; Initial Spares; and Travel. The Sustainment CLINs include Sustainment, Contractor Logistics Support, Program Management, Data, and Travel. A Government-approved system will be utilized to prioritize and schedule sustainment tasks (task listing) as bilaterally agreed upon. This agreed upon task listing does not identify those unplanned failures and anomalies that impact the MMIII OTL mission and will be charged to the Contractor Logistics Support CLIN.
SECTION II: Production Description of Tasks
1. Flight Test Kit Production Program Objectives As part of the FT3 Program Production and Sustainment Contract (Operations & Support Phase), the contractor shall manufacture, produce and deliver, using FT3 approved technical data, specifications and drawings, up to four (4) flight test kit replenishment spares per year of which deliveries must align to the most current AFGSC MMIII OTL 5-year schedule.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary except for those items specified in the FT3 GFP Listing.
The contractor shall review and analyze acceptance test data to determine if there are adverse trends.
The contractor shall implement corrective action with Government approval to resolve findings, negative trends, deficiencies, and nonconformities as identified.
Contract Objectives During the FT3 Production Phase, once the FT3 systems designs are finalized and first LRIP flight is deemed successful per post-flight analysis with Range Safety concurrence, the Government will gain approval through the Full Rate Production (FRP) Decision Review to allow the contractor to begin producing flight test kits. The production of these kits will not start without receiving an “authority to proceed” notification from the Government to exercise a Production Contract Line Item Number (CLIN) and purchase order. The Government expects to accept the first flight test kits at VSFB in November 2024 to support first launch in February 2025. Follow-on flight test kit deliveries will be expected at a rate of one per quarter IAW AFGSC MMIII OTL Schedule. Once acceptance testing has been performed and the assets have been delivered, Range verification checks will be required prior to final configuration for flight, as outlined in the FT3 tailored versions of RCC-319 and RCC-324.
The proposed FRP quantities are subject to change following contract award based on the needs of AFGSC. The FT3 Production contractor will procure parts and materials, and produce up to four (4) FT3 flight test kits a year of which are separately authorized and funded. Two 2 year and one 1-year options are included with the contract of which are separately authorized and funded.
During the first year on contract, the contractor shall:
Purchase and begin lot screening and qualification testing for those PMP-managed flight safety piece parts requiring additional lead time to meet first full rate production unit delivery date in November 2024 Procure materials that require purchase in order to meet need date Purchase initial spare parts per the Initial Spare Parts Listing (non-flight test kit hardware) as agreed upon at contract award During the second year on contract, the contractor shall:
Begin build of components necessary to meet need date Continue lot screening and qualification testing for those components requiring additional time If necessary, purchase second order of initial spare parts per the Initial Spare Parts Listing (non-flight test kit hardware) as agreed upon at contract award
The contractor shall ensure timely and accurate delivery of all data deliverables IAW contract requirements and shall ensure data is marked with the appropriate STINFO (i.e., Distribution Statement, Export Control Warning statement, and Destruction Notice), Controlled Unclassified Information (CUI) and classification markings.
Aerospace Vehicle Equipment Integration, Assembly, Test and Checkout The contractor shall conduct final acceptance tests of Post Boost Vehicle (PBV) electronics and cabling at VSFB IAW latest FT3 tailored revision of RCC 319-14(T). [CDRL A/B064, DI-QCIC-81891, Acceptance Test Reports (ATR)] The contractor shall provide management and engineering support to ensure qualification and acceptance test activities meet latest FT3 tailored revision of RCC-319-14(T), RCC-324-11(T), and AFSPCMAN 91-710, and coordinated with Range Safety accordingly.
The contractor shall provide management and engineering support to ensure qualification and acceptance test activities meet AFI 99-103, Capabilities-Based Test and Evaluation criteria and the AFNWC/NM HB 99-1103, Test Management and are coordinated with Minuteman III Program Office accordingly. The contractor shall provide engineering support for resolution of system/subsystem Acceptance Test Procedure (ATP) failures and anomalies.
The contractor shall conduct Materiel Defect Reporting using standard Air Force ICBM maintenance reporting processes IAW TO 00-35D-54, USAF Deficiency Reporting, Investigation, and Resolution. The contractor shall ensure that any materiel defects identified during flight test kit receipt are reported to the FT3 Program Manager. The Government will adjudicate these defect reports and determine the appropriate corrective action.
The contractor shall notify the Government within the timeframe specified in RCC 319-14(T) for all acceptance test failures.
The contractor shall notify the Government within the timeframe specified in RCC 324-11(T) for all acceptance test failures.
The contractor shall provide a full failure analysis IAW latest FT3 tailored revision of RCC 319-14(T) for any flight safety component which does not meet all of its Acceptance Test criteria.
