BBU-48 Tactical Buy – RFIs Solicitation: FA8213-25-R-B001 RFIs #1 (received 26 Jan 25)
1) Is "total available funds" (Section M para. 1.1) equal to the sum of $3,996,117 plus FMS monies? Or is it equal to only $3,996,117?
USG Response: Total available funds includes USG funding and FMS funding.
2) Why is FMS presented as a quantity rather than a dollar amount? Is the Government not allowed to disclose the FMS budget in dollars?
USG Response: Page 3 of Solicitation, FA821325RB001, states This acquisition will utilize buy-to-budget for USG funds under the authority of 10 USC 2308. FMS funds are anticipat-ed to buy-to-quantity the amount listed in the BBU-48 Pricing Table.
Unless buying to budget, the government does not normally disclose funding amounts.
3) Can you please explain how the award split applies to the FMS requirement (193,680 pcs., CLIN 0002AB)
USG Response: The award split is described in Section M Evaluation Factors for Award, with reference to BBU-48 Pricing Table. Column J within BBU-48 Pricing Table explains the calculation (weighting) applied to FMS unit price.
4) Section M 1.1 refers to a "BBU-48 Split Award worksheet". May we receive a template or example worksheet to understand the calculation?
USG Response: The BBU Pricing Table is the template for submitting offeror/s proposed price. An example has been provided as an attachment to the Solicitation, BBU-48 Pricing Table Example.
5) We are confused regarding the FoB for CLINs 0002AA and 0002AB. The table on Page 9 (Solicitation) states:
"FoB Details "Government "Origin (Shipping Point)"
Please clarify whether it's FOB Origin or Destination for each of the following CLINs: 0002AA and 0002AB.
USG Response: Both CLINs (0002AA and 0002AB) are FOB Origin.
6) When do you anticipate making award(s) after the Feb. 20 solicitation deadline?
USG Response: The USG anticipates award within 30 days of solicitation deadline.
