RFP: FA8203-15-R-1234
Q&A number 2:
1- Section L, 4.2.1.1 Table 2 Staffing Plan
Should Level II per NAS-410 be used in lieu of Level III?
Level III is only required to develop new NDT techniques when not already existent.
ANSWER: Yes, Section L has been updated to state “Level II”.
2. There appears to be a typo in the Process (C) Drawing / Part Number column, the (2) and
(3) are inverted.
ANSWER: Correct, Table 3 – Equipment Plan has been updated.
3. It appears this repair is for parts of the landing gear… Will the complete landing gear set be removed from the aircraft or piece parts?
ANSWER: The USAF does not remove and remanufacture landing gear as a complete set. The items will come in as piece parts.
4. Section L, Attachment 7 – EZ Source Instructions
Not able to find/locate the PPI Tool link in the Notice Details “All Files”. Would you please confirm that it is on the FBO solicitation page? Will we be able to go in that link and experiment prior filling the final version?
ANSWER: PPI Tool has been attached (Microsoft Access File) entitled “ppi_tool”. Yes, the contractor will be able to download the ppi_tool and make as many adjustments as necessary prior to proposal submission.
5. TRD missing documents: Of the TRD missing documents that are listed in the CAF AF
Statement of Work, would it be possible to obtain copies of the following listed documents?
1- CAVAF Initial Log-IN Procedures.docx
2- Manual Instructions for DD Form 1348-1A
3- DD13481a.pdf
ANSWER: Yes. Documents mentioned above have been posted separately to FBO
6. Volume II Technical - Sub-Factor Four, Sample Tasks
In both Section L 4.2.4 and Section M 4.2.4, it is the old configuration of the Centering
Cylinder (NSN 1650-01-500-1522, P/N 200733824-10) that is requested as the desired End
Item while per the TEP Workbook is to be upgraded to the latest version (i.e. NSN 1650-01-
582-2429, P/N 200733824-10).
Would you please advise if the Section L & M will be changed for the latest configuration
(i.e. NSN 1650-01-582-2429, P/N 200733824-10) or if it will stay as the former configuration (NSN 1650-01-500-1522, P/N 200210040-10)?
ANSWER: Section L and M have been updated to use the latest configuration, NSN#…2429.
7. There appears to be some configurations that are not covered by any of the provided TOs
(i.e. on FBO).
ANSWER: The TEP Workbook has been updated.
8. Per our preliminary analysis, we feel that 100 pages will not be enough for the technical volume. Would it be possible to increase the Volume II – Technical maximum page count from 100 to 130 pages?
ANSWER: We’ve amended Section L to state 130 pages.
9. Per our preliminary analysis, we feel that 35 pages will not be enough for the past performance volume, in order to adequately detail the performance and corrective actions taken to resolve issues. Would it be possible to increase the Volume III – Past
Performance maximum page count from 35 to 50?
ANSWER: We’ve amended Section L to state 40 pages (not 50).
10. The Packaging Requirements for the C130, E3A, and KC135 are not in sync with the
TEP workbook ELINs.
ANSWER: The Government will ensure that packaging information is updated prior to receipt of proposals. The packaging should apply to the actual NSN regardless of what ELIN it is tied to
(as the ELINs have changed several times since packaging instructions were created)
11. E-3A NLG Inner Cylinder: Although now replaced by NSN 1620-20-004-5343 / P/N
200-0056-001, should the former Inner Cylinder NSN 1620-01-009-8080 / P/N 65-
27331-3 also be listed to the Appendix B?
ANSWER: Yes, Appendix B has been revised to include NSN 1620-01-009-8080.