The contractor shall provide a full failure analysis IAW latest FT3 tailored revision of RCC 324-11(T) for any range tracking component which does not meet all of its Acceptance Test criteria.
The contractor shall implement Engineering Change Orders (ECO)/Engineering Change Proposals (ECP) as directed to include associated drawings updates, and Specification Change Notices (SCN) if any are required during contract execution. [CDRL A027, DI-SESS-81000T, Product Engineering Design Data and Associated Lists; CDRL A030, DI-SESS-80643, Specification Change Notice (SCN); CDRLA031, DI-SESS-80639, Engineering Change Proposal (ECP)] The contractor shall procure sufficient parts to fully support up to 4 flight test kits per year production schedule to meet targeted schedule deliveries.
The contractor shall produce and supply one sufficient spare to be available for immediate deployment at VSFB.
The contractor shall deliver Missile Guidance Set (MGS) assemblies in the modified flight test configuration to VSFB when requested by the USAF 120 to 90 days in advance of the scheduled OTL flight. NOTE: MGS assemblies will be furnished by USAF for contractor modification.
The contractor shall modify a MGS with a new port hole while at Boeing Guidance Repair Center (BGRC) at Heath, Ohio, per drawing 25-94970 and using procedure 21-62947 to mount the antenna onto the MGS.
The contractor shall report actual measured weight for all flight test kit components at the ATP level. [CDRL A/B064, DI-QCIC-81891, Acceptance Test Reports] The contractor shall weigh the components of the flight test kit during each individual acceptance test and perform an analysis to determine the net-weight of the flight test kit. (This will not be included as a CDRL-Mass Properties Report) The contractor shall deliver this list of weights (with roll-up) to the Government as part of the delivery package of each flight test kit before launch. (This will not be included as a CDRL-Mass Properties Report) The contractor shall test, troubleshoot, and certify the IIS for flight using the MITS installed in the ILAB at VSFB.
The contractor shall conduct T&E activities for potential FT3 systems and support equipment hardware and software redesign and requalification to include test integration, scheduling and conduct (execution), simulated environment testing, and revise test requirements and test plan development IAW AFNWC/NM HB 99-1103, Test Management [CDRL A046, DI-IPSC-81438, Software Test Plan (STP); CDRL A047, DI-IPSC-81439, Software Test Description (STD); CDRL A048, DI-IPSC-81440, Software Test Report (STR); CDRL A056, DI-NDTI-81284, Test and Evaluation Program Plan (TEPP); CDRL A060, DI-NDTI-80566, Test Plan; CDRL A061, DI-NDTI-80603, Test Procedure; CDRL A062, DI-NDTI-80809, Test/Inspection Report; CDRL A176, DI-MISC-81807, Software/Firmware Change Request] The contractor shall conduct Test Readiness Review (TRR) prior to any qualification testing. TRRs are also required prior to any development testing. All TRRs shall include Briefing Materials and Meeting/Minutes. [CDRL A003, DI-MGMT-81605, Briefing Materials and CDRL C004, DI-ADMN-81505, Meeting Minutes] Parts Management Working Group and Parts, Materials, and Processes (PMP) Management Plan The contractor shall use the latest revision of the D2-28994-1 Parts, Materials, and Processes (PMP) Management Plan for requirements and guidance when procuring parts during production. [CDRL A/B168, DI-STDZ-81993 Parts, Materials, and Processes (PM&P) Management Plan] The contractor shall support the Parts, Materials and Processes Working Group (PMPWG) to coordinate any obsolescence mitigation, parts, materials, process concerns or changes.
The contractor shall archive lot conformance data (screening and qualification at piece-part level) and make available upon request for the duration of the service life of the deployed product.
The contractor shall ensure that each supplier of mission critical hardware performs the applicable incoming tests and inspections of parts and materials and meets the requirements of the procurement specification. For categories I and II, the contractor shall develop and maintain a database that captures all relevant data for received parts to include, lot date code, purchase order requirements, and certificate of conformance data for the life of the program. The incoming inspection and testing of parts and materials shall be conducted IAW with the supplier’s approved PMP Management Plan.
The contractor shall perform assessments of subcontractor PMP implementation as required to verify compliance to PMP management and control practices as defined in the approved critical supplier’s hardware PMP plan.
The contractor shall conduct a failure analysis, in addition to PMP Management Plan requirements, when directed by the Government.
