TASK
IAW Section L para 4.2.3.1.7 The Offeror shall describe their processes, analysis, and rationale that determine their selected corrective action for the sample sustainment scenario. The Offeror shall describe in their solution all actions needed to resolve the situation and what actions they will take that support the Government. The solution shall define the issue, incorporate all appropriate technical documentation and provide full implementation details. The Offeror’s solution shall be complete and take into account the necessary actions to maintain/sustain the weapon system throughout its lifecycle. From the list of documents in the Bidder’s Library, the Offeror shall document in table format all technical documentation that will be affected with incorporation of the proposed solution.
SAMPLE SUSTAINMENT SCENARIO
NOTES
· All information required to answer this sample sustainment scenario is contained within the scenario or in the GSSC Bidder’s Library. The Government will not provide additional information to offeror including requests for information relating to this sample sustainment scenario.
· All assumptions should be clearly stated to ensure the Government team can evaluate the quality, thoroughness, and timeliness of the offeror’s solution and how well it synthesizes the solution activities required to successfully resolve and implement the sample scenario.
· All indications not specifically provided should be considered as achieved, having correct / acceptable indications.
· All supply information provided in this scenario is not necessarily an accurate representation of current status, but should be assumed to be accurate for purposes of answering this sample sustainment scenario.
· T.O. 21M-LGM30F-1-7 is an incorrect reference in T.O. 21M-LGM30G-1-17. An AFTO-22 has been submitted to correct the reference to T.O. 21M-LGM30F-1-24.
While conducting SELM test at Wing 3, Launch Facility Delta 05; the following indications were observed within 5 minutes of completing steps of the T.O. 21M-LGM30G-1-17.
Para: 10.3.6 Execute Launch Command (ELC).
IAW 10.3.6.b. Test ALCC initiated Execute launch command; by sending ELC per T.O. 21M-LGM30F-1-7. Set transmitter to test frequency. Set COMMANDS selector switch to ELC. Set ADDRESS WING and SQUAD switches to test address.
Test LCC reported receiving the following indications for Delta 05:
(11/0011:59) LIP on LAUNCH and ALERT boxes of FLIGHT STATUS display for Delta 05 (12/0000:43) LFNG in ALERT box of FLIGHT STATUS display for Delta 05

On-site team initiated Para 11.2.2 and reported the following to TSM:
1. During para 11.2.4 SELM Quick Look Inspection - G&C umbilical was expected to have been released but is reported to still be connected to the missile.
TSM directed the on-site team to initiate para 11.2.7 and report findings before proceeding.
1. On site team reports SCS is in Safe position (no noted anomalies) and now installed SCS safing pin.
Test LCC is requested to initiate a GMI for Delta 05 and report status.
1. Test LCC reports LF Status Display indication; 12/0015:11 LFDN.
TSM directs on-site team to complete and report finding of para 11.2.5 before proceeding.

TSM request Test LCC to initiate Ground Maintenance Interrogation.

The TSM and ICBM SD System Engineering Level Evaluation & Correction Team (SELECT) engineering make the following observations from TCD Summary, Data, and Detail Status printouts
| • | SCS and CSD(G) armed appropriately |
| • | Flight Control and NCU Power On signal appeared to be on less than 5 seconds. |
| • | Msl failed to achieve NCO stage 1 spin –up and TCD was terminated by DCU operations. |
Based on scenario reported indications the TSM and ICBM SD SELECT directed the removal and replacement IAW applicable technical orders of the following listed Line Repairable Unit(s) (LRU).
1. Message Processor, C−9211A/GSW−13, P/N 25−74469−41
2. Coupler, Guidance And Control P/N 55100−107−501
3. Control−Monitor, C−9212A/GSW−13 (A6), or C−10153A/GSW−13 (A6)
4. Cable Assembly, Power, Electrical, HRK−959/E24A (W929)
5. Cable Assembly, Power, Electrical, HRK−960/E24A (W930)
6. Cable Assembly, Power, Electrical HRK−961/E24A (W931)
7. Cable Assembly, Power, Electrical, Branched, HRK−954/E24A (W941)
8. Switch Assembly, Launch Enable (S2), P/N 25−74568−1
9. Switch Assembly (S1) (81205 SPEC 10−21328−1), P/N KR76916
10. Relay Panel Assembly, Nozzle Control Unit (A1)
11. Panel Assembly, Load And Relay (A3)
These 11 LRUs were removed and replaced successfully. The site returned to operational status.
RESPONSE 1- From the above list, clarify most likely – to – least probable LRU(s) that caused sample sustainment scenario fault(s), and provide processes, analysis, and rationale for that determination IAW Section L para 4.2.3.1.7.
The repairable Relay Panel Assembly, Nozzle Control Unit (LRU unit) entered the Depot repair shop and AFSC reports the following LRU sub-components are not available from supply. Over the past year, this LRU has failed on 4 occasions leading to removal and replacement of the following items.
1. Relay Assembly, P/N MS25024−2 Asset declared obsolete by DoD supply; active vendors are not clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
2. Panel Assembly, Fuse, P/N FRB80 Asset declared obsolete by DoD supply; no active vendor identified
3. Capacitor, P/N 43F4110MA4 Asset declared obsolete by DoD supply; active vendor is clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
The repairable Panel Assembly, Load And Relay (LRU unit) entered the Depot repair shop and AFSC reports the following LRU sub-components are not available from supply. Over the past year, this LRU has failed on 3 occasions leading to removal and replacement of the following items.
1. A3K1, Relay Assembly, P/N MS24143D1 Asset declared obsolete by DoD supply; active vendor is clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
2. A3A1, Resistor Board, part of P/N 25-74313 Asset declared obsolete by DoD supply; active vendors are not clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
3. A3A1CR4, Part of P/N 25-74315-3 Asset declared obsolete by DoD supply; no active vendor identified
The repairable Control−Monitor, P/N 25-74470-( ), C−9212A/GSW−13 (LRU unit) entered the Depot repair shop and AFSC reports the following LRU sub-components are not available from supply. Over the past quarter, this LRU has failed on 15 occasions leading to removal and replacement of the following items.
1. Circuit Card Assembly, P/N 25−74330−5 Asset declared obsolete by DoD supply; no active vendor identified
2. Circuit Card Assembly, P/N 25−74334−5 Asset declared obsolete by DoD supply; active vendor is clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
3. Circuit Card Assembly, P/N 25−74322−6 Asset declared obsolete by DoD supply; active vendors are not clear (without modification) to provide as originally configured by the manufacturer, design control activity, or supplier.
RESPONSE 2-From the above list please provide assessment of LRU sub-component(s) most likely associated (if any) with Wing 3 Launch Facility D05 SELM anomaly scenario, and provide IAW Section L para 4.2.3.1.7 all necessary actions related to this (these) component(s) to maintain/sustain the weapon system throughout its lifecycle.
