For example, bidders could interpret that the IOSSP and HAC/RMPE CLINs match historical workloads in those areas and additional staff is likely required to address the awardable task requirements. Bidders could also interpret that software development will be part of awardable/future tasks. | Please confirm the Government's intent for Offerors to bid just the facility and infrastructure support in sustainment CLINs 1, 6, and 7, and all software development activities will be priced in awardable/ future task orders. | IOSSP and HAC/RMPE are existing programs and the software development associated with them should be bid in these CLINs. | 16 | PWS | 16 | 1.6.3, Program Management Support; 1.6.3.1.1.1; 1.6.3.1.1.3; 1.6.3.1.1.4; others | 420 and throughout PWS | Please clarify what the Government means by the word "projects" in "acquisition and sustainment projects placed on this contract through the basic contract or through separate task orders" and elsewhere in the PWS. Please define, compare, and contrast the terms "project", "program", and "effort" as used throughout the PWS and provide examples if necessary. | "Projects" could be interpreted as CLINs, sub-CLINs, CWBS elements at some level, budget control accounts, PWS elements at some level, or something else. Later PWS uses require additional management and reporting effort if something is designated as a project or a program. For example, PWS 1.6.3.1.1.1 and 1.6.3.1.1.4 seem to use "program" and "project" interchangeably for CDRL A002, program management plan. PWS 1.6.3.1.1.3 uses the term "effort" in relation to applying EVMS and IPMR (CDRL A001). Offerors need a clear understanding of the Government management and reporting requirements. | Effort: Is being used in a generic sense. It can refer to a Program or a Project which is part of a Program, or as a standalone Project. In any case the purpose of 1.6.3.1.3 is to say that if that effort is over a dollar threshold then full EVMS will be required. |
The below definitions are sourced from the Project Management Institute:
Project: A temporary group activity designed to produce a unique product, service or result. A project is temporary in that it has a defined beginning and end in time, and therefore defined scope and resources. And a project is unique in that it is not a routine operation, but a specific set of operations designed to accomplish a singular goal. So a project team often includes people who don’t usually work together – sometimes from different organizations and across multiple geographies. The development of software for an improved business process, the construction of a building or bridge, the relief effort after a natural disaster, the expansion of sales into a new geographic market — all are projects. And all must be expertly managed to deliver the on-time, on-budget results, learning and integration that organizations need.
Project management: The application of knowledge, skills, tools, and techniques to a project to meet the project requirements.
Program: A group of related projects, subprograms, and program activities that are managed in a coordinated way to obtain benefits not available from managing them individually.
Program Management: The application of knowledge, skills, tools, and techniques to a program to meet the program requirements and to obtain benefits and control not available by managing projects individually.