Production Readiness Review and Audits The contractor shall hold a Production Readiness Review (PRR) to ensure that the system design is ready for production and the supplier has accomplished adequate production planning for entering Full Rate Production (FRP). The PRR shall be conducted IAW IEEE 15288.2, IEEE Standard for Technical Reviews and Audits on Defense Programs to review the specified technical data products and meet the exit criteria stated within. [CDRL A002, DI-ADMN-81249; Conference Agenda; CDRL A003, DI- MGMT-81605, Briefing Material; CDRL A004, DI-ADMN-81505, Report, Record of Meeting Minutes] Manufacturing Practices and Materiel Fielding The contractor shall update the Manufacturing and Producibility Plan for full rate production with updated Manufacturing Bill of Materials; production and acceptance plan, and definition of responsibilities during production; and delivery plan. [CDRL A009, DI-MGMT-81889, Manufacturing Plan] The contractor shall ensure flight test kit support equipment (GFE) is functioning in support of production. The contractor shall repair and calibrate any GFE required to continue production as scheduled, i.e., Minuteman Integrated Instrumentation System (IIS) Test Station (MITS), Miniature Analog Transmitter (MAT) Government Support Equipment (GSE), shaker table, battery half-rack, transportation and test (TAT) fixture for the IIS platform, etc.
The contractor shall monitor in-process hardware to include electronic components and assemblies for compliance with MIL-STD-1568, Materials and Processes for Corrosion Prevention and Control in Aerospace Weapons Systems, Society of Automotive Engineers (SAE); AS12500, Corrosion Prevention and Deterioration Control in Electronic Components and Assemblies, AFNWC/NM-HB-21-1100, Corrosion Program and the FT3 Corrosion Prevention & Control (CPC) Plan during the various stages of manufacture. Finish specifications will continue to be documented on drawing and any required Engineering Orders updates. Any production line corrosion or contamination problems that occur, or may occur shall be reported to the FT3 program and the CPC representative. The problem will be reviewed and corrective action implemented. If there are any changes, the CPC Plan will need to be updated as required. In-plant protection of equipment will be established. (see MIL-STD-2073-1, Standard Practice for Military Packaging) [CDRL A013, DI-MFFP-81403, Corrosion Prevention & Control Plan] The contractor shall have an Integrated Product Team (IPT) managing all aspects of its subsystem/component product manufacturing and operational support activities. The contractor's supplier management will work with each IPT through the assigned responsible engineer and the procurement agent to include representatives from other appropriate disciplines to assist in defining supplier requirements for system safety, quality assurance, logistics support, reliability and maintainability, and other specialty disciplines, as required.
In compliance with the clause entitled “Inspection of Services,” 52.246-3 and 52.246-4, the contractor shall establish a complete Quality Control Program to ensure the requirements of this contract are provided as specified IAW the clause. The contractor shall update the Quality Assurance Program Plan (QAPP) and institute quality assurance processes to ensure quality of documentation, testing, analyses, and hardware during the manufacturing of systems/subsystems. Quality processes shall be documented in a FT3 QAPP. [CDRL A015, DI-QCIC-81794 Quality Assurance Program Plan (QAPP)] The contractor shall perform quality product evaluation audits during fabrication, assembly and installation activities. These audits may be in conjunction with first article inspection activities. Ensuring production process surveillance processes provide the surveillance requirements and methodology to verify compliance with processes, procedures, work instructions, and other requirements. Internal audits should be performed IAW processes which establish requirements and responsibilities for implementing and maintaining an internal audit program that evaluates the Quality Management System (QMS), applicable contract requirements, conformity, effectiveness, and efficiency. [CDRL A/B169, DI-QCIC-81187, Quality Assessment Report] The contractor shall ensure all products provided to the Government are compliant with MIL-STD-130, Identification Marking of U.S. Military Property and Technical Manual 00-25-260, Asset Marking and Tracking Item Unique Identification (IUID) Marking Procedures.
Packaging, Handling, Storage and Transportation (PHS&T) The contractor shall coordinate the plan for assembly, kitting and delivery timeline for flight test kits (subkits) within 60 days of contract award.
The contractor shall coordinate flight test kit (subkits) delivery with the MMIII Systems Directorate and the 576 FLTS.
The contractor shall ship all subkits IAW D2-29691-1, FT3 Transportation Plan, appropriate Air Force and Military Standard PHS&T requirements to VSFB from BGRC no earlier than 120 days and no later than 90 days prior to launch. (MIL-STD-2073-1E, Standard Practice for Military Packaging Requirements) The contractor shall kit FDS assemblies, Electronic Safe and Arm Devices (ESAD) to include the Conduit Support System, at the BGRC, Heath OH, using fiberboard containers and placed in a wooden crate per MIL-STD-2073-1, Method 54. The contractor shall handle, treat, and store explosive components in accordance with local, state and federal regulations.
The contractor shall build and test the IIS, then ship the IIS to VSFB for acceptance testing and certification for flight by I-LAB personnel. [CDRL A/B064, DI-QCIC-81891, Acceptance Test Reports] The contractor shall handle electrostatic discharge sensitive (DS) parts of the flight test kit per MIL-STD-1686, Class 2.
