The organization of this BOE shall follow the offeror’s technical proposal, and be arranged in a logical fashion.” | |||||
| The Cost Volume requires the rationale data addressed in 6.1.7, albeit in different sections of the volume. Is the RFP requirement for a Priced BOE calling for the Cost Detail to be reiterated within the BOE or is the offeror’s standard format for presenting cost details and then providing supporting narrative in other sections of the volume acceptable? | Please provide clarification regarding the Cost Volume/BOE requirements in Section L, paragraph 6.1.7. | Providing cost detail in the offeror' s standard format is acceptable as long as it meets the requirements of 6.1.7. BOEs may simply reference the cost detail provided. BOEs and associated cost detail are required at the third level WBS. | ||||||
| 10 | Previous Q&A posted to FBO 1/24/14. | A previous Government Q&A response indicates that “offerors should evaluate their expected costs incurred given their personnel locations and incorporate those costs into their rates as appropriate.” This implies the Contractor Site Labor Rate Matrix should include burdened labor rates for Contractor Site performance as well as Government Site performance. | What Government Site work space is available for contractor personnel (by location, by facility, by workstation)? If information is not available, how will the Government assess the realism of each offerors bid with respect to the amount of Government Site work space incorporated into their single Contractor Site Labor Rate Matrix? | Please provide the specifics, to include number, location, usage, etc. of GFP (office space) available for use by offerors. | No on site government office space should be assumed to be available for use by offerors, therefore there will be no requirement for the Government to assess realism with respect to the amount of Government Site work space. |
11 RFP Section L, Attach 21 (Attach 2) 8/9 Attachment 21, Sec. Hard copies of the pages generated from this tool shall be used in the hard copy of the past peformance volume subject to limitations outlined in this RFP and should be Tab 1 of the past performance volume." The outline for past performance (Table 2.2) does not include Tab 1 nor does Section 5.3 of Section L require inclusion of attachment 2.
