Questions with Responses (3-6)
Listed below are questions submitted by Potential Offerors and the applicable Government Response.
3. Contractor Question:
For the items in Part IV, Section L (page 48 of the solicitation), I assume that these are attachments that I can provide details / write-up for the respective items to help provide objective evidence to the three factors..?
Reference:
Factor 1 - Technical
Subfactor One: Manufacturing Capability Subfactor Two: Electroplating Process Subfactor Three: Supply Chain Subfactor Four: Heat Treatment
Factor 2 - Past Performance Factor 3 – Price
Government Response:
Offerors should follow the detailed instructions provided in the 8 page attachment entitled ‘Section L Instructions, Conditions, and Notices to Offerors or Respondents’ that was included as an attachment to the Request For Proposal (RFP). RFP page 48 only synopsizes the factors/subfactors.
The 6 page attachment entitled ‘Section M Evaluation Factors for Award’ details how the Government will evaluate the offerors responses to the factors/subfactors.
4. Contractor Question:
On Factor 3: is there any support information that you would need, other than the pricing for the individual line items, to help with this particular line item?
Government Response:
Reference Section L paragraph 5.1 through paragraph 5.2 for the price information the Government requires. The Government will evaluate price in accordance with (IAW) Section M paragraph 4.1 through paragraph 4.4.
5. Contractor Question:
Should I insert the chart with price break points per the Quantity Band Table that you have listed? Is it permissible to submit a spreadsheet chart indicating each of the line items, quantity / price break down to cover all line items to come?
Government Response:
The following is applicable to all production CLINs:
IAW the paragraphs listed below, the Government will utilize the completed Attachment L-2, Total Evaluated Price (TEP) Worksheet to evaluate the offerors proposed unit prices for each CLIN quantity bands for all ordering periods.
Section L paragraph 2.2.2, Pricing Related Data Section L paragraph 5.2, Volume Organization Section M paragraph 1.4, Pricing Related Data Section M paragraph 4.1, Total Evaluated Price (TEP)
In addition to the completed TEP the offeror may submit a separate spreadsheet. However, evaluation will be on the TEP worksheet rather than the offerors spreadsheet.
6. Contractor Question:
Is it possible to get the historical price data for this contract?
Government Response:
Unfortunately, the Government is unable to provide historical price data for this requirement.