Program Management The contractor shall perform program management of the production of the flight test kits. Program management includes the resources necessary to manage, direct, and control all efforts contributing to the production of the flight test kits.
Subcontract Management The contractor shall manage all aspects of subcontract oversight. The contractor shall provide a quarterly performance update to the Government as part of the PMR. Subcontractor Deliverable Requirement Lists (SDRL) shall be planned appropriately to support Government reporting requirements. [CDRL A008-1, DI-MGMT-81911, Work Management Plan (Subcontractor Management Plan)] The contractor shall identify all subcontractors and develop subcontract management plans to include use of Small Business minority set asides such as Service Disabled Veteran-Owned Small Business (SDVOSB) and HubZone. The Subcontractor Management Plan must include small business goals, and detailed explanations for any standard goals that are not met. [CDRL A/B008-2, DI-MGMT-81911, Work Management Plan (Small Business Subcontractor Report)] Risk Management The contractor shall manage the program risk IAW the Contractor’s Risk Management Plan [CDRL A010, DI-MGMT-81808, Contractor’s Risk Management Plan] The contractor shall identify, track, report, and present risks at each PMR for discussion and update as part of the Risk Management Board.
The contractor shall provide standardized risk assessment and management functions, utilizing techniques which easily interface with the Government’s current risk management process IAW AFNWC HB 62-1105, Weapons System Risk Management Handbook.
SECTION III: Sustainment Description of Tasks Systems Engineering Core Systems Engineering Performance Metrics The contractor shall provide reliability and performance metrics at the quarterly PMR (i.e., Technical Performance Measures (TPM)) to assure FT3 systems and support equipment continue to meet requirements IAW Key Performance Parameters (KPP) and specifications. [CDRL C003, DI- MGMT-81605, Briefing Material] The contractor shall provide an updated Reliability and Maintainability Management Plan which includes reliability and maintainability predictions, redundancy, failure analysis, corrective action and feedback, trade-off studies, spare part needs analysis, and other functions that may impact the logistics management of FT3 systems. [CDRL C008-8, DI-MGMT- 81911, Work Management Plan (Reliability and Maintainability Management Plan)] The contractor shall provide service life assessments, and detect trends as early as possible, using data sets and test results such as: contractor performed tests, flight test results, VSFB pre-flight test data, root cause analysis, and repair data. [CDRL C059-2, DI-MISC-80508T, Technical Report (Trend Analysis); CDRL C059-3, DI-MISC-80508T, Technical Report (Service Life Assessment Report (SLAR)] The contractor shall maintain a maintenance repair database for LSS, and test/support equipment. The contractor shall make the information available and deliver to the Government upon request. [CDRL C170, DI-MGMT-81868, Repair Parts Report] The contractor shall update the Failure Mode Effects and Criticality Analysis (FMECA) Report when the design is changed, new failure modes are identified or if required by Government. [CDRL C102, DI-SESS-81495, Failure Mode Effects and Criticality Analysis (FMECA) Report] The contractor shall assist the Government in monitoring FT3 KPPs and Key System Attributes (KSA) if design changes are implemented.
The contractor shall analyze environments from flights and assess if the results merit amendment of the maximum predicted environments (MPE) captured in the Environments Data Book (EDB). Results shall be recorded in the EDB. [CDRL C059-4, DI-MISC-80508T, Technical Report (Environment Data Book (EDB))] Hardware/Software The contractor shall deliver software documentation for software changes. [CDRL C030, DI-SESS-80643, Specification Change Notice; CDRL C040, DI-AVCS-80700, Computer Software Product End Items; CDRL C042, DI-IPSC-81433, Software Requirements Specification (SRS); CDRL C044, DI-IPSC-81435, Software Design Description (SDD); CDRL C049, DI-IPSC-81441, Software Product Specification (SPS); CDRL C050, DI-IPSC-81442, Software Version Description (SVD); CDRL C165, DI-IPSC-80590, Computer Program End Item Documentation] The contractor shall submit a Software Development Plan to address ongoing software updates required during the life of the system. [CDRL C041, DI-IPSC-81427, Software Development Plan] The contractor must collaborate with the Government to ensure any requested tailoring of Range Safety requirement documents are agreed upon and approved by the Program Office. [CDRL C059-5, DI-MISC-80508T Technical Report, (Range Commanders Council (RCC) Standards Tailoring)] The contractor shall support and coordinate required documentation per CDRL instructions for hardware and software changes with the Government Configuration Management Office, and support technical meetings, i.e., Technical Evaluation Review Board, Guidance Review Board, Technical Interchange Meetings (TIM), etc.
The contractor shall submit Engineering Change Orders (ECO)/Engineering Change Proposals (ECP), associated drawings updates, and Specification Change Notices (SCN) if any are required during contract execution. [CDRL C027, DI-SESS-81000T, Product Engineering Design Data and Associated Lists; CDRL C030, DI-SESS-80643, Specification Change Notice (SCN); CDRL C031, DI-SESS-80639, Engineering Change Proposal (ECP)] Computer Program Identification Number System (CPINS) All software on Government configuration managed Government Support Equipment (GSE) shall have an assigned Computer Program Identification Number (CPIN). The contractor shall request CPINs IAW T.O. 00-5-16, Computer Program Identification Number System (CPINS). Requests shall be made for all computer software configuration items (CSCI) requiring new CPINs, CPIN versions, or CPIN revisions with exception of system shells and software media items IAW CDRL C054, DI-MISC-81454, Computer Program Identification Number (CPIN) Catalog Information.
The contractor shall deliver CPINS via Enhanced Technical Information Management System (ETIMS) in coordination with the applicable Government Equipment Specialist for continued support of software applications, i.e., operational, support equipment, test equipment, diagnostic, assessment, depot, data production, and data storage.
The contractor shall comply with Technical Order (T.O.) 00-5-16, Computer Program Identification Number System (CPINS) and MIL-HDBK-61, Enhanced Technical Information Management System (ETIMS) Handbook.
The delivery of all new or modified software shall include a Time Compliance Technical Order (TCTO). At a minimum, this TCTO shall be a record TCTO for tracking purposes. [CDRL C110, TMCR TM-86-01, Technical Manual Contracts Requirement (TMCR)] Parts Management The contractor shall use the latest revision of the D2-28994-1 Parts, Materials, and Processes (PMP) Management Plan for requirements and guidance when procuring parts for replacement as required to maintain (not production) systems in support of the AFGSC MMIII OTL Program.
The contractor shall use the latest PMP Management Plan to determine the requirements for screening, and qualification for CAT1 and CAT2 parts to replace failed parts if required for sustainment.
The contractor shall ensure no counterfeit parts are procured and used to replace parts used in the subkits IAW RCC 319 Appendix B.
The contractor shall support the Part Materials and Process Working Group (PM&PWG) throughout sustainment to coordinate any obsolescence mitigation, parts, materials, process concerns or changes The contractor shall ensure only approved vendors are used to procure parts.
The contractor shall procure the following for FT3 systems [CDRL C127, DI-PSSS-81656, Bill of Materials (BOM) for Logistics and Supply Chain Risk Management]:
· Replacement spare parts to maintain reparable spare parts inventory levels
· Materials, parts, equipment, and tools to support maintenance processes
Configuration Management The contractor shall follow the MMIII Configuration Management Plan (CMP) 62-CMP to provide complete coverage of all information, instructions and documentation necessary to produce a quality part, component, equipment, subsystem, or system of high acceptance and in complete conformity with contractual requirements. [CDRL C011, DISESS80858, Supplier’s Configuration Management Plan (Configuration and Data Management Plan (CDMP) for Minuteman Programs)] Operational Safety, Suitability, and Effectiveness (OSS&E) The contractor shall provide protection to Government property to prevent damage during the period of time the property is under contractor control or possession.
The contractor shall include a clause in each applicable subcontract requiring the subcontractor’s cooperation and assistance in accident reporting and investigation.
The contractor shall perform the following safety tasks:
0.1.1.1.1 Assist Government in implementing OSS&E to include human systems integration activities, using MIL-STD-882, System Safety and Air Force Materiel Command Instruction (AFMCI) 63-1201, Implementing Operational Safety, Suitability and Effectiveness (OSS&E) and Life Cycle Systems Engineering (LCSE) as guidelines. [CDRL C055, DI-SESS-81785, System Engineering Management Plan (SEMP); CDRL C056, DI-NDTI-81284, Test and Evaluation Program Plan (TEPP)]
0.1.1.1.2 Identify FT3 systems safety hazards. [CDRL C008-3, DI-MGMT-81911, Work Management Plan (Safety Risk Management Plan)]
0.1.1.1.3 Recommend design changes and management controls to prevent mishaps by eliminating hazards or reducing risks.
0.1.1.1.4 Provide expertise in the area of System Safety Engineering (SSE).
0.1.1.1.5 Assess FT3 safety as applicable for FT3 systems, recommend changes and identify impacts of changes affecting safety and ensure all regulations and standards pertaining to safety are followed.
0.1.1.1.6 Provide support to complete assigned Government action items from ICBM FT3-related mishaps, including tracking, providing detailed recommendations to close all assigned action items which may include High Accident Potential (HAP) reports, Safety Investigation Board (SIB) reports, Operational Review Board (ORB) reports as part of Safety Studies Reports, and Deficiency Reports (DR) as referenced in T.O. 00-35D-54. [CDRL C035, DI-PSSS-81535 Deficiency Report (DR); CDRL C068, DI-SAFT-81066, Safety Studies Plan; CDRL C069, DI-SAFT-81065, Safety Studies Report]
0.1.1.1.7 Provide system safety support to working groups, including program Integrated Product Team (IPT), safety IPTs, and the ICBM Project Officers Working Group (POG) which may include briefing preparation, mishap investigation support, operational safety inspections, operational hazard identification, mitigation and closure, and trend analysis and reporting, engineering assessments, and answers to assigned Government action items. [CDRL C026, DI-MGMT-80368, Status Report; CDRL C070, DI-SAFT-81300, Mishap Risk Assessment Report (MRAR); CDRL C071, DI-MGMT-82188, Accident/Incident Report] Systems Safety The contractor shall identify any changes to the hazard analysis and the associated techniques to be performed and summarize the cumulative results of those analyses in a CDRL C066, DI-SAFT-80101, System Safety Hazard Analysis Report (SSHAR).
The contractor shall maintain a System Safety Program Plan (SSPP) which implements system safety, software safety, safety critical function processes, and demonstrates compliance with industrial/ground/flight safety programs. The SSPP shall address military MIL-STD-882 processes as appropriate for system design safety analysis, human factors, test and evaluation and system safety program management. [CDRL C065, DI-SAFT-81626, System Safety Program Plan (SSPP)].
The contractor shall provide safety assessments when there are changes to safety hazards IAW CDRL C067, DI-SAFT-80102, Safety Assessment Report (SAR).
Programmatic Environmental Safety & Health Evaluation (PESHE) The contractor shall meet all environmental, safety and health, Federal, State, and Local laws and regulations.
The contractor shall comply with federal, state, or local environmental regulatory requirements. This includes, but not limited to, ensuring sustainment and maintenance activities comply with air quality, hazardous material, hazardous waste, and water quality requirements. Any new design will minimize the use of hazardous materials, using NAS 411 and avoid use of hexavalent chromium IAW 48 Code of Federal Regulations (CFR) 223.73.
The contractor shall address potential environmental impacts associated with operating, maintaining, and disposing of FT3 components.
The contractor shall support FT3 National Environmental Policy Act (NEPA) compliance activities (AF Form 813) and provide updates to Programmatic Environmental, Safety and Occupational Health Evaluation (PESHE) documents as necessary; ensure any design changes are environmentally compliant. [CDRL C074, DI-ENVR-81840, Programmatic Environmental Safety and Health Evaluation (PESHE) Plan; CDRL C075, DI-MISC-80508T, Technical Report- Study/Services (NEPA)].
Corrosion Control The contractor shall implement a Corrosion Control Program that ensures compliance with corrosion prevention and control requirements and measures which may include updates to the current Corrosion Control and Prevention Plan IAW MIL-STD-1568, Materials and Processes for Corrosion Prevention and Control in Aerospace Weapons Systems, Society of Automotive Engineers (SAE); AS12500, Corrosion Prevention and Deterioration Control in Electronic Components and Assemblies, and AFNWC/NM-HB-21-1100, Corrosion Program. [CDRL C013, DI-MFFP-81403, Corrosion Control and Prevention Plan] Flight Support The contractor shall be readily available for consultation in support of each OTL. The launch shall include, as required, video teleconference (VTC) support, review of procedures, and technical support in case of anomalies or other undefined procedures.
Integrated Logistics Support – Product Support Management The contractor shall provide an Integrated Logistics Support Plan for activities identified in paragraphs 2.2 and 3. Contractor Logistics Support, to include process for managing response time for repair and executing quick turn for FT3 systems to return to flight in case of failure/anomaly. The contractor shall perform responsibilities as product support integrator with subtier vendors, implementing life cycle product support element strategies, i.e., maintenance support and facilities planning, supplier management to ensure FT3 systems are sustainable through the life of MMIII OTL Program. [CDRL C123, DI-ILSS-80095, Integrated Logistics Support Plan] Demilitarization and Disposal The contractor shall update the Demilitarization and Disposal Plan as required in preparation for termination of MMIII OTL Program. [CDRL C008-4, DI-MGMT-81911, Work Management Plan (Demilitarization (DEMIL) & Disposal Plan)]. The Demilitarization & Disposal Plan shall include the following:
· Disassembly to the lowest level required to gain access to the item, component, or material requiring removal for demilitarization and disposal
· Address how to remove older/obsolete items from the inventory first
· Maximize the use of equipment and parts from deactivated systems for items in the current inventory
· Demilitarize the item, including components, to protect national security and public health and welfare
· Protect the environment and personnel by minimizing Environmental, Safety, and Occupational Health (ESOH) impacts, resulting from demilitarization and disposal activities
· Minimize demilitarization and disposal costs by maximizing the re-use of generated waste materials
· Include transportation of the item to removal/demilitarization/recycling area
· Identify efficient processes to defuel, de-energize, and remove hazardous materials
· Include handling procedures for protection of information, classified materials, explosives, dangerous articles, munitions, and hazardous materials
· Identify preferred and alternative methods for demilitarization and/or disposal Supply Support The contractor shall manage the DMSMS program for all FT3 components including the management of the subcontractors DMSMS programs. The contractor shall monitor the availability of items (with agreed-upon frequency of update) and provide the results to the Program Office. The Government should be notified of pending and emergent obsolescence issues, supplier recall notices, and emergent vendor-implemented changes.
The contractor shall maintain a DMSMS Management Plan to monitor potential diminishing sources and obsolete parts. [CDRL C167, DI-MGMT-81948, Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Plan] The contractor shall review GIDEP Alerts and Program Advisories for potential impact to hardware, both in production and delivered. If an Alert or Problem Advisory has the possibility of causing a system malfunction or of inhibiting the specified performance, the contractor shall notify the Government within 2 working days IAW [CDRL C147, DI-QCIC-80125, Government Industry Data Exchange Program (GIDEP) Alert/Safe-Alert Report] For Alerts or Problem Advisories that identify parts or materials that are noncompliance with hardware specifications or drawings but do not affect performance requirements of production items, the contractor shall dispose of them through the internal quality assurance process.
The contractor shall also identify part problems and/or failures at each PMR and TIM.
The contractor shall determine and implement the most cost-effective resolution to obsolescence issues. For the purposes of the contract, hardware, software, and firmware should be considered obsolete when the item can no longer be procured from the OEM as identified in the current Technical Data Package.
Information Technology (IT) Systems Continuous Support The contractor shall provide Software Support Activity (SSA) for software (including COTS and/or firmware) and security updates to FT3 systems to include support equipment and trainers.
The SSA assumes the role of providing post-deployment life cycle support for modifications or upgrades made to a system's software following the system's initial fielding. System modifications and upgrades include multi-system changes, block changes, preplanned product improvements, repair of deficiencies reported by the user, and other types of system change packages. The SSA organization typically compiles these needed updates into formal software releases to avoid disrupting the fielded system. Software development activities performed by an SSA in providing life cycle support are the same as those carried out during the development effort. They are tailored, as appropriate, to reflect the effort required to implement each change package, update pertinent documentation, verify the changes, and distribute the changes to users. [CDRL C041, DI-IPSC-81427, Software Development Plan (SDP); CDRL C046, DI-IPSC-81438, Software Test Plan (STP); CDRL C117, DI-MGMT-82191, Cybersecurity Vulnerability Report; CDRL C173, DI-IPSC-82134, Software Sustainability Package]
2.2.3.1 The contractor shall maintain active software licenses for any software used in FT3 systems.
Facilities and Infrastructure The contractor shall provide all facilities, including facilities for housing and operating FT3-required Government Furnished Equipment (GFE).
Government Furnished Equipment (GFE) Support The contractor shall meet with the Government immediately following contract start date to plan transition of GFE to the FT3 contractor. The GFE list will not be finalized until the Mod 7 contract is closed out and the requisite transition plan for the disposition of existing GFE from Mod7 to FT3 is complete. [CDRL C174, DI-MGMT-80408 , Request for Government Furnished Material] The contractor shall perform maintenance and calibration of GFE used for production, i.e., MITS, MAT GSE, shaker table, battery half-rack, transportation and test (TAT) fixture for the IIS platform, etc.
The contractor shall update and deliver a Calibration and Measurement Requirements Summary (CMRS) and Calibration Certificates for any updated or replacement Test and Measurement Equipment (TME) as required. [CDRL C177, DI-QCIC-80278, Calibration and Measurement Requirement Summary (CMRS) and CDRL C178, DI-QCIC-80798, Calibration Certificate] The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under 2.2.5 Government Furnished Equipment (GFE) Support of this PWS.
The contractor shall provide systems engineering support to assist with tracking changes, repairs outside the scope of its technical data, and resolve any other supportability issues for Mod 7 and LSS support equipment. If the contractor proposes alternative tools, models, equipment, etc., in supporting FT3 systems sustainment and acquisition; the verification, validation, and accreditation (VV&A) of those items must be included for operations and maintenance of said items.
The contractor shall ensure all products provided to the Government are compliant with MIL-STD-130, Identification Marking of U.S. Military Property and Technical Manual 00-25-260, Asset Marking and Tracking Item Unique Identification (IUID) Marking Procedures.
The contractor shall deliver all flight test kit support equipment after completion or termination of production for any reason. This includes any associated technical source data, to include all drawings generated during design/development. [CDRL C027, DI-SESS-81000T Product Engineering Design Data and Associated Lists] Training Support The contractor shall be prepared to provide training and materials to the Government as necessary, provided there is a change in software/instruction that warrants additional training.
Mock-Up/Systems Integration Labs The contractor shall conduct a feasibility study to determine cost and scope effectiveness of utilizing and maintaining the Utah Development and Integration Lab (UDIL), or potential for utilizing a more cost and scope effective alternate means for testing ground systems software or hardware to include troubleshooting and/or repair throughout the life of FT3 systems. The Government will use this study to make an informed decision for sustainment testing. [(CDRL C059-7, DI-MISC-80508T, Technical Report, (Utah Development and Integration Lab (UDIL) Feasibility Study)] The contractor shall maintain the Utah Development and Integration Lab (UDIL) until otherwise determined it is no longer needed for testing activities based upon completion of the feasibility study which shall need to be completed within 6 months of contract award.
Systems Security Engineering Overarching Responsibilities The contractor shall describe the planned Systems Security Engineering (SSE) approach to meet the technical activities of the contract and overall technical management of SSE, addressing: Program Protection, Cybersecurity, Cyber Test and Evaluation (T&E) / Resiliency, Critical Program Information / Supply Chain Risk and Security Management / Information Protection. The approach shall be documented in a deliverable or deliverables of the contractor’s choosing.
The contractor shall perform Program Protection / System Security / Cybersecurity Risk management. These risks shall be part of the overall program risks and safety risks. The contractor shall provide analyses, cost and schedule estimates along with recommendations, to reduce risks, resolve issues, and remediate findings including those documented in Plan of Action and Milestones (POA&M).
The contractor shall participate in the Government-led IPTs or System Security Working Group to provide technical input to the Government’s program protection planning and SSE activities.
Program Protection The contractor shall update the Program Protection Implementation Plan (PPIP) that is aligned to the Government developed Program Protection Plan (PPP) [CDRL C106, DI-ADMN-81306, Program Protection Implementation Plan] The contractor shall create, maintain and operate a formal incident response and forensic capability for protection of CUI residing on non-federal information systems. The contractor shall include the subcontractors and suppliers that perform support work that involves CUI.
The contractor shall establish an incident-handling capability plan that consists of: 1) incident response policy and plan, 2) procedures for performing incident handling and reporting, 3) guidelines for communicating with outside parties regarding incidents, 4) incident team structure and staffing model, 5) relationships and lines of communication between the incident response team and other groups, both internal and external, 6) services the incident response team should provide, and 6) staffing and training the incident response team, as defined in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-61 R2, Computer Security Incident Handling Guide.
The contactor shall provide operationally critical support, record and report cyber incidents that result in an actual or potentially adverse effect on the covered contractor information system and/or Covered Defense Information residing therein. The contractor shall report status of the incident-handling capability including plan-of-actions for capabilities not at full operational status, and periodic operational status.
The contractor shall provide status of a cyber-incident from first identification to closure as described in the contractor incident-handling plan. The contractor shall also report cyber incidents to the Government IAW Defense Federal Regulation Supplement (DFARS) Clause 252.204-7012, “Safeguarding Covered Defense Information and Cyber Incident Reporting”, and to the Defense Cyber Crime Center via the DIBNet and Joint Deficiency Reporting System (JDRS).
The contractor shall establish and document a Digital Forensics Readiness Plan, and upon an incident execute the plan on the covered information system to include the collection, examination, analysis, and reporting following practices described in NIST SP 800-86, Guide to Integrating Forensic Techniques into Incident Response, and NIST Special Publication 800-101, Guidelines on Cell Phone Forensics. The contractor shall use a community-developed, standardized specification language for representing and exchanging information in the broadest possible range for cyber-investigation domains, including forensic science, incident response, and counter terrorism.
Anti-Terrorism When work is performed on an AF installation, the Contractor shall follow the anti-terrorism requirements according to DoDI O-2000.16V1, DoD Antiterrorism (AT) Standards and AFI 10-245 Antiterrorism (AT). The contractor shall ensure all contractor personnel complete AT training.
Cybersecurity The contractor shall support the Government’s Information System Security Manager (ISSM) in implementing DoDI 8500.01 Cybersecurity and DoDI 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT). The contractor shall provide the information required for the program office to obtain/maintain Interim Authority To Test (IATT) and Authority To Operate (ATO). The contractor shall support the ISSM with updating and improving cybersecurity plans for security control families. The contractor shall be capable of implementing changes to security controls when required. The contractor shall update the Cybersecurity Implementation Plan (CSIP), the Hardware/Software (HW/SW) List, and the Ports, Protocols, Services Matrix (PPSM) when necessary to maintain RMF compliance.
